resting on their findings,

And Professor Phil Scraton
is Professor of Criminology

at Queen's University,
Belfast School of Law.

Phil was Chair
of the Hillsborough Project,

one of the very first academic
investigations into the causes

of the disaster.

this is another review

of all the evidence.

Why should we have any faith

that this panel is going to do
what we want it to do?

It's going to take a little time.
A process like this

simply can't be rushed,

we will go through everything.

to the families first.

have we found any new evidence?

And the three words
I have to say to you are,

yes, we have.

It's my sincere privilege

to hand over
to Professor Phil Scraton.

Thank you, Bishop James.

At the outset, the families said
they wanted us to deliver the truth,

warts and all.

I can say now...

there are no warts.

There is only the truth.

Two years of in-depth research

has gathered and analysed
up to two million documents

held by 80-plus organisations
and individuals.

We conclude
that Leppings Lane terrace

was structurally deficient,

inadequately inspected,

had no current safety certificate,

and had narrowly avoided disaster

at previous semi-finals.

The police operational order

had not been updated.

And opening Gate C
without policing the tunnel

was a gross blunder.

There was a critical delay
in the emergency response,

lack of leadership,

no coordination,

a failure in triage,

and inadequate equipment.

Dr Bill Kirkup's painstaking review
of all the medical evidence

shows that for some who died,

there was prolonged survival.

No pattern of unavoidable death,

and an unwarranted focus on alcohol.

MURMURS

The inquests were deficient.

The preliminary hearings of many
inquests were profoundly flawed.

Most significantly...

..the coroner's decision not
to hear evidence beyond 3:15pm,

agreed by the families' lawyers,

severely limited examination
of the rescue, evacuation...

..and treatment of those who died.

Sadly...

..we conclude...

..that had there been
more timely intervention...

..at least 41 of those who died...

..could have been saved.

GASPS AND SOBS

Finally,

we show that the South Yorkshire
Police Federation

supported by the Chief Constable,
developed and pursued

allegations of drunkenness,

ticketlessness and violence.

Together,
with a local Conservative MP,

they used a local press agency

to publish unsubstantiated,
appalling allegations

against fans throughout the media,
particularly in The Sun.

From the mass of documents,
television and CCTV coverage

disclosed to the panel,

we conclude that there is
no evidence whatsoever

to support the allegations made
against Liverpool fans.

We, er...

We present this report
in memory of the 96 men, women,

and children who died.

And to the bereaved, survivors,

rescuers...

..and those who died prematurely

due to their loss and trauma.

APPLAUSE

DAVID CAMERON: 'The new evidence
that we're presented with today

'makes clear in my view

'that these families have suffered
a double injustice.

'The injustice
of the appalling events,

'the failure of the state
to protect their loved ones,

'and the indefensible wait
to get to the truth,

'and then the injustice
of the denigration of the deceased -

'that they were somehow at fault
for their own deaths.

'So, on behalf of the Government,
and indeed our country,

'I am profoundly sorry

'that this double injustice has been
left uncorrected for so long.'

Now that the panel has given us
this excellent report,

we will demand new inquests,

and the right verdict.
