- Ladies and gentlemen, if you notice here on our right now

we have a Japanese combination automobile carrier,

parts also and probably bulk.

It's the Toyota Maru Number Eight.

The gates have now closed behind the vessel

and we will be ready for the descent process.

All of this is done by transferring 26 million gallons

of fresh water from the upward chamber on our right

into the lower chamber on our left.

All of this is by gravity flow in tunnels

that are 18 feet in diameter inside the walls.

In eight minutes, the vessel will be lowered 27 feet.

You've probably already noticed that the locks

are two-laned and as you see the two lanes

you imagine a highway.

One for coming, one for going.

But it does not necessarily operate this way.

Instead it's very flexible.

The ships can go in either direction on either side.

One is independent of the other.

The Canal runs northwest southeast

and an average-sized ship will make the complete

50 mile trip in about eight hours.

Now contrary to popular belief,

both the Atlantic and Pacific Oceans,

just like all other oceans of the world,

are found on one level which is zero.

The Canal then is not to lift the ships up

from one ocean into another as most people think,

but instead to lift them up over the mountains,

acting like a gigantic aquatic bridge.

The ships go up to 85 feet on one end

and they are lowered those same 85 feet on the opposite end.

Well in about two or three minutes

both the upper and lower chambers will have become

completely equalized here on our near east side.

Then the second largest gates in the Canal will open.

These have a height of a seven story building.

Each half weighs 690 tons.

Yet due to their perfect balance and a 1600:1

reduction system, they open and close in less than

two minutes, pushed by a 40 horsepower electric motor.

And in case of a power failure can be cranked open

or closed manually in about 30 minutes.

And they are original, operating exactly the same

as very close to 62 years ago.

Anyway, talking about the different cargoes

that we see passing through the Canal,

these are coal, petroleum products, and grains.

Canal's best clients in this order also

Liberia, Great Britain, Japan, Greece, United States,

Panama, Norway, and the Federal Republic of Germany.

For any ship of the world to use the waterway

only two conditions that must be filled

by each and everyone that does.

First the captain of the ship must turn over

full and complete navigational command to our special

Canal pilot. (bell ringing)

The other condition is that the tolls must be paid

in advance.

The Canal issues no credit cards.

Now the tolls are based according to every 100 cubic feet

of cargo-carrying space under the deck.

This is considered one Panama Canal net ton.

The rates are $1.08 per ton if the ship is loaded,

86 cents per ton if the vessel goes without cargo.

The average toll nowadays is $10,200.

Highest toll ever paid was by a German container ship,

the Tokyo Express.

This vessel paid and pays every times she comes through

$49,208.04.

Lowest toll ever paid, 36 cents paid by Richard Halliburton

when he swam the Canal in 1928.

- Hard to port.

I guess I'm closer to the dredge than you are.

Do you plan to slow down or do you want me to?

- [Man] Keep going, keep going.

- Okay, I'm coming.

- Well am I correct, Governor, in thinking this is

not your first tour of duty?

- That's correct, I was here in 1965, 1968.

And it's, like so often we say history repeating itself.

The 1965 to '68 period of time we were undergoing

some of the same trauma and the same difficulties

we're undergoing right now.

We were involved in negotiations with Panama.

The idea of a change in the status of the 1903 treaty.

We were then looking at a very dismal financial picture.

Appeared to be unfolding.

We were just on the brink of having a very tough

survival of making a break even operation

as we're required to do by law.

Two circumstances intervened

to save the financial situation.

One, the Suez Canal closed, and there was a diversion

of traffic through here.

And secondly, there was the Vietnamese War.

Not very happy for anybody but it did occasion

the flow of a significant number of ships.

And so this was a reprieve of a period of years

that brought more money into the toll structure

and therefore accommodated our needs

for a longer period of time.

We have a situation here that as long as we have

an increase in growth and traffic

which outstrips inflation, we can do very well

and we have, history shows that we've done for years

and years what very few if any utilities

have been able to do, to hold the line.

- [Man] Right.

- Well we're in a situation now that we can no longer

do that and you can't do that when you're in a downturn

situation where the traffic is really going down

and inflation is continually going up.

Just one ship a day, an average size ship a day going

through here for the course of a year brings in

three and a half million dollars worth of revenues.

We have an operation which is high fixed cost,

low variable cost.

So for every dollar increase in revenues,

and these are order of magnitude figures,

they're not precise, but for every dollar increase

in revenues, it costs about 33 cents in terms of workload.

So you have 70 cents there to work against inflation

or put improvements in the Canal and so forth.

The same circumstances obtains when you're going down.

For every loss of a dollar revenue,

you could only save 33 cents in directly work-related areas.

So you have 70 cents to find somewhere else

or it's a loss. - I see.

- You either have to take it out of somewhere else

or it's a loss or increase the cost of the services.

And that's what we're involved in right now.

Formula for computation of what we charge for

a ship to go through is fairly complicated.

It's a system what we call add measurement.

And in normal commercial ships the measurement amounts

to determining what the closed space of a ship is.

That's the gross space.

And we carve out certain deductions from that

and you end up with a net, so many cubic feet

of earning space.

So that's the add measurement, how you measure the ship.

And we get each ship has so many Panama Canal net pounds.

Then you apply the rate to it.

And the rate right now is $1.08 a ton.

By law this enterprise, and when I refer to

the enterprise I'm talking about the Panama Canal Company

and the Canal's own government.

You may know I have two titles, one is the governor

and responsible for the exercise of governmental functions

in the Canal Zone.

Police, fire, teachers, schools, hospitals, and so forth.

And my other hat, I'm the president

of the Panama Canal Company.

By law, that enterprise, the combine,

is to be self-sustaining.

So the Panama Canal Company must, in effect,

make United States whole for any cost

on the Canal Zone government.

Now in operating the Canal Zone governmental functions,

the hospitals, schools, and so forth,

we generate revenues from other sources.

If the military send their children to our schools

or hospitals they pay us for the services rendered.

But in the final analysis there is a net cost

to Canal Zone government.

And the Panama Canal Company must pay that.

'Cause that's one of our liabilities.

So in the process of fulfilling all of our liabilities

or meeting all our liabilities, we generate money

from revenues from shippers for tolls,

for other services rendered,

and in the course of the year we are required

to pay off all our debts,

which include all our operational maintenance cost.

This net cost to the Canal Zone government.

Interest to the United States government on its debt

on the investment, rather, not debt.

Interest to the United States government.

For the investment of the United States government

in the enterprise.

And that runs right now about $16, $16.5 million.

And we pay a portion of the annuity to Panama.

So these are all our liabilities

and at the current moment, when you're recognizing

all these liabilities, we are not making ends meet.

We don't come up with a balanced budget.

- [Woman] You may have to take up tourism.

(laughing) - Well...

By law we have to do something and doing something

involves in my judgment three possible things.

You touched on one of them.

One is you have to look around and see can you do the job

more cheaply and still efficiently?

Can you cut cost here and there and everywhere?

And we've been doing that.

And of course when you do that there are strains

on everybody.

Reduce your services, perhaps, you reduce your benefits.

And the employees have suffered somewhat in this process.

And I think they've reacted, except in the case

of the sick out, quite responsibly,

and have assisted in this process of trying to do the job.

Cheaply, they've always done it extremely efficiently,

in my judgment and they have great pride in their work and

this job has been done in excellent fashion all these years.

Sometimes it's a little costly and we're trying

to reduce that cost.

Well that's one way you go about it,

and we think we've done about what we can do in that area.

Secondly is then you have to go to the shipper

and ask him to pay a little higher tolls.

And we have a problem there because we have laws

that pertain to how you do this.

And we have to make an exhaustive economic analysis.

We have to make an environmental assessment

of the situation.

As every business has to do these days,

or any federal business has to do these days.

Then we have to go and announce in the federal register

our intent to increase the tolls,

for what purpose and why and show our books

to all who are interested in it.

We have to have public hearings and so forth.

But after we announce our intention to increase the tolls,

we have to go through public hearings

and six months must elapse before any tolls can be

implemented and then only

with the signature of the president.

So we're lapsing that six months right now,

we have hearings scheduled and we will then make our final

judgments and recommendations to the president

through our board of directors.

And then and only then may we increase the tolls.

Well that's the second way we balance the books.

And we're now trying to get our tolls increased

something a little over 19%.

And the third way is the one you mentioned is

if the United States government is so inclined

that I don't hear too many people are inclined these days

of subsidizing anything and I kinda share that

feeling myself.

As for the, in effect the United States taxpayer

to subsidize in some fashion.

But the other problem to me is it's not really recognized

on the scene at all.

At least, I shouldn't say at all, but there are very

few people who recognize another very, very major problem

to me as an operator and that is that this kind

of an operation requires the infusion and the investment

of substantial funds and amounts of money for capital.

And I'm talking about buying tugs, dredges,

mules for the locks, major items of equipment,

this list goes, endless.

And that, the only source of funds for that,

we're not permitted to include in our toll structure

or anything any charges for that, so the only source

of funds for capital investment is through

the depreciation process which is the routine business

way of doing it, except business goes out also

and augments that by loans or borrowing.

But to show you the magnitude of the problem is that

when you depreciate an asset in order to generate

funds for replacement, you depreciate it on its

historic dollars.

For example, I was here 10 years ago and we bought a tug

for $750,000.

By starting to depreciate this over time.

To replace a tug today costs $2.3 or $2.4 million,

so there's quite obvious that through

the depreciation process you don't generate enough

for capital replacement.

Much less capital addition.

And that's a big dilemma we're facing right now.

And one of my big problems is balancing off the needs

against the funds availability.

And there comes a point in time where we

are gonna get to the situation

where it's clearly the generation is clearly inadequate.

And we're very closely approaching that

and the only source of funds allowable right now

is through the appropriation process.

And with the emotional situation right now,

I don't think Congress would be really enamored

with a request for substantial sums of money

for capital improvements.

Until the air clears a little bit.

There's always the possibility of leasing

and that sort of thing and we're looking at all avenues,

but it's a real serious problem.

The older your plant gets, the more the necessity

for infusion of large capital investments.

And that the only way you keep your operation running

efficiently.

And I think Americans can point with pride

that we've done this all these years.

We've done it with two things.

We've done it with a willingness to infuse money

back into the plant and with a willingness

to pay a high cost of maintenance.

And it's a high cost operation.

But if you once deny yourself that or once stop doing that

you'll find very quickly this plant will deteriorate.

And you won't have a good operation

that we all take pride in.

We Americans are celebrating our bicentennial.

You will note the bicentennial flag here

and we're very happy to have it here this morning.

This is a new flag, by the way, that our fine clerk

has just acquired for us and it doesn't have any spots

and we were very happy to inaugurate it today on Law Day.

We Americans are a tough breed, I think,

and we know how to meet adversity.

We're adaptable.

Our nation has succeeded in the heat and disease

of the tropics and in the bitter cold winds

of the Alaskan frontier.

The American people, they're tough, they'll meet adversity,

and they will survive.

I think another thing that I would be remiss

in not alluding to and that is the fact that we,

on this Law Day, we have splendid law enforcement

in the Canal Zone.

People can walk the streets of the Canal Zone at night

and are sure of being well protected all the time.

It's excellent to live in a community like that.

Okay Carol well I'm working with Panama Canal Company

and I'm a marine engineer and I been down here

about 13 years.

I got another year to go to reach the ripe old age of 55

and I'll be retiring from Panama Canal Company

and going back to the States, the state of Florida

and a little town called Welaka.

And I don't know what I'm gonna do when I get up there

except drown worms, tell lies, swat flies,

and work ham radio, buddy.

That's about the size of it.

And I hope you're around in a year and a half

or about a year and three months and you'll be able

to copy me, aye aye.

I'll be WB4ROK up there.

And I'll be looking for you.

I'll be looking for you Carol because I won't have

anything else to do except that, aye aye.

I retired out of the Navy and I been down here about

as I said 13 years.

Well I was in the black shoe navy.

I put 20 years down in the engine room

and when I got out I had a license for steam and diesel.

I was looking for a job and by golly I came down here

in the Canal Zone and it's the only place in the world

that I could hire out and have my family with me

at the same time and still go to sea and do the things

I'd been trained to do for 20 years.

And I've enjoyed it, my wife and two kids

have enjoyed it very much and fact of the matter is

I'll be sorry to leave next year.

When I get 55 I'm gonna retire and that's what I'm gonna do

is go back up to the States and do exactly

like I was telling you.

Try to drown worms and drink beer

and sit on the banks of the St. Johns River.

I can't think of anything better to do.

You know you got a darn good signal coming down here

and I certainly appreciate you coming in tonight.

And this 104 seems to be working out alright.

I had a two and then I got rid of it and I got a four

and it fell on me and I got another four so

that's about the size of it.

I just got a call saying that a guy had to run

some traffic, some emergency traffic, health and welfare

- Well good evening, ladies and gentlemen,

the few of you gentlemen that are here.

My name is Rae Diamond and I work with the Canal Zone

police youth unit.

My job title is youth officer.

I'm also a member of the joint committee

for infant and child protection.

What do we consider abuse?

Well some people think that's hard to define.

We on the committee do not feel that way.

Any parent who will beat a child nonstop for five,

10 minutes or regularly to the point of causing

bleeding under the skin or fractures to the body

or traumatic type of reactions, emotionally

and psychological, this is abuse.

We investigate every reported case.

That does not mean we will call every case

a bonafide case of abuse.

We're not foolhardy in this respect.

We try to approach every case with an absolute

objective professional air.

But we are very seriously concerned about the children.

We've had maybe two or three fatalities

but none that we could directly put our finger on and say

this was induced by a third party or by an adult.

But in this one case we have no doubt

that the child was killed by her stepmother,

by scalding to death.

And this is a case that occurred in the Republic of Panama

where we as members of the Canal Zone police do not have

jurisdiction.

Therefore we cannot give you any happy conclusion

to this case and I use the word happy very foolishly.

When this happened, I think our committee members

went into mourning because we all felt responsible.

I remember seeing the child myself just before Christmas

where she had a bruise that she said her sister,

her stepsister had slashed her with a belt or something.

And I remember the mother and father saying well,

you know my older little girl she likes to act

like a little mommy.

I said oh well that shows you the way

the mother treats the child.

But the child was really out of our jurisdiction.

And this gets us to the laws.

The laws in the Canal Zone on child abuse

are roughly defined as any willful maiming or torturing

of a child or physical neglect and it's a crime

that is punishable by no more than 30 days in jail

or a fine not to exceed $100.

For those of you not familiar with the law

that is simply a misdemeanor.

Cruelty to animals is punishable by the same thing.

So in the United States, in some states,

child abuse is a felony.

I would prefer to see it as a felony here in the Canal Zone.

It would be a more effective law to enforce.

This one little baby you saw in the film

that had his legs in a sling.

We have a case like that where the orthopedic surgeon

has no doubt that the child at less than eight weeks of old

was just taken and twisted like this to break the limb.

I could, I mean, even to hear the doctor say that

I think is shocking.

But these are the type of problems that occur.

And so these people, these abusers,

might be your next door neighbors.

These little yearnings might be in your own heart and soul

too, and it's nothing to be ashamed of.

That's what the professionals try to tell you.

That we all are potential abusers so it's nothing to hide

or be ashamed of.

But we try to say seek help and you can cure it.

Otherwise you may be killing your child.

At any rate, statistically here in the Canal Zone

we feel that we have a very high rate of abuse.

The reason we feel this way is we have young couples

who are more prone to be abusing.

For one thing, young couples have children.

You usually don't find 50 year old retired people

having children.

So here because of the large military population,

we do have a lot of young married couples

who are having children,

therefore the likelihood of abuse increases.

Secondly, many military families are being uprooted

from their home and the first time perhaps

away from their family and they come to a foreign

environment, they come to a culture that is different

from theirs so that's sort of a cultural shock.

And then they are exposed perhaps to different living

standards, a foreign language, husbands that are out

in the field an awful lot, and some of these women

get extremely isolated and very lonely.

They don't know how to travel, they don't have cars.

They can't get to places for services.

This causes great stress and stress increases

the likelihood of abuse.

Here in the Canal Zone we have, I would say our cases

are about 50/50 men to women.

So as a matter of fact we think we have

more men abusers than female abusers.

When we started our committee we made an analysis

of the number of cases we would have for the first year,

1975.

And we based our study, I didn't do it but one of

the members of the committee did it,

on a proportionate sized community in the United States,

based on their rate, whether it be 10%, whatever it is.

And we came up with an estimated total of 25 to 35 cases

for the year of 1975.

Well before the year was over

we had three times that number.

So we feel we're about three times

above the national average.

But I feel that this is easily explained

because I think we're in a very high stress area.

When people are away from those that can help them

and they do not know how to reach help,

you're closing the doors to them.

Therefore I feel that's why our rate of abuse

is very high.

We have more isolated families, we have more children,

we have stress factors, people are worried

about their jobs, we're worried about are we gonna

be here next year, are we going to have a revolution,

that sort of thing.

Those are a little stressful.

- Just take a look at that.

Tell me what in your mind is going on in that picture.

- She looks really troubled about something though.

Seems like something's really on her mind.

- Well what is troubling her, do you think?

- I think basically her having to leave.

- She has to leave.

- Maybe they want her to go away to school

and maybe she wants to stay there on the farm.

I don't know.

- That it?

Okay.

What about this one?

- [Woman] I think maybe she is this woman's husband's lover

and she caught 'em and she's running away.

- What brought this event about in terms of her

catching them or was she looking, what?

- Yeah, I think maybe she just stumbled up upon 'em.

Maybe they were out in the woods or something or other.

She might have just stumbled up upon 'em.

And she watched 'em.

- And how does she feel about that?

- Maybe she feels like she's less of a woman

because she can't please her husband and hold on to him.

That he has to turn to somebody else.

Because this one, she looks younger than the wife.

- [Man] And how does she feel?

The other woman?

- I guess she feels like she's been caught.

She's been caught in the act.

- [Man] And what's going to come out of all this?

- I think maybe it will draw the husband and wife

closer together, I think it would make her want to try

even harder to be a good wife.

And to hold on to her man.

- [Man] Okay, thank you.

How about this one?

- I think he's probably married

and she is probably a movie star or something like that.

She's attracted to him.

But just for fun, frolicking, no strings attached.

Maybe he's unhappy with his wife that he feels

a need for her.

Just for the fun and frolic.

But I think he has guilt feelings about being with her.

I think he really wants to turn and walk out the door

but she's trying to hold him back.

- [Man] And what are his feelings in this matter?

- His feelings? - Mm hmm.

- I think he's...

He knows he has an obligation to his wife,

I think he really loves his wife.

But maybe they're going through some hard times

or something and he turns to somebody else.

But I think he has very deep guilt feelings

about the whole situation.

- [Man] And as to the woman there?

- I think she's just in it for the fun of it.

She's not really serious about it.

Maybe she's the type that thinks

all men are attracted to her.

She thinks she can have any man she wants.

She feels rejected because

he's turning away from her.

- [Man] And what's going to come out of this?

She's trying to hold him, you say?

- Yeah, I think she's trying to hold him back.

I think he will walk out though.

I think he realizes that maybe he's getting in too deep,

that he knows what he's doing is wrong.

- That's it?

Okay.

- Just like they're embracing.

Maybe they're husband and wife, they're just...

Maybe lovers or something.

Maybe they've been apart for a while,

maybe they're just getting back together.

- [Man] You say they're husband and wife

or lovers or something.

- Yeah.

- [Man] Could you be a little more clear about that?

- Probably husband and wife or just fixing to get married

or something.

Maybe he's been away.

And he's returned and they're gonna be married

or they may be already married.

- [Man] And what has pulled them apart?

You said they're getting back together again?

What happened to separate them?

- I think probably either he was in school or maybe

he was in the military and he was away.

I don't think he went away just for the heck of it,

I think there was a real reason behind his leaving.

But now that they're back together, they seem fine.

(coughs) - Excuse me.

And what's going to happen in their future?

- They'll probably be married

if they're not already married.

- [Man] And how will things go?

- I think they'll go good.

I think they'll have a happy life.

I think they'll have their ups and downs

but basically a happy life.

Probably have kids right away.

That's about it. - Okay.

Well do you have any questions about anything?

- No, I don't think so.

- Okay then I think that that'll probably be about it.

I'll want to talk to both of you when we finish

with your husband.

in what we like to call a retirement ceremony.

As it is generally known,

we civic organizations do not have a uniform means

of disposing of soiled and used flags.

Since we are in the Canal Zone which is governed solely

by the department of the army directives,

we deem it feasible that we have these key representatives

of the United States here with us today

to receive these flags in a somewhat official manner.

Whereas they, in accordance with the United States

army directives can properly dispose of them.

And ladies, if you'll come forward with your flags.

- President Rhodes, it is with sincere admiration

that I accept this American flag in honor

of the Veterans of Foreign Wars and our great country.

- Thank you. - Thank you.

Looks like this one has been around a long time.

- Colonel Hornstein, would you like to say

a few words for us?

- Well President Rhodes, commander of VFW troop here

at Curundu, this is indeed a very distinct honor for me

to have been invited to attend what I think is again

a reaffirmation of our great pledge to our country

and our allegiance to a great nation.

And I can think of no finer tribute than on some

Saturday afternoon on the 1st of May somewhere

in the Canal Zone, a small group of dedicated Americans

play so vital a role in fulfilling those small things

just like the retiring of our great flag,

to me is far more significant than if we were to have

the 79th army band and a brigade of soldiers out here.

I think the small ceremony, as sincere as it is,

and as important as it is, means far more to each of us

who have in some small way participated in the ceremony

get a great deal out of it.

At this time, I wonder if you all would just with me

raise your right hand and let's now pledge our allegiance

together to our great country.

- [All] I pledge allegiance to the flag

of the United States of America.

And to the republic for which it stands,

one nation, under God, indivisible, with liberty

and justice for all.

- [Colonel Hornstein] Thank you so much.

- Won't you please come inside and have coffee or Coke

- This first letter was one that I submitted

to Mr. Vissey and then the second one I submitted

after the meeting that I had with him.

We did not submit a Pacific Civic Council position paper

per se but I tried to put together some of the views

that were coming to our minds, things that people

had expressed to us.

Dear Mr. Vissey, we're glad to have this opportunity

to meet with you again following the recent sick out.

We would like to bring you up to date on the Pacific

side situation as our council members are seeing it

through contact with their constituents.

When you met with our delegation in Washington in March,

you said that you could not help how the people felt

and that the people here could talk themselves

into a morale problem.

To the contrary, Mr. Vissey, you can help how they feel.

They are well aware of how much power you hold

on the Panama Canal Company board of directors

and in the Panama Canal civilian policy coordinating board.

Your actions and decisions as chairman of both boards

can accomplish much towards sending employee morale

upward instead of downward.

At the time of this writing and of course

this was before the news announcement had come out,

our people do not know what your decision will be

concerning the wage freeze, although today's

newspaper reports are encouraging.

Nor do our people know what your future plans are

for further cutbacks.

In the absence of such information, those who are

in a position to do so are taking their futures

into their own hands.

Some are actively applying for jobs in the United States.

Many many others are going to the United States

this summer, not with a vacation in mind but with

a goal of finding new employment.

A feeling of desperate hopelessness has spread

throughout the US community in the days following

the sick out and now we have the beginnings

of a mini exodus.

Though some Washington officials may say well

this is perhaps good, it makes the transition

to Panamanian control much easier,

our response is that in part that is true,

but the people who are leaving right now are highly

skilled employees, doctors, teachers, pilots, among others,

who could be useful in training Panamanian replacements

in the transition period of a new treaty.

The exodus of needed employees could be deterred

by the safety net of civil service reassurances

of job assistance and relocation help.

And this was one of our main thrusts

in the oral discussion at the meeting.

These much-needed skilled employees would be more likely

to stay if they knew that in the bank was a provision

to give other government service jobs in case

they found the new situation intolerable.

You also mentioned in our interview with you

in Washington that your desire is to operate

the Canal efficiently.

We are sure that you are aware that locks operators,

line handlers, electricians, tugboat pilots,

maintenance men, and many others are needed

to help you achieve your goal.

You cannot separate their morale from their ability

to work efficiently and skillfully.

As one worker said at a Los Rios townsite meeting

recently, we've had the first sick out,

the second one will be easier.

These workers and their families want clear,

concrete information, whatever facts you may have,

on what will happen to them in the future.

Not just after the treaty goes into effect

but in the period prior to that time.

They want clear, down to earth communication

from the upper echelons of the Canal administration

extending even to Washington.

They do not want more government-ese bureaucratic

double talk and empty phrases meant to pacify

but which signify nothing.

As a side note, there is much interest

in the US communities here concerning a non-voting

delegate from the Canal Zone

to the US House of Representatives.

We are aware that the army and the Panama Canal Company

have both submitted negative opinions concerning

a proposed House bill on this, HR7425,

but our people are writing congressmen to give their

support to such a measure.

We need such a representative in Congress,

even if this office exists only until a new treaty

goes into effect.

In closing, let me outline one continuing irritant

which effects our constituents' attitudes toward

control of our lives by the military.

In the Canal Zone, military golf courses,

theaters, commissaries, post exchanges, gas stations,

bowling alleys, craft shops, and swimming pools

are off limits to Panama Canal Company employees

and their families.

However, all the Panama Canal Company facilities,

from grocery stores to swimming pools,

are open to the military without limit.

Let me mention one example of what we consider

an inequitable situation.

And I'm mentioning this because one official

traveling with Mr. Vissey told me after the meeting

that Mr. Vissey is probably not aware of the situation

at all and really knows comparatively little about

what our life situation is here.

When our Panama Canal furniture commissary

announced a sale on reclining chairs,

military personnel placed holds on several of those chairs

even before the sale started.

Of course, this reduces the number of sale chairs

available to Panama Canal families and a seemingly

insignificant example such as this reinforces

a basic hostility to the military.

We are always given good sound quote policy end quote

reasons when we ask for PX privileges for

Panama Canal Company families.

But we do not understand why we cannot have

reciprocal use of pools, craft shops, bowling alleys,

and other such facilities seeing that it will involve

no added expense either to the military

or to the Panama Canal Company.

Are we second class citizens?

It would appear so.

We will look forward to a response from you on

these questions at your earliest convenience.

- Gloria and I lived in San Antonio

just before coming here.

And we lived in a cul-de-sac and a cul-de-sac

is an extremely large circle and there were five houses

in the cul-de-sac.

And for some reason that I don't understand at all,

all the dogs and cats in that cul-de-sac

had sex right in front of our house.

And this was embarrassing, you know?

- Yours too? (laughing)

- And I didn't understand it, I'm not a sex therapist.

I'm merely a marriage counselor.

But they did.

It didn't bother our girls, but it was always

bothering to us.

This is Gloria's story that I've stolen from her,

I've told it a hundred times.

And one morning, Gloria and some of the other mothers

in the cul-de-sac were having the cul-de-sac

women's club morning meeting.

And sure enough, it happened again.

Our poodle pup, whose name was Sebastian,

was trying to have sex with the dog that lived next door.

Which happened to be Sebastian's mother, White Socks.

And this embarrassed the whole

women's club meeting enormously.

And if things weren't bad enough,

our 13 year old daughter made matters worse

by saying to Gloria, "Why is Sebastian doing that?"

And Gloria said, well, we try to be very open and honest

with our children about sex, and Gloria said,

"Well Dawn, that's just the way dogs make love."

And Dawn said, "I know that, but why does he want

"to do it with an older woman?"

(laughing)

And part of the trouble, part of the problem

that we have with our children,

especially our 13 year old, is we can't tell her anything

that she doesn't already know.

Nothing.

And Gloria and I tonight are not gonna be telling you

something that you don't already know.

We're gonna talk about our communication problems

and we don't have any communication problems

that you don't have.

So we're not gonna be telling you anything new.

What we're trying to do with the help

of Chaplain Lamont and Chaplain Keane

is structure an environment in which

you can learn something that you already know

but experience it more intently.

We want you to...

We wanna create an atmosphere in which we can

remove the distractions and in which you can

achieve an emotional intimacy with your spouse

and improve your communications.

And this is what we're out to do.

And when I tried to say one thing

it's just about impossible.

I love her ability to understand and see things that

I just don't.

So all of those things wrapped into one I guess.

If he's got a reason to be angry.

And I love the way he takes care of my children

and helps me with them,

what this workshop will be, it will be a 24 hour cram course

in communications.

Gloria and I are gonna structure an environment

in which you will communicate with each other

much more intently than you've ever communicated before.

We've removed the destructions.

We've removed all of the things that get in the way

of communication, and we ask you not to call home

to check on your children, if anything's wrong

they'll call us and we'll get in touch with you.

We want you to stay in your rooms here.

It's a beautiful view out over the Caribbean,

but we've got something more beautiful

that we want to show you and that's in the quality

of your relationship once you can communicate

on a very deep basis.

Essentially marriage enrichment is an educational

institution.

We have a curriculum and the curriculum is feelings 101.

Communications 202.

We have a format and the format is reading and it's writing

and it's reflections.

And for the next 24 hours you'll be either reading

or writing or reflecting with a short time available

for sleeping.

Our goal is to achieve intimacy between spouses

and we've tried to remove some of the barriers.

Your children are at home.

We tried to take you away from the house

to get you off put and in an environment in which

as many of the barriers as possible can be removed.

The highest scouting honor which is possible

for the Canal Zone council to bestow on an individual

is the Silver Beaver award.

The presentation of this award this evening

will culminate the awards portion of our program

and in order to do that I would like to turn

the podium over to Donna Sykes and Jim Hattrick

who were recipients of the Silver Beaver award

from last year.

- Thank you Dick.

Will all the holders of the Silver Beaver please

I'm sure you're well aware that we have three members

of the fairer sex here.

In our distinguished group.

You might notice that Teddy Morrison and Doris Edgeberger

have different symbols of their awards

than Donna does.

Several years ago the Boy Scouts of America initiated

a special award for women scouters.

This was called the Silver Fawn.

And Doris was the first one in the Canal Zone council

to receive this award, followed by Teddy Morrison

the following year.

Then after they had this program running for two years,

women's lib caught up with us, and it was decided

that this award would no longer be given

as a separate award from the Silver Beaver

but that women then would have to compete

on an equal footing with men

for the receipt of the Silver Beaver award.

The ladies who got it were offered the chance to trade in

a Silver Beaver for a Silver Fawn and you can see

what their response was. (laughing)

No way!

So we think it's great that this award which is

the highest award that can be given at a council level

in the Boy Scouts does include the women whom, as we all

know, work sometimes much harder than we do in helping

to carry on scouting endeavors.

It's with a great deal of pleasure that I call forward

at this time Mr. Frank Castle and Mrs. Castle,

would you please come forward?

Frank, I can't think of anything that gives me more pleasure

than to be able to present this Silver Beaver to you

on behalf of the Canal Zone council.

It's well deserved, well earned, and I'm sure you'll

wear it with pride and we're looking for another 40 years

of service from you.

Sergeant Webb is with the 227th military police

detachment, he's the kennel master.

And our second guest is Keno, one of the patrol dogs

that's currently being worked in the Canal Zone area.

Sergeant Webb, I'd like to welcome you to Que Pasa.

Could you tell us a little bit about Keno?

What type of training has he gone through?

- Keno, in addition to being a patrol dog

is a drug detector dog, and he went through 21 weeks

of training at Lachman Air Force Base

in San Antonio, Texas.

- Now what type of duties will Keno perform in this area?

- Keno performs duties as a drug detector

and also as a law enforcement partner to a dog handler.

- [Bob] As a patrol dog, what type of routine duties

would he perform?

- Well he performs duty in the housing area

as a military police tool.

Sit down boy, sit.

He performs stake outs and various other

military police duties.

- [Bob] And then as a drug dog, what type of duties there?

- We perform searches in and around the Canal Zone.

The customs searches at Howard Air Force Base,

at Warehouse Six, and places of that nature.

- Now would Keno be one of the dogs that's currently out

in the evenings in the quarters area?

- Oh yes.

- We've seen him out around our area.

We're glad to have you out there, Keno.

What type of training do they go through?

- Well they go through attack training.

They also learn to scout and basic obedience.

Much like a soldier goes through when he goes through EIT.

The basic obedience as in sit, down, heel.

The tracking and scouting,

and of course we have attack work.

- Now the trainers, do they also have to go through

the same type of school?

- Yes, the handlers of the dogs go to the same school,

go through school with the dogs.

- [Bob] How is it that you can train these dogs?

Do you use a reward method?

What type of a reward can you give to a dog?

- Yes, the rewards we give are more strictly

an intangible reward which is pet, a good boy,

he's a good boy.

How many dogs do we have in the Canal Zone, Jim?

- Okay, we at the 227th have 12.

Of the 12 patrol dogs we have, two are drug detectors also.

- [Bob] How long will the dogs be down in this area?

Is there a certain lifespan that you can expect

from one dog?

- Well we expect, the US government expects six years

utilization out of the animal.

He's accepted into the service between one year

and three years, 12 months to 36 months.

And generally you can expect six years

of utilization out of the animal.

- Why have they brought the dogs down

to the Canal Zone?

Is there any special reasons in bringing them in?

- Well it's more or less worldwide.

The army has them in the field worldwide as law enforcement

tools.

Here in the Canal Zone we are mainly interested

in anti-burglarly.

What agreement hath the temple of God which is your body

A partner in life who doesn't have God

but worships some sort of an idol.

For ye are the temple of living God

as God has said I will dwell in them and walk in them

and I will be their god and they shall be my people.

Therefore come out from amongst them and be ye separate

sayeth the lord.

People say but preacher, he's not talking about marriage.

Go on.

How do you do that mental flip?

This is an exact New Testament interpretation

of everything Malachi was saying over here in Chapter 2.

The basis of any right relationship with God

is a relationship by being born again in

the family of God and there can be no proper relationship

in marriage, there can only be a sex relationship,

between a believer an unbeliever there can only be sex,

it can't be spiritual.

That's why God places the verboten that he does.

That's why he says what he does.

Now I remember in the Old Testament there was a law written

concerning this.

Oh it'll be back there, I might get back to the law

and tell you this.

Remember when Adam was created he had no partner?

Then God, before he was given a partner,

created all the animal life.

And he created the horses and the cows,

all the birds and the animals, and he watched God

make male and female, male and female, male cows, no.

Bulls and females cows.

Alright, you'll have to excuse me,

I'm going pretty fast here.

And he had all this!

And Adam went well God, look.

I can put my arm around Bossie and say thank you

for giving me some milk, but I can't really enjoy Bossie.

God, what am I gonna do about it?

I can just see him going over to put his arm

around an alligator and saying you're a nice little pet

down in the water but you know as much a nice little pet

you are and tame, you don't bother me,

really you don't satisfy me!

And God looks at him,

Adam looks a little nonplussed at God.

For every cow you made a bull and for every horse

a male and female.

And God, you've done all this, but I've surveyed

all the birds, oh God, I've looked at all the animals.

There's not one for me.

So then after he names the cow,

after he names all the animals,

after he names every bit of life,

God says it's not good for man to dwell alone.

And Adam looked over every animal!

And there wasn't an animal that suited him.

And so then God says I'll make for you a help mate.

And man, when he brought Eve out, I'm sure Adam said

something like this.

Hey man!

I been looking for her all my life!

And you know the thing about Adam was he didn't

have a choice.

(chuckles)

He didn't have to choose.

That must have been so easy.

What I mean is...

(chuckles)

There was no choice.

There was one, that was enough for him.

See?

But the Bible says he made for Adam a completer.

A man without a bride is incomplete.

A cow without a bull is incomplete.

After he made male and female for all the animals

he finally got around to Adam and said alright Adam,

I see you're lonely.

I see there's no one understands you.

No one can council with you.

No one can comfort you.

Besides there's no one to sew your socks,

the alligator can't do that.

And so Adam, you need a help mate.

So he made Eve.

And this is where it all began.

Now in the very area where people need

the closest spiritual relationship

and the closest companion relationship,

men break it all the time.

They break it with their wives, break it up.

Experimental marriages and all the rest.

This is the place where you need

the closest fellowship!

But today we're told it's not necessary.

Beloved, how far from the truth can people get?

God's plan, one man and one woman,

and together they worship the same lord.

Man under the headship of Christ,

woman under the headship of a man led by Christ.

Together they bring forth godly children.

Now this is the plan of God.

There's nothing vexes me and oh I'll just have to use it,

it's not a good expression, gripes me more

than what the women's lib and everything is saying

about marriage and children and husbands and all the rest.

There's nothing vexes me more than this.

Because it's all of it out of the pit of hell!

The equality and everything else they talk about

is out of the pit of hell.

It's Satan's way of breaking up homes.

Destroying what God has set up and his plan.

Beloved, if there are things wrong in the home,

mark it down.

It's because of one or the other or both of you

are wrong with Jesus Christ.

You're not in a good relationship with him.

Because may I say this.

Compatibility with Jesus Christ makes every other

incompatibility of really not importance.

When you're compatible in Christ,

she can burn the toast or not, it doesn't make

any difference to you.

When you're compatible with Christ, there may not be

quite the sexual compatibility you expect.

So what?

That's not important for God.

When there's compatibility with Christ,

there may be a lot of things you want to object to,

but remember the partner may have a lot of objections

with you too.

But let me say this.

With compatibility with Christ, when he is ruling

and reigning in the heart, and he is the Christ overall

in both your lives, every other thing sinks

into unimportance.

Now I haven't even gotten to the next one.

It says and a contract.

That last part of Verse 14.

I wanna talk next Sunday, the lord willing,

I'm gonna have to continue this.

About the marriage vows.

I see (mumbles) says

have a renewal of your marriage vows at 25 years.

(chuckles)

If you negotiate the first 25, go through it again.

Course we move so fast,

ladies you couldn't possibly go and get out

that old wedding dress 25 years ago.

But I remember of days ago it did.

I was away, I wasn't even home at the time.

Somewhere out, not just down here,

or maybe in the service somewhere.

No, it was down here I guess.

I had a letter from home.

And told about the renewal of the wedding vows

of my mother and father.

My mom just wrote in the letter

I went up in the attic Bill and I got out

the old wedding dress.

And we had the wedding all over again.

And a very favorite pastor at that time,

a very wonderful man of God, went through

the whole business again.

May I say you oughtn't to wait for 25 years?

(chuckles)

That might be a little too far apart.

Mm hmm.

The renewal of those original promises.

Beloved, this can bless a mother.

This can bless a father.

And the Bible says he gives these rules

so that you can raise godly children.

That'll come up next week.

When we tackle this matter of wedding vows

and godly children.

faculty, and my friends in the 1976 class

of Balboa High School.

Of all the gifts that a wise providence

has granted us to make life full and happy,

friendship is the most beautiful.

A wise gentleman by the name of Epicurus

once made this statement.

This statement we know is true.

But first, what is friendship, or rather, what is a friend?

He that is thy friend indeed,

he will help thee in thy need.

If thou sorrow he will weep.

If thou wake he cannot sleep.

Thus of every grief and heart

he with thee doth bury part.

These are certain signs to comprehend

who is or is not thy true friend.

A true friend will see you through

when others have seen that you are through.

A true friends listens and understands

and later forgets what has been said.

He cares, he helps, he guides, he gives you his time.

He shares.

Most important.

He shares.

Of all the gifts that a wise providence

has granted us to make life full and happy,

friendship is the most beautiful.

So friends do add a tremendous amount of happiness

to our lives.

It is also true that friends add to our lives

to make them full for without friends

there is truly no rhyme or reason to life.

We live and act for and because of other people.

All our actions, all our endeavors,

are inspired by a single motivating factor.

Our fellow friends around us.

Friends stimulate us to learn,

to desire success, to endeavor to act in certain manners.

But most important of all friends instill in our lives

the laughter, the sharing, the companionship,

and the love along with the sorrow felt

at times of parting.

Emotions and experiences which, should they be absent,

would cause us to lead lonesome, somber lives.

Friends are what we live for,

and here in the class of '76

friends are found all around us.

Yes, friendship is what life and happiness are all about.

So thank you, providence, and also you, the class of '76,

for your friendship.

And one more thing.

Remember three things wherever you go.

The first, to God, thy country, and thy friend

always be true.

The second, in the distant future when we become mellow

in our old age and decide to settle down and get married,

remember this definition of happiness.

Happiness is being married to your best friend.

And finally, remember that the only way to have a friend

is to be one.

With that, I would just like to wish that you,

my fine friends in the mighty class of '76

will have the happiest of days and the best of luck

in the years to come.

And if you keep a smile on your face

and happiness in your heart, I have no doubt

that you will lead long, happy, successful lives

with friends always at your side.

Take care and have a good life.

- Nothing in life that is worthy

is every too hard to achieve if we have

the courage to try it and the faith to believe.

There are those people whose aim in life is always the low.

Generally speaking, they hit exactly at what

they shot at.

They aim for nothing and they hit nothing.

But life needn't be lived that way!

Did you know that one of the most powerful sources

in the world is the will of the man who believes

in himself?

The man who dares to aim high.

The man who confidently goes after

things that he wants out of life.

I can.

It's a powerful sentence.

I can.

It's amazing how many people are able to use that sentence

realistically.

For the vast majority of us, that sentence can

and should be a true one.

It works.

You can do what you believe you can do.

The personal philosophy of I can, I can do it,

does not apply just to business or to school

but to politics, church work, athletics, the arts,

the sciences.

You name it, it applies.

It gets through, that little sentence.

It's powerful, and I wanna stress that in this life

there is not an area that is immune

to the combination of faith and effort.

When we say we believe in ourselves,

we not only have faith in something we can do,

but we are believing in what we are.

Something we often overlook.

And that is America.

This time now, perhaps more than ever,

is a time when flag waving is discouraged.

I don't think that we should ever apologize at all

for an old fashioned, hand over heart,

emotional type brand of patriotism.

Believe in America.

She's an exciting country.

In an exciting world.

She's cram-packed with opportunities.

I think that it's time that all of us

affirm every day that we live proudly and enthusiastically

and that life in America under God

is a positive experience.

Have faith in living, God, and in yourselves.

Believe in life with a big yes and a small no.

The address this morning will be given

by Mr. Sydney Kaufman, director, executive planning staff,

Panama Canal Company, Canal Zone government.

- Good morning.

Today in sorrowful pride we honor a long line

of servicemen who have made the supreme sacrifice

in support of a system of government more free

and prosperous than any other in the world.

How frequently have we heard said that no previous

generation of our people has ever enjoyed higher incomes,

better health, and nutrition, longer life expectancy,

or greater mobility, and convenience in their lives

than we enjoy today.

That no generation before us has had a better chance

for fulfillment and advancement in their work,

more leisure time, and recreational opportunities,

more widespread access to culture and the arts,

or a higher level of education and awareness

of the world around us.

That no generation has had greater access to

and control over the natural and human forces

that shape their lives or better protection

against suffering in humanity, injustice,

indiscrimination, and that none has enjoyed greater freedom.

Despite all these good things about America,

some skeptics continue to challenge our way of life.

They attempt to discredit our system at every chance.

They criticize our national purpose at every opportunity.

They fail to see that unless we in America

work to preserve the peace, there will be no peace,

and that unless we in America work to preserve

the peace there will be no freedom.

If we are to have both peace and freedom,

we must all pull together for only with the full support

of the American people will we be able

to meet the challenges ahead.

As we look out over this field here today,

no one can say exactly what our war dead

had on their minds in their final hours,

but I am sure they believed most vividly

in the cause for which they fought and died.

They did their duty as they saw it had to be done.

They never lost faith in the American dream.

And America, on her 200th anniversary,

now calls for all of us to continue to do our part

in making this a lasting peace.

Let us all show pride in America,

and rededicate ourselves to the principles

which have bestowed greatness upon this nation.

Americans of every generation who believe strongly

in freedom have placed their lives on the line

in its defense.

The question is, are we deserving of their sacrifice?

Will we let it be said that they died in vain?

Our heroes will have died in vain

if we neglect their vision.

They will have died in vain if we confine

our respect for their memory to strewing flowers

on their graves on Memorial Day

and neglecting the principles for which they died.

Moreover they will have died in vain

if we forget their involvement in mankind

and they will have died in vain if we refuse

to take up their commitment to the future.

Memorial Day then is also a time for dedication

to the future.

It is a day when we show publicly our awareness

that we did not build this nation by ourselves.

Many generations of hard working and courageous Americans

have contributed in varying degrees

to its growth under freedom.

Those we honor today committed themselves on the battlefield

but moral courage as well as physical courage

is needed to keep the peace.

Today we honor those who have died for the future.

Our future.

Our children's and their children's future.

These dead will have not died in vain

if we honor them in deeds as well as in words.

If we shoulder the commitment for which they so

dearly paid.

And if we remember that we too are involved

in the future of mankind.

As we remember and honor our dead

in this, our bicentennial year,

we might reflect on the words of the 17th century

English poet John Donne.

Any man's death diminishes me because I am involved

in mankind, and therefore never send to know

for whom the bells tolls, it tolls for thee.
