churches and life and morality that you do.

to believe that all cops are crooks?

Well, they're not.

A few rotten apples in the
barrel doesn't make us all that way.

public, to believe that.

And sometimes, fellows like you help them.

Why do some cops go bad?

That's the riddle of human behavior.

And cops are human.

Only a year ago, I was going to do quite
a complimentary story on one of these men.

him up for a long jolt.

What kind of a man was he?

Was there anything in his record to
indicate... Indicate why he became a crook?

I just recall one or two things.
He'd been out of the academy, oh,

about two weeks when he hit the papers.

He liked being a cop.

That's the way he approached things,
a defender of the weak and helpless.

of their duty. 120 of them were hurt.

Well, that doesn't do very
much for morale, does it?

It doesn't bring the applicants
running, knowing that's what goes with a job.

get the force with the express
idea of hiding behind a badge,

or a weak guy dumped into a
bad atmosphere, bad environment.

And it seems this town
has the bad environment.

buttons playing thieves.

Is it any wonder the
public gets the idea that

all cops are looking for a soft touch?

There's almost 2,000 men in the force.

Straight guys doing their job.

It's a funny town, Paul.

I've talked to officials and
unofficials, and it's a whole hypocritical scam.

They claim they can't even fix
a traffic ticket in this town.

But I've found enough
joints operating wide open.

Well, tomorrow I think
I'll go to see one man.

It's a moral breakdown, a

Better pay maybe, new training
systems, better supervision internally,

and the will on our part to continue to
have trust and confidence in our policemen.
