human trafficking have managed
to improve their behavior

and move up to Tier 1 status

while several others

have unfortunately slid down to Tier 2

or Tier 3.

And overall, the number
of trafficking victims

I've seen enough.

We're withholding aid
to all Tier 3 countries.

Mr. President, that could
have negative effects

on populations in need

would be to evaluate
