Daniel Preston, a convicted sex offender who worked at the park,

So what's Halpin's connection to the cold case?

I interviewed him at the time as a person of interest,

and his plates were flagged up in the area where Zoe went missing.

He could never really explain what he was doing there.

And subsequently disregarded.

He was clean. No previous. Nothing that tied him to any crime.
