She's strong enough to have done it.

Gossip. Murderer.

Child murderer.

I became the devil.

Things that I'd been very proud of

were now being used against me.

They made me ashamed of everything.

What proof do they have?

They don't.

They don't know the truth.

This was, and still is,

the biggest murder inquiry
ever seen in South Wales.

After months of often frustrating work,

police have now arrested a 38-year-old man

on suspicion of murder.

For four days, and then release the bastard!

-Superintendent,

you've been on this
investigation now for two weeks.

What progress have you made?

-Substantial progress, I
think, in the last two weeks.

It's just a question of really building

everything that we've got

and trying to put the
pieces of the jigsaw together.

But every day, new bits
of information come in

and we prioritize them
and act on them accordingly.

My wife was just a few
years younger than Mandy.

My mother, who was still alive at that stage,

was the same age as Doris.

And two of my four children

were the same age of Katie and Emily.

And I couldn't believe that
some other human being

was capable of doing this.

We knew that Mandy was
having a lesbian relationship

with Alison Lewis.

A former police officer.

People point the finger.

I'd rather follow the evidence.

So the investigation
started by trying to find out

who'd come to that house on that evening.

How much pressure are you under here

to make an arrest quickly?

-I think the community would like to see

an arrest made quickly,

but it's not a question of quickness.

It's a question of a
methodical investigation.

Three and a half months before,

somebody tried the back door.

So three and a half
months before the murders,

you heard somebody trying the back door?

Yeah.

-Can I take a sip of that first?

Mandy sometimes felt
like she was being watched.

She seemed to be a bit
frightened of something.

You could tell something was niggling her.

I was sleeping over at Mandy's, I was,

and Mandy came back from a night out.

She'd gone out with Alison Lewis.

Could see Mandy looking up the window

in between the curtains,

just having a peep.

And she said, "There's someone out the back."

-He was standing the top of the garden

and she asked me what he was doing.

I said, "Well, he's just standing there."

He was literally just
standing by the back fence

watching her house.

How would you describe him?

-Tall, black bomber jacket

with a shiny fabric

'cause you can see the light reflecting.

Could you see the person's face?

-No.

-I think Martyn was
quite right to come to us.

I mean, "Crimewatch" was
the most visible platform.

And at times we were
getting phenomenal audiences,

10, 12, 15,

I think one got well over 16 million.

Good evening.

Detective superintendent Martyn Lloyd Evans

says he and his colleagues

have never seen anything like it.

And tonight, he's turning to us for help,

or rather, he's turning to you.

So you think this might be somebody

who had expressed a
dislike of Mandy in the past?

Certainly a possibility, I suppose.

-Always a possibility, yes.

-And maybe-

If you put yourself in the position

of a senior investigating
officer on something like this,

you passionately want to solve this

on a purely emotional level.

You wanna solve it on a professional level.

It's a feather in your
cap if you do solve it.

You've got all your team.

The team are loyal to you.

You are loyal to the team.

You want to solve it for the team.

Mandy and the children
got home late that night.

Mandy had been babysitting for her cousin.

-Somebody must suspect something.

I'd ask people,

did their partner come
home this particular night?

Did they come home
late, perhaps bloodstained?

Did they come home
perhaps in different clothing?

Did they spend maybe extra
time in the bathroom this night?

Don't keep it to yourself.

You can't have this on your conscience.

Come forward and help us.

-We also need to pin down sightings

and either turn those into evidence

or firmly eliminate them from the inquiry.

-There was a real chance, a huge chance

that you could get to somebody

who hadn't realized that
they could hold a clue

which could resolve the crime.

-I was on my way home from Cardiff.

It was about 2:30 and I
was coming up to the junction

and where that white van is,

I saw a young couple.

They seemed to be having disagreement.

I heard some raised voices

and just carried on going up the hill.

And as I was driving up the hill,

I saw there was a man walking quite briskly.

And I saw him just here under the lamp post.

He was quite tall, quite
stocky, dark cropped hair.

He was wearing dark jeans, trousers,

and seemed to me like a shiny bomber jacket.

And he was carrying a bundle under his arm,

quite a large parcel
of some sort, or kit bag.

-Nicola Williams is a
respectable, well-educated lady.

And we need to identify that person.

-Good morning.
-Morning.

-It's received tremendous press coverage,

both locally and nationally.

I say, if it is you,

if you are the person walking
to the scene at 2:35-ish,

carrying this baggage or whatever it was,

this something under the arm,

please come forward.

Nicola Williams was
driving up Gellionen Road,

where she's passed an individual

who she subsequently prepared an E-fit from.

Were you ever show the E-fit

from Nicola Williams' sighting?

-Not by the police, but I
was shown by someone else.

And then

the police officer that was obviously

trying to talk to me at the time,

I told him who it was

and he didn't like my answer, so...

And who did you say it looked like?

Stephen Lewis, the police officer.

Alison's husband.

You're not gonna forget
a face like that, are you?

-Questions were being asked by officers

involved in the inquiry,

but I would've expected that

because of the magnitude of the inquiry

plus the circumstance
in which I'd found myself.

And of course, me finding out

about the hidden aspect of the

relationship between Alison and Mandy.

It was just too much to take in, really.

It's total disbelief.

-My wife had a lesbian affair?

I'm a, you know, Welshman.

I mean, you can't have that.

I think the motive is there.

The role of investigative journalist

is to hold people account,

you know, be a troublemaker,

and the police don't like it.

In the first couple weeks,

they probably had all
the evidence they needed

in relation to what was the worst murder case

they'd ever had.

I mean, that E-fit is
exactly like Stephen Lewis

and is a 90% likeness of the person

Nicola Williams spotted
near the murder scene.

That's what the documents show.

Didn't do anything with it.

They just couldn't believe it.

One of our own?

Why did you choose

to not show the public this E-fit?

-This person was carrying
something under their arm.

Because we knew that the killer

didn't bring anything with him to the scene,

didn't bring anything to start the fire with

or a murder weapon,

and this sighting took
place well after the murders,

I didn't feel that this
person was the killer.

I didn't wanna swamp this investigation,

grinding it down by putting E-fits out

and for the inquiry team
to spend their whole time

tracing people who were in that area

based upon an E-fit.

So you didn't wanna swamp the investigation,

but when you said-

-I didn't think it was relevant.

It's now five weeks since the murders

and there has been no arrest,

but they're anxious to reassure people

that the inquiry continues.

-I want to make sure that
when we catch this killer,

that the correct person's arrested,

put before the court and convicted,

and never ever comes out of prison again.

-It's six weeks

since the village of Clydach was shocked

by the killing of Mandy Power,

her two young daughters, and her mother.

-The team are totally dedicated.

We've gone a long way forward in five months,

absolutely positive.

-The sense of loss, pain,
and anguish that we feel

is indescribable

and lives with us all night and day.

We pray every day that justice will be done.

-We, as a family, believe
that Mandy knew her killer.

Someone out there is
shielding him at the moment.

-And with no arrest yet,

it must be said,

there's considerable
disquiet within the community.

After all, this was a
murder, a terrible murder,

committed by someone
who knew Mandy Powell well,

someone linked to her personal life,

and they can't understand why
no arrest has yet been made.

-We were getting pressure
now from the community,

and I understand that.

People want, "What's happening here?"

You know, this is a
terrible, terrible murder.

What are you doing to solve this, please?

Everybody was talking about the Lewises,

the Lewises, the Lewises, the Lewises.

Was it them?

Some were convinced it was.

-A difficulty in this particular case,

as far as the Lewises were concerned,

Stephen and Allison had a concrete alibi

as to where they were.

He was at home.

-How can you be so sure of that?

-I said to the police,

I woke up twice during the night.

I don't know the time of
the first time I woke up.

But the second time that I
got up was half past four.

And the both times I woke up, he was there.

-Evidence.

You know, we can't manufacture evidence.

We have to find it.

-What I intend to do
today is to first of all,

talk about,

effectively, tell you about
the state of the investigation.

-Still, nobody has been charged.

It's nearly a year since the murder

of three generations of the same family

in the Clydach area of Swansea.

Once you get a year in on a big inquiry,

it's pretty disheartening for the police.

-It is not too late.

12 months have passed.

It doesn't mean it's too late

for these people to come forward.

-Martyn had enormous responsibility.

This is the sort of thing

that is a make or break for a career.

I mean, people are frightened.

This person's out there

and is in their midst.

This is someone they think

is sitting on the bus next to them,

who could be in the
shop just across the street,

who could be driving past them at any moment.

The media are pointing fingers, saying,

"Why can't you solve this?"

Right, if the murders are on the 26th...

What took place that Saturday afternoon?

During the day on Saturday,

Mandy bought two bottles of wine

down in Somerfield.

And the reason she bought them

is because...?

She thought Alison was
coming down that night.

She thought Alison was coming down

to Mandy's house?

On the Saturday night?

-If Alison Lewis had gone to
see Mandy later that evening,

this is a really important
matter within the case.

What else did you tell the police?

-A few weeks before the murders,

I was in my mother's

and I walked from the
back room to the hallway

and a car screeched up at the front.

And there's a wind door
by my mother's front door.

And it was open,

so I peeped.

And you could just see
the top of Mandy's steps.

This guy got out.

He had black trousers on, white shirt

and a shiny jacket thing.

So I was looking and he looked annoyed

and then he was screaming at her.

He said,

"Stay away from my fucking wife

or fucking I'll kill you."

And how sure are you of who it was?

-I'm positive. I'm positive.

-And who was it?
-It was Stephen.

Well, I came out.

Steve had come down the steps,

right when I got to there by the gate

and Mandy was on the floor.

The door was open.

She was on the floor
against the wall like that,

kneeling down.

And the kids were on top of
the stairs crying, you know?

I said, "What's happened?"

I said, "What's he doing here?"

And she went, "I think he knows."

Mandy was destroyed.

-I was a bit concerned

as to why she hadn't given this before,

when clearly was really
important to this investigation.

Why have you taken so long?

You said before not to
keep anything from you.

And my mother tells me one thing.

If I've got something to say to you,

she'll say, "Oh, don't say that, like."

And then you tell me to tell the truth.

And then my mother tells
me not to say anything.

I don't know who to tell then.

-If what Louise Pugh said was true

and Stephen Lewis knew about the affair,

if Alison did go there that night,

was it the case that Stephen
Lewis had followed her?

Quite clearly, that moved them

from the category of being
witnesses to being suspects.

-The detectives told me that

they thought it was Alison

and Stephen.

-We have to act. We have to act.

That's based on the evidence we have

and let's deal with them
in the appropriate fashion.

-Well, we can go live now to Swansea

and our chief reporter, Penny Roberts.

Penny?

-Thanks, Jane.

Well, you join me at Cockett police station,

which for the past 12 months

has been the headquarters
of this murder investigation.

Detectives have told us
that a 33-year-old woman

and a 38-year-old man were
arrested on suspicion of murder.

There was a knock on the door

at 10 to seven in the morning.

And I went downstairs half
asleep and opened the door.

And there was some officers there

and told me I was being
arrested for the murders.

I wanted to scream at them,

"You know, you're making
a dreadful mistake here."

I thought, "This isn't happening.

After all this time, this isn't happening."

Several police officers came into my bedroom.

They took me out onto the landing.

And when I looked into the bedroom,

my daughters were on the bed, crying,

holding onto each other, terrified.

And I said,

"Please don't do this
in front of my children."

And they handcuffed me.

And then they took me away.

Few miles away at Morriston police station,

officers are on 24-hour guard.

Alison Lewis is being held here

and is being questioned in an interview room

at the back of the building.

Was Alison Lewis a killer?

Was her husband with her?

Neighbors are still trying to come to terms

with the news of the arrest.

-I can't swallow it, love.

I'm awful sorry.

I can't accept in my mind yet.

-Everybody's innocent until proved guilty.

But I just can't believe it.

She's such a nice girl.

-The first day of interview,
I was the murderer.

They kept telling me how I
was going to prison for life.

They kept telling me how
they had all this information,

all this evidence against me.

They did everything they could

to get me to admit to the murders.

They thought that I'd made arrangements

to go and see Mandy later that night.

Did you indicate to Mandy

that you would go to 9 Kelvin Road

later that night?

No.

Or suggest that you
would go there for a meal?

-No.
-For instance, a curry?

No.

-You didn't?
-No.

Not at all.

Were you open, yourself and Mandy,

about your relationship?

I wasn't, but Mandy told people.

It was obviously a secret because of Stephen.

Did her husband know about this?

Did he get to find out about this?

Did they talk about this?

As your relationship with Mandy

became more intense

and you saw more and more of each other,

how difficult was that for you

to conceal then from Steve?

Well, we were spending
a lot of time together,

but I did my best to hide it from him.

And to this day, I don't think he did know.

People say to me, "He must have known,"

but really he had no reason to.

-He was devastated by, obviously, the arrest,

and by the interviews
and what was put to him.

He was under medication.

He didn't eat for four days.

He was in a sorry state, really.

But you didn't think

that sorry state was suspicious?

-No.

At any point,

did you start to doubt Stephen?

-No.

No.

I think they tried.

Always, I think they tried
to make me think it was him.

At one point, one of the
police officers said to me,

"He's singing like a canary in there."

And I thought myself, "About what?

What is he singing like a canary about?"

-People I know were saying,

"Ah, look, they're gonna
protect these. Their own."

How would it look

"if police officers were
involved in this murder?"

You know, would they want to protect

the name of South Wales Police?

Rubbish. Absolute not.

-In the end. I said to them,

"Please tell me you have got more than this.

Please tell me that you
haven't ruined my life on this."

After all what the police
had been telling me,

and they were now putting me out on bail.

I think the pubs had closed

and everyone descended
on Morriston police station.

And that's all they wanted, was my blood.

Baying, screaming, shouting mob.

The police covered me with equipment

and blankets and things.

There was a driver and a passenger

and the passenger was there,

and I heard him saying to the driver,

"Whatever you do, don't stop.

Doesn't matter what happens. You don't stop."

And he was frightened.

I could hear the fear in his voice.

And I remember lying on the floor of the car

thinking, "I'm gonna die
here in the back of this car."

And I won't be able to
prove that I'm innocent.

"I won't be able to show
that I haven't done this."

I really thought that I was gonna be killed.

-Somebody's gonna have to tell the public.

And that was me.

I thought, "Yeah, that's my job."

So, okay. No ifs or buts, I'll do it.

And I put a suit on and I went to work.

The press were there in full.

I'd done it on my own

and I decided to keep
it as short as possible.

Okay. Thanks for coming along.

Good afternoon.

My statement on behalf of South Wales Police

is simply this.

A file of evidence has been submitted

by South Wales Police

to the Crown Prosecution Service.

Having examined the file of evidence,

we've been informed that
there is insufficient evidence

to mount a successful prosecution

in connection with the murders.

The man and the woman
arrested, questioned, and bailed

have now been released without charge.

Thank you.

-Bastards!
-Get it done!

For four days and then release the bastard!

-There is now a distinct sense
of unease and disappointment

within this community

that the killer or killers remain at large.

-They were just looking for scapegoats.

And I believe that I was
one of those scapegoats.

I know I was.

There was never any
evidence because I'm innocent.

I wasn't there. I didn't do it.

Why do you think they targeted you?

-When the murders occurred,

myself and Mandy were having a relationship

and because it became public,

it was in the press, the newspapers.

I believe that they thought

the gay issue had something
to do with the crime.

My life will never be the same again.

It will never be the same again.

Do you feel bad about the Lewises?

-It was sad.

It was sad it had to happen,

but it had to happen.

And sadly, in homicides investigations,

there are casualties along the way,

and they were some of the casualties, sadly.

-I want to put everything behind me.

And one way of showing
the public once and for all

that my family were totally innocent

is me going back to work

and being accepted back in work as well.

-That is the E-fit that Nicola Williams did.

Very good E-fit,

very good likeness of Sergeant Stephen Lewis,

whose wife was having a
lesbian affair with Mandy Power.

That E-fit is a photo, in effect, of him,

but he wasn't the only one.

Oh my God.

This is a bizarre, bizarre case.

He had an identical
twin brother, Stuart Lewis,

who happened to be the first senior officer

on the scene of the Clydach murders.

You know, I mean, you couldn't make this up.

It's like something from a play.

Unbelievable.

Around the time of the killings,

Stuart Lewis, the identical
twin brother of Stephen Lewis,

went missing.

He was alone driving an unmarked police car,

a red Peugeot diesel.

And witnesses spotted a car exactly like that

on Kelvin Road.

He went out on patrol, but
nobody knows where he went.

There's no record, no log
book. That went missing.

Nothing. Nothing.

Stuart Lewis had actually
changed his shift pattern.

So he was on duty that night

because he had a christening
to go to the next day.

And bizarrely, he was first
senior officer on the scene.

And he was there for a few minutes.

Then, unbelievably,

he didn't tell any of his
colleagues it was a murder.

He didn't look at the bodies,

didn't register it officially on the computer

as a murder inquiry.

I mean, his friends in the force

called him Inspector Perfect,

because he was so meticulous

and did everything by the book.

So to behave in that manner is very odd.

It made me doubt him.

-I arrived at six o'clock.

I couldn't find the guy.

I didn't know where he was.

He was a competent officer.

He should have dealt with this differently.

The killer left by the back door.

Therefore the back should have been secured,

which it wasn't.

I would've expected people not to be allowed

to go into the scene.

I think his behavior didn't help

in the preservation of any forensic evidence.

It may well be that he panicked,

realizing that, "Hang on a minute",

my twin brother's wife
is having a relationship

with that victim.

"What does that mean?"

I don't know. I don't know why.

I passed this on to professional
standards department.

The internal inquiry certainly suggested

he had a case to answer for misconduct

because he didn't do at the scene

what he should have done.

-In nearby Alltwern,

the home of inspector Stuart Lewis,

an officer with 20 years service,

forensic teams have been
carrying out extensive searches.

-Armed with the information that we had,

I decided then Stuart should be arrested

for perverting the course of justice.

-Stuart Lewis was never
questioned by the police

as a murder suspect.

Only we did that.

We had to use subterfuge, you know,

secret filming in order to get him on camera.

I've interviewed a lot of people

in very difficult circumstances.

And Stuart Lewis, the interview with him

was one of the most odd I've experienced.

I felt on edge and I know my
producer felt on edge as well.

I wanted to show him the E-fit of the man

who was seen by Nicola Williams,

who was a dead ringer for him

or his identical twin brother.

Now that,

I mean, that is a very good likeness

of Stephen, your twin brother, or you.

-When I saw that, I thought,

"Jesus Christ, you know,
that's an amazing portrait."

And the question you should be asking is,

why wasn't anything done about that?

When I saw it, I was amazed.

Well, we're asking those questions as well.

Believe me, we're asking
those questions as well.

Why weren't you put on an identity program?

-Within seven days.

-The point is, if that existed anywhere,

even Stephen would say it.

"The two of us shouldn't be involved."

-Yeah, yeah.
-"We shouldn't be."

Nobody had ever said that

I'm responsible for the murders.

-It suddenly dawned on him,

"Am I being questioned
here as a murder suspect?"

When he realized this, he left.

Went to toilet, never came back again.

Nicola Williams had no reason to lie.

And she saw a person going
up the road towards Kelvin Road.

She looked at him and he looked back at her.

And one of the reasons she looked at him

was 'cause she actually thought,

"Well, actually, he's quite fit.

I quite fancy him."

So I mean, they had everything.

They had everything on a plate.

-I think it would be dangerous for me to say

that looked like Stuart Lewis,

but I mean, people got to
make their own minds up

when they look at an E-fit

and they make up their own
minds as to who it resembles.

It looks like Stephen Lewis or Stuart Lewis.

-Could very well do to a lot of people.

Absolutely.

But I always say,

and I'm not saying this to protect anyone

or certainly not to protect the Lewises,

caution has to be exercised
when you look at E-fits.

Did you ever believe that Stuart Lewis

was involved in these murders?

-Well, there was evidence to suggest

that there were two series of fires.

One fire had started
probably half past 12, 1:00-ish.

And subsequently, somebody
returned to the scene

and started a second series of fire.

And when the second fire was started,

Stuart Lewis was in a carpet shop

where a police dog had bitten somebody.

So he could not have
been in Clydach at that time.

The CPS reviewed the file

and decided that Stuart Lewis
didn't have a case to answer

for perverting the course of justice.

What do you say to people

who believe that you didn't investigate

the Lewises thoroughly

and protected your own?

-Well, I think it's an insult to say

that the Lewises weren't investigated.

Every aspect of their life was looked at,

every movement of theirs.

The phone records, everything was checked.

I left no stone unturned
in relation to the Lewises.

-To protect people,

whether a police officer or anybody else,

is abhorrent, is absolutely a no-go.

God.

The thought of it sends shivers
through my body even now.

-They should have done a better job.

I looked each and every one
of those detectives in the eye.

I told them, no.

I wasn't the murderer.

Their job was to find the truth,

not to arrest us on half truths
and on rumors and gossip.

I can't see how somebody
can walk into a house,

a normal house in a normal village,

and commit these crimes and walk away.

And still, 18 months later,
we are in the same position.

-We just got to keep our
confidence in the police

and we know that they will
sort things out eventually.

And whoever did this terrible crime

will be brought to justice.

-"Oh, here we go.

We start all over again."

I think there was words to that effect.

"Where do we go from here?"

I mean, that's a classic, isn't it?

-I suppose I was quite a dogged individual.

I was unwilling to let the bone go

and I'd always explore issues

and go through one door

then through another door to another door

to hopefully get the final answer.

-You discovered at the scene of the murders,

this is identical to it, a chain like this.

It's gold. Tell us about
it and its significance.

-It's a solid gold chain.

It's manufactured in 1989.

It was bought from places like Argos.

It sold for just under 300 pound in 1989.

And I've been interested to know

who actually has got a necklace like that

and has not had it since-
-Saturday, the 26th of June.

That's right.

-The night of the murders,

he was wearing the
chain on the Saturday night

in the new inn.

Everybody was convinced he was the murderer.

What made them so persistent in the belief,

the false belief that the
Lewises were involved?

They seemed to be fascinated
about the lesbian relationship.

And I think the police were
sidetracked on that issue.

There's a good view of Clydach here.

Where we can see two
fir trees at the back there,

that's approximately where
Kelvin Road, Clydach is.

And it's a secluded walk, mostly.

There'd be no witnesses.

A newcomer, Mr. David Morris,

was living in the village.

There were allegations of
dangerous driving, drugs.

Things like this are known
to all, the whole of a village.

Di Morris was living in
this flat here, number 85,

in a council flat

which was tenanted to a Mrs. Mandy Jewell.

He'd moved in with her as her partner.

And after the murders,

it became quite a common practice

with some of the villagers,

if you were talking to them on the road

and Morris came along,

people would say quietly to you,

"Look, here comes Di, the murderer."

I've got a dossier in my hands here

that concerns David Morris.

And what was coming
to my hearing at the time,

it's very serious.

It was submitted two days
after the murders to the police.

One of the key points was that

he was known to be a weapons man,

not a fist man, a weapons man.

Now, point one, record of violence.

Point two, when violent, he becomes frenzied.

Point three, when not
violent, he can be very cool.

Four, he and his partner
knew all the victims personally,

very well.

-In Doris' bedroom,

directly under where Mandy's body was,

was found a gold chain.

Where this chain was was really significant,

indicating it had been pulled from somebody

and was now lying soaked in blood

where she'd been murdered.

The forensic scientist picked it up,

preserved it,

and then took it to the
forensic science authority

to be examined.

-There's no question that
gold chain was important.

Absolutely no question.

It was both broken and had blood on it.

Now you don't have to be Sherlock Holmes

to put two and two together

to suggest this is probably

a very, very important clue.

-What happened, there
was an off-duty police officer

had gone to a skittle match

and the opposing team found out

that she was a police officer.

And they said,

"You think we'll ever
solve this terrible case,

this Clydach case?"

And she said,

"Well, yeah, I suppose we will,

if we find out whose chain it is."

And then the witness said,

"Well, that chain belongs to Di Morris."

That's how it started.
