Most of the criteria that has
to be met for consideration

to a post like chief of transit
is obvious:

skill and experience,

scalability of talent,

integrity, honesty,

and the ability
to get along with me.

(audience chuckles)

My choice has served this city
in 19 years of service

with this department,

including highly successful
postings in the Patrol,

Special Operations,

Transportation
and Housing Bureaus.

He is well-liked and respected,

not just by all of us
in this building,

but by the rank and file
across this city.

But if there is one trait
that I would consider

first among equals
in picking a chief,

it is accountability.

You can't ask the men and women
in your command for it

if you don't first and foremost
own it yourself.

There is one of our finest
who meets all these criteria,

first to last...
