It is the law.

what many of you want to hear.

And that's fine.

You have a right
to your opinion...

...when you are off duty.

But when you come
through those doors

and you put on that uniform,

best check those opinions
in your locker.

The real truth
about Stop, Question, and Frisk

is that it is
a highly effective measure.

And it has helped us take
a whole lot of bad guys

off the street.

But it is not

the only tool on your belt.

And it is not something
we are discarding altogether.

And I can tell you

that the mayor gets that.
