We were working the night
watch out of Narcotics Division.

For six hours, Bill and
I had been on stakeout.

We had arranged for
an undercover officer

to buy 3 ounces of heroin

from a known dealer
named Sal Romero.

To make the buy,
we had provided him

with $750 in marked bills.

We had planned to
witness the transaction,

then arrest Romero with
the evidence of the sale.

Either the informant
had been wrong,

or Romero had been scared off.

Either way, we had nothing
to show for six hours' work.

The money would go back
into the Secret Service Fund.

We drove out to the address
