I hear your beating heart

through cobblestones

The beautiful Warsaw

I'm with you, day and night

There's nobody better,
no matter how hard I'd look

The truth is, Warsaw,
I'm in love with you

My father was fully aware that war would come,

but it was the summer holiday, so he took us to Kazimierz on the Vistula.

Three days later, Starzyński sent
a car to bring him back.

I asked and begged my father to take me with him.

I remembered from history that young boys had
disarmed Germans in Warsaw at the end of the Great War.

But he said no: "you're too young and you
have to take care of your mother and sister."

Today I visited Warsaw suburbs.

I went to police stations and militia posts.

I visited food distribution centers for the displaced
and I talked to people.

Wherever I went, I saw people
manning their posts,

doing their duty and bravely enduring
hardships during present difficult conditions.

Everyone is doing everything that is required of them.

As the Mayor, I expressed my
heartfelt thanks to all those

who stand at their posts
and tirelessly do their work.

The thousands of letters I receive,
these truly touching letters

and also the words of sympathy
I receive daily move me very deeply.

Also because I have this unfortunate
sore throat that makes my work harder,

I have already received over a hundred
medicines, so I can to recover faster.

After the capitulation father came for us
in the same limousine and took us back to Warsaw.

As we entered Warsaw we saw true tragedy.

Dead people, dead horses...

The people of Warsaw thought all city officials
working for the Germans as collaborators, my father included.

My father's signature was on official
notices posted throughout the city,

so as a boy I had trouble with my peers.
I didn't know what was going on.

Of course, my father couldn't
tell me that he was working

for the Underground Government
as the successor of Starzyński.

The Underground State operated in total secrecy.

Warsaw residents could not
be informed about all its activities.

There were of course people who looked suspiciously
at the city authorities, including Julian Kulski.

So for him it was an extremely difficult decision,
I think, to take on this responsibility.

He met with the Head of the Underground State,
whom he knew from the Great War,

and offered him the complete
cooperation of the City Hall.

He wanted to work closely with
the Underground State and the Underground Army.

He knew he needed to have the official permission
of the Polish Government in Exile, and he got it.

The Government's Representative gave
Julian Kulski permission to take up this post,

which mattered so much
for the Varsovians, for the Poles.

Many top leaders of the Underground State,
prominent figures in the Resistance, were "hired"

by the city and given fake
employment certificates.

This was most important
for the Underground's very existence.

These very "legit" papers protected
their owners from street round-ups or home arrests.

My department IX is responsible for administrative duties:

the registration of Reich citizens,
foreigners, prisoners of war, Jews,

entry and exit permits, night passes,
confirmation of German nationality

and employment statistics,
fire and police activities.

The German police are also responsible
for permits for guns, boats and books.

The Polish State has neglected
German language education.

In the future, 80% of classes will be
devoted to language training.

As some schools have been
unintentionally destroyed

or seized by the Wehrmacht, classes
are now being taught in three shifts.

I'd be dead if it wasn't for Leist.

When I was arrested by the Gestapo
in 1943, my father learned about it

from city officials and they wanted my father
to go to Leist and ask him for my release.

My father said: "I won't, because then
he'll own me" so they said:

"we can go," and he told them: " if you want,
you can." And then they went to Leist.

Leist knew somebody extremely important
in Berlin so many people were released

thanks to him: me, my father
and other city officials.

Ludwig Leist was a distinctive

character, a bureaucrat.

He was really different than other criminal

German officials, different in a positive way.

Foremost, if he didn't have to,
he did no harm.

He was not a brave man who
would defend Poles,

but unless he was ordered
by the German Authorities

otherwise, he would not harm anyone.

He was quite aware
of the Underground's activities

as he read resistance
newspapers every day.

He knew what was going on but never
reported it to the Gestapo.

My father knew that whenever Leist
was about to leave Warsaw something terrible,

like round-ups or killings,
would happen.

When it was clear that
something was to happen,

my father would inform the Secret
State and the Secret Army

immediately to be on alert.

Starzyński could have
already been killed,

as I was told when initially
intervened by the Gestapo.

Is he dead?
Who knows?

Was he killed immediately after his arrest?
No.

He certainly lived until December,
so this version was discarded,

but why 1943? A common
explanation is that

he died when he refused
to collaborate with the Germans.

For many years after the war,

the fate of Stefan Starzyński was unknown.

According to some speculations,

he perished in a concentration

camp between 1940 and 1945.

In the late 1960s and early 1970s,

the matter was investigated
by a special war crimes commission.

No breakthrough was achieved until 2005

when the Institute of National Remembrance
launched another investigation,

which was completed in 2014.

Based on the collected evidence,
including the testimony of a crucial,

undiscovered witness – Gestapo
translator Ernst Komarek –

it was concluded that Stefan
Starzyński was shot

between 21 and 23 December 1939.

I grew up in the interwar period.

We had a very patriotic upbringing:
at school, at home.

I was a scout, and the pre-war
scouting movement

was a paramilitary organisation: we were
prepared to fight if a need arose.

When the Germans invaded,
my scoutmaster, Ludwik Berger,

formed a company of 150
Warsaw scouts even before

the Underground Army was created.

I was only ten at the time,

so I needed to wait two years
before I joined this company.

The oath we took at the Vistula
riverbank said that treason

is punishable by death and we
must be prepared to fight

for the freedom and independence
of Poland, and that this is serious stuff.

Axe, hoe, January, February,
Fuhrer and Duce lose their shoes.

Axe, hoe, rope and wire,
Mr. Painter is kaputt.

Axe, hoe, hand saw, glass,
the night is air-raids, the day is round-ups.

Axe, hoe, hand saw, gas,
Let's get the hell out when there's still time.

We were young, we still had a life, we made
a close-knit gang, girls and boys.

You couldn't go to the movies,
only swine did that...

So, no movies, no theaters, so we had
to make our own pleasures:

we danced the tango
at dance parties,

had picnics in parks,
trips to the woods.

In summer we would
swim in the Vistula.

We were becoming closer as a group,
running together as kids do.

We had identical twin girls
in our gang, Basia and Danuta.

They were so alike that they
were messing with the boys.

If you had a date with Basia,
Danuta would come instead,

so the only way to know them
apart was to steal a kiss.

Nothing else worked...

My mother was living in the country during
the war and sheltered many Polish Jews.

Father sold the town house because

we couldn't live off what
the Germans paid him.

One month's pay could only
purchase a week's worth of food.

So he had to sell the house,

but we were allowed to live
there until the end of the war.

I'm damn tired of hearing about
the Poles versus the Jews thing.

Hey were no "Jews",
just Poles like us.

Their origins were Jewish,
they followed the Jewish religion,

not the Catholic religion,
but we were the same nation!

I moved in with Goliat when I was twelve.

I was living in the attic.

Goliat, or Ludwik Berger,
recruited me into the company.

There was this boy, a poor boy
little older than I was,

he lived in the same room
in the attic above the Goliat's room

and Goliat wasn't sure if he could trust
this boy, he had his suspicions.

I was twelve back then,
and he gave me a mission,

right after I took the oath,
to find out if the boy from the attic

was willing to go to the police
and report on Goliat to get a reward.

So, I worked on this assignment
for three or four days

and I still don't know if I persuaded him
to do it, or he had planned it already,

but he agreed that we would go
to the police and sell Goliat out.

Of course, I made a report to Goliat and,
within 24 hours, the boy was dead.

But since then I have had
it on my conscience,

I'm not sure if I talked him into doing that,
or if he really was going to betray Berger...

Thus I carried out my first order from Goliat.

He was a giant, head taller than me,
lush hair, very handsome,

self-confident, he was
thirty-three at the time.

He was a great orator, actor, leader.
This company was his own army.

Goliat was very upset when the Union
of Armed Struggle was established

because then he was forced to make
our company a part of their army,

it was no longer his own army.

He wasn't an officer, he only finished
cadet school during the war.

He was made an officer posthumously.

I not only obeyed him
and I listened to him,

but he was a father figure for me and I loved
him and respected him very much.

His son, who was eight at the time,
and who is still alive,

says he was very jealous of me because

his father spent more time with me
than with him, his own son...

So, I grew very attached to him.

When I heard that he was killed
on Śmiała Street by the SS,

I ran there, his body had
already been taken away,

but his brains were splattered
on the ground, which horrified me.

So I made an oath to myself that
Germans would pay for this.

Every time I managed to hit a German

during the Uprising, I'd always say:
“This is for you, Lutek...”

My first nickname was “Chojnacki,"

because it was my favorite uncle who died
in Katyn, so I took his name as a war alias.

But when my friend
and commander Ludwik Berger

died during a round-up, I loved him so much
that I changed my alias to "Goliat".

We were the only Commando
company in the Żoliborz district,

and all those companies were put
in readiness six days before the “W” hour,

the start of the Uprising.

My whole squad spent five nights
in our house, my father's house.

They brought us soup from
outside, in big cauldrons.

We already had weapons;
we were cleaning them.

No defeat can break the free,
No hardship can daunt the daring.

We will go together to victory,
Where the people stand hand-in-hand.

Children of Warsaw, we go to battle,
For your every cobblestone, we give our blood!

Children of Warsaw, we go to battle,
On your order, we'll bring wrath to the enemy!

We had a radio, so we heard Soviets
inciting us to start the Uprising.

As everyone knows, the Uprising
was called off twice,

so we only found out in the morning,
on 1st August,

because my commander
chose five of us

to move weapons to other
local Żoliborz units.

At the time a section of the Krasiński
Street was still a part of the green swath

so that the insurgents moved
weapons from that side to the other.

A military police vehicle arrived
and stopped because they knew

that the Uprising would start,
but they didn't know when.

They started shooting at us,
so we had to return fire.

And unfortunately, it was at two o'clock
in the afternoon, three hours before the "W" hour.

In this way, in Żoliborz the Uprising
started three hours earlier,

which was most unfortunate.

The plan was for three or four days
of fighting, not 63 days.

We were short of ammo, food.

Courage was the only reason
why the Uprising lasted so long.

My grandfather, who was working
for Julian Kulski's father,

told me that on 1 August 1944

they used fake documents
to steal from the Germans

a very large stock of food, just before
the outbreak of the Uprising.

This stolen food fed the Old Town
for a long time during the Uprising.

This was one of the actions
planned and prepared

by the wartime mayor
of Warsaw, Julian Kulski.

We were fighting for our lives
as we knew we couldn't surrender.

We were "bandits", we had no rights
that soldiers have

so Germans killed captured
insurgents, even the wounded.

When the capitulation
came, we were furious,

we cried because we were
prepared to die,

not to surrender.

We were sure that we would be shot,
we preferred to die fighting.

My father was in the Old Town.

When the City Hall was bombed,
he moved to General Bor's headquarters.

I was in the trenches, but during
the last days of the Uprising

I had a high fever, so a doctor
sent me home

four or five days before
the capitulation.

I was lying next to father, who went
through the sewers from the Old Town.

He almost drowned and badly wounded
his legs in the sewers so he couldn't walk.

We both couldn't.

And we were lying there,
father got some medicine,

and I was just unconscious
and lying there with my rifle.

When the first German tanks arrived,
my father forced me to dress.

He said if the Germans caught me,

they'd immediately execute
me as an insurgent.

Having left my house, I went to my son's
unit positions to escort him there,

he was burning with fever, but I believed
that he would be safer

with his unit than alone with a rifle,
in a private house.

I couldn't return, my house
was taken by the Germans...

Father knew that it would
be the end of the Uprising.

We said our goodbyes...

Żoliborz was a reeking inferno...

And in the middle of this
madness, my father said:

"If you are taken prisoner
and survive the camp"

– because I was so sick that I didn't
know how much time I had left –

"then don't return to Poland until it's free
and independent. Try to get to London."

His brother, Władysław, was a member
of the Polish Government in London.

That was our goodbye.

He gave me all the money he had,
those big five hundred bills,

which of course were
useless in Germany.

Maybe not entirely useless, because
we had no toilet paper in the camp.

I was in a PoW camp, Stalag XI-A,

which was halfway between
Magdeburg and Berlin.

We did not know who would liberate us
– Americans or Russians.

Actually the Russians were expected
to “liberate” us on the next day.

I didn't know anything about it, but I was
standing by the open gate

and thousands of US Army trucks came
to take out English and American prisoners.

Just before that, I made friends with
a Polish American from Chicago,

and he suggested I should go with them,
so they threw me on a truck,

to the astonishment of my comrades.

What does he think he's
doing?, they thought.

I left everything behind, I couldn't
even say goodbye.

My camp was not that different
from a death camp.

The food was the same, the barracks
and bunks were the same,

but in the POW camp we were killed
by malnutrition and hard work.

As soldiers, we had to work
in a quarry or coal works.

This one piece of bread and soup
was enough for you

to survive in the camp, but if you had
to work, you wouldn't last a week.

Friends of mine used to come back
from work to die in the camp...

My uncle was in the Government in Exile
and my father thought

that his younger brother
would take care of me.

On arrival in England, I asked to see
an intelligence officer and asked for asylum.

I wanted to be sent to Scotland,
to the Polish Army.

Unfortunately the English didn't know

how to feed the returning
"corpses" like me.

They almost killed me with
good food, eggs...

I had fist-sized sores
all over my body.

Immediately as I arrived, my uncle
and I had an argument,

because he opposed the idea
of Warsaw Uprising.

And he jumped at me...

I lost my family, my friends,
my city, my country,

and he blamed me for the Warsaw
Uprising... What a diplomat he was...

I was still fighting in my sleep.

I would wake up, standing on my bed,
trying to lob a grenade

that in fact was just a night lamp,
shattered to pieces...

Through Churchill, who knew my uncle
and others in London,

Lady Copeland found out that
I was there and invited me

to her estate for the summer.

Thanks to Lady Copeland, I got into
an elite Royal School in Northern Ireland.

There, I graduated in one
and a half years,

even though I hadn't attended
school for five years.

And I had to decide what career
I wanted to choose.

I chose architecture and I don't
know how much of it was

because my father as the Deputy Mayor
was rebuilding Warsaw,

the Old Town, the walls.

And his sister loved architecture.

Or maybe this was because
I saw Warsaw in total ruin,

so I wanted to build something.

I wanted to stay in Ireland because
I fell in love with Ireland,

which is a Catholic country,
a friendly one,

but Ireland had only one school of architecture
and you had to learn Gaelic,

so decided against it.

But I was admitted to Oxford, where
I studied architecture for less than a year.

I was to design a residence for the British
ambassador in Athens.

I already knew I'd have a visa,
I'd go to the States.

I was into modern architecture...

I found a Frank Lloyd Wright's design
and instead of doing what I was told to do,

I made a drawing of a house
in California designed by Wright.

My Dean saw that I wasn't doing what
everyone else was doing and said:

"Kulski, what the hell?"

I say, "this is a house designed
by F.L. Wright,"

and he said: "either you do it like everybody
else does or pack up and go home."

So I packed up and then
wrote three letters

to American schools of architecture:
Yale, Harvard and Michigan.

I got a letter from Yale, they asked
for documents from Oxford,

so I went to the same Dean
who kicked me out and said,

"They want to know how many
hours I had in Oxford.”

What they meant was
“credit hours”, in the US,

you'd get two or three
for each course,

but my Dean wasn't familiar
with American rules so he said,

“Silly Yanks, they should have known
English students of architecture

work for ten hours a day,
seven days a week.”

He replied like that, and I had
enough hours for Yale's PhD,

not the bachelor's degree...

When the young Nowak-Jeziorański
was coming to London during the war,

he spoke little English, so my uncle
would take him by the hand

and take him to Churchill and Eden.

And he spoke highly of my uncle,
so when my uncle had trouble with me,

he called Jan Nowak-Jeziorański
and asked him to meet me over lunch

to talk some sense into me.

Jan invited me to a Polish officers'
club in London.

Back then, I was a private,
he was a captain.

We had lunch and he asked me,
“what are your plans, soldier?”

I said, “I'm waiting for another war
so I can fight for Poland.”

He told me: “You're talking like General Anders,
but let me tell you this:

it will be fifty to a hundred years
before Poland is free again.”

Then he said,
"on your feet, private,"

and he also got up
and gave me an order:

"Go, learn, get into university, study,
excel. Be useful for your country,

don't sit and wait
for another world war."

I only said, "Yes, sir." I had my orders,
I was sixteen years old at the time.

Leaders came here.
These were interwar immigrants,

but also people coming during
and after the Second World War,

including Polish soldiers
fighting in the West

who decided that couldn't
go back to Poland.

Many of them immigrated to the
United States, often from the UK.

We have diverse family histories.

These families brought up such
prominent Polish Americans

as General Edward Rowny,

an advisor to many US presidents
including Reagan,

Zbigniew Brzeziński
and Jan Nowak-Jeziorański,

who spent a long time
in the United States.

Władysław Zachariasiewicz, who regrettably
died a few years ago,

was a war immigrant, too.

And we have the ninety-years-old
Julian Kulski,

whose post-war fortunes brought
him to the United States.

Brzeziński and I met very often
and were good friends,

despite the fact that he was
a Democrat and I was a Republican.

This never got in the way
of our friendship,

because love for our homeland,
Poland, prevailed.

And he really liked to speak Polish
with me and had a great sense of humor.

He looked like a devil on TV.

Et when we started talking in Polish,
he was very cheerful.

I had less frequent contacts with Karski,
but as I was having surgery,

he was dying in the same
hospital, down the hall.

My wife told me he was there.

She brought me a bouquet of red
roses which I gave him,

and we talked and he started
telling me about my father.

Just like Nowak-Jeziorański,

he said there would have been
no Uprising or Underground State

without the City Hall
and my father.

They both considered my father
a great hero, I remember that well.

After I got my degree I started
a firm as soon as I passed

the state exam as an architect.

I started the firm with my friend,

so we ran an architectural office
in New Haven, Connecticut.

Then a recession hit, so I gave
the firm to my partner

and came to Washington, DC.

I was looking for a place to live and work,
eg. Chicago, New York City.

But my partner knew
someone here in DC

so I came here and got a job
as an architect/designer.

Then I started teaching
at the University of Notre Dame,

I worked there for five years.

Then I became a Dean at the George
Washington University

and worked there for two years,

and then I moved
to Howard University

and led its Department of Architecture
for twenty years.

At the same time, I started
my international work,

first for an USAID foreign
aid project in Turkey.

When the World Bank
started financing

building projects all over the world,
I became its chief architect.

Thirty countries and almost
three thousand buildings;

schools, universities, tourist centers,
hotels, agricultural buildings.

My favorites are two tourist
projects in the former Yugoslavia:

one in Dubrovnik, and the
other one in Slovenia.

The entrance is from
the top of the hill,

so that you can see the hotel
only from the sea.

He found his place in the USA,

finished architectural studies
and became an outstanding expert,

famous architect
and a World Bank consultant.

Ut we also need to remember
that for the whole time

he was keeping his
ties with Poland,

first and foremost working towards
the restoration of Poland's independence.

He is a patriotic activist, supported
patriotic projects, published...

He wrote the well-known
wartime memoirs,

a film was made about him.

In recent years, after Poland
regained full sovereignty,

Julian Kulski supported the education
of young generations.

He's been an outspoken advocate
of strengthening our military,

worked with Polish Ministry of Defense.

I mention this because there
are many fine professionals,

scientists, engineers who acknowledge
their Polish origins who live abroad,

are American citizens, do their jobs,
but are not active in Polish affairs…

In late 1970s, I wanted Poland
to return to the World Bank system.

The Polish ambassador to the US
couldn't discuss this issue

as he was under constant
surveillance by the Soviets.

He asked me to find out
how much it would cost,

Poland's return
to the World Bank because

there was a lot of money at stake.

He wanted me to meet with General
Jaruzelski and try to explain it to him.

I did what he asked, Jaruzelski
was going to Moscow then,

and I told him he should explain
to the Reds that they cannot

rob a beggar, that he
should get them to agree

because this would mean
economic independence,

not a political or national one.

The Soviets were divided on this:
some wanted to allow it, others did not.

I kept coming back, almost every
year I'd come to Warsaw,

but I stayed only
for a few days because

I couldn't stand it. I felt so sad...

These are my dad's decorations,

he left me only
their certificates,

so I had a lot of trouble
finding them in Poland.

This is his Cross of Valor,
this is his the Virtuti Militari,

and that is the Commander
Cross of the Maltese Order

that he received
for saving the Order's

hospital in Warsaw's
Old Town in 1939.

I had to go to Rome
to get that one.

It was said during my father's
funeral that he was born

under the Tsar's yoke and died
under the rule of Communism.

These three are mine: these
are my Uprising medals.

And those are for my work
for Poland in America.

I received this one from
President Kaczyński

and that one from
President Duda.

Six years ago it was suggested
that I should create a foundation.

I wanted it to be named
after my father,

but I finally agreed that it should
be named after both of us –

I am ninety, after all – so there's
the Kulski Foundation,

not the Julian S.
Kulski Foundation.

What I put in my last will
is my desire to, first of all,

to preserve the memory
of Poles like my father.

My other wish is to keep
the living memory of the role

played by the City Hall
officials during the war,

the Underground State
and the Home Army.

This should be done in many ways
like scholarships or education.

That was Mayor Starzyński's
pre-war office,

and during the occupation –
my father's office.

Here are two plaques
commemorating

the great leaders
of the Polish capital,

Stefan Starzyński and Julian Kulski.

I am happy these plaques
are placed close to one another

because they were great friends.

For years, the Foundation
wanted to erect a monument

to these two great Poles.

And this will happen
early in September,

on the 80th anniversary
of the war's outbreak.

The Kulski Foundation will continue
its work in Poland.

It may be hard to ran it after I die,
but my wife will take it over.

She'll run the show.

Without her, I wouldn't have been able
to do all my work for Poland.

She received the Order of Merit
of Poland from President Kaczyński.

He signed the award
two weeks before his death.

He came to USA
some years ago...

I was friends with Lech
and my wife met the First Lady.

During the award ceremony,
he told me that without my father

there would be no Warsaw,
and I said:

“Mr. President, I have been waiting
for these words for many years,

and they are more important
for me than all my medals...”

It was on these steps
where I was speaking

to the enormous crowds
of Tea Party supporters.

Professor is a man with extensive
connections in Washington, DC.

He's well known in the military, diplomatic,
political and business circles,

he's a prominent
inside-the-beltway figure.

Because of his wartime history,
but also his later achievements,

he's made many powerful acquaintances
here, in Washington, DC.

He really understands the intricacies
of US government politics

and of the American way of life,

which is so radically different from
what we seem to know in Poland.

In this way, with his knowledge
and experience,

he's been helping us,
the Polish Government,

to smoothly navigate the waters
of Polish-American relations.

This is a photo of me with
President Trump in Warsaw.

When President Trump came
to Warsaw I was invited

as an Uprising veteran by the US
Embassy in Poland and the US military.

I was their guest.

I was on the grandstand with
representatives of the US military

when Trump spoke. It was
one of his best speeches.

Professor had the opportunity
to meet President Trump

and during this meeting,
he told the President:

"I fought with the Germans
during the Warsaw Uprising,

later I opposed the Soviets
and Communists,

and now I fight for you,
I fight for America."

I later talked to some friends
from the White House,

so I know the President
was delighted.

He was delighted with the way
in which Professor talked to him,

which is an excellent example
of Mr. Kulski's diplomatic skills,

his unique ability
to charm his way

through the Washington
corridors of power.

Mr. Kulski is an exceptional ambassador
of Poland and Polish history.

In the United States, he organizes
lectures and meetings

devoted to his books,
to the history of Poland.

He is an ambassador of Polish
history in the United States,

where very few people know
the course of World War II in Europe,

where Poland is known only as a place
where the Holocaust took place,

but where few people know about
the Home Army or Warsaw Uprising.

What he does is an extremely
important mission,

and here, in Poland, we are very
grateful to Mr. Kulski

for his involvement in education
on the World War II

in Europe, the Home Army,
the heroism of the Warsaw insurgents.

The Americans still don't
know much about Poland,

our role in the history
of World War II,

or about the Warsaw Uprising.

And this is where Professor
Kulski comes in,

who, through his work and presence
among the American elite,

promotes the knowledge of Poland.

Several years ago, young artists
from New York City's Greenpoint

honored him, in a very modern way,
by putting his image on a mural

that shows the Uprising
insurgents living permanently

in the United States. Among those
displayed is Julian E. Kulski.

Now we are passing through Kalorama,
this is very – the most –

elite neighborhood full of embassies
of various countries.

On the left is the Polish Consulate
and Military Mission,

and now we're approaching President
Trump daughter's home.

There it is, on the right.

And this is President
Obama's present residence.

There are three
private clubs in DC:
