Good evening, ladies and gentlemen.

The regularly scheduled program will not be seen tonight.

Instead, we bring you this special presentation, Inquest on a Murder and Ourselves.

Most of us here in the city saw this picture in our morning newspaper four days ago.

We learned that a young woman had been heard talking, arguing for about a half an hour

the previous night between 11 and 11.30 p.m., arguing with some man in Sutter Park and then

crying out for help.

Now, dozens of people in the apartment buildings surrounding the park, northeast, southwest,

heard her call out, but nobody went to help her.

When finally someone did, the police were notified, they came and she was shockingly,

shamefully dead, murdered.

A murder that didn't have to happen, a murder that is still unsolved tonight.

And there are many questions still unanswered.

One, what was the victim doing in the park that hour of the night?

And who was the man she was arguing with?

And most of all, why didn't somebody, one of us, go to help when they heard the young

woman cry out?

Okay, Fred on two, ready to pan the guests?

Okay, Tim.

Nice and easy.

Not only the woman, the dead girl, but the character of our city and its people, we have

some distinguished guests with us this evening.

And take two.

Dr. Albert Bartheim, one of the nation's foremost psychiatrists, author of a number of important

books on criminals and their motivations.

The Honorable James Lowry, United States Congressman from this very district where the murder took

place.

And on my left, Mrs. Millicent Pyle, widow of the much mourned theologian and social

thinker Dr. Grayson Pyle herself, both an urbanologist and religious activist.

And finally, the man in personal charge of this investigation, Chief Robert Ironside.

I'll be talking with all of our guests as the hour develops.

And also, since our program is not only a discussion of the meaning and the morality

behind this crime, but part of a continuing police investigation, I've asked Chief Ironside

to feel free to interrupt at any time, use the program in any way which may help Chief

Ironside.

Ladies and gentlemen, from this moment on, for the next hour and as many hours after

that as necessary, your police are manning special telephones.

For any of you who might know something big or small about this murder, some scrap of

memory brought to the surface by something that may be said here during this next hour,

or even a second thought about something you've always known but were too uncertain about

to say earlier.

The point is, a killer is at large, but he hasn't gotten away.

Now this murder was clearly a crime of passion committed by an amateur, and amateurs make

mistakes.

I'm sure this man did.

I'm also sure that all of us together know enough to isolate him and to run him down.

That's why I'm here tonight.

To me, this is not a television program, not a circus.

It is part of a manhunt.

We each know something.

Together we can know all.

Together we can find the killer.

Ladies and gentlemen, we will begin this public inquest into the murder in Sutter Park in

exactly one minute.

I wonder what she's thinking now.

If I had a simple answer.

If I had just one more chance to relive my life with her again.

The memories that you left me.

Ladies and gentlemen, we resume our special presentation, Inquest on a Murder and Ourselves.

Mary Belmont.

This is how she looked alive.

Twenty-five years old, part-time art student, part-time waitress at Creighton State College,

about 75 miles from here.

Among the things we do know about her is that she took the bus to San Francisco once a week,

always returning home late the same night.

But on this particular night, she met a man.

This man.

Who is he?

This is all the police department artist has had to go on so far, a few details remembered

after the fact by some of the people in the apartment buildings around the murder park.

No particular feature yet to distinguish the killer.

This much we do have.

One person recalls that the man seems to have been about, oh, seven or eight inches taller

than the girl.

Ready to roll film?

Ready to roll.

The people in that building, they saw a little, but they heard a lot.

By then, was there a 25-minute lag before the police were caught and several more minutes

before the first and only person actually ran in to try and help that girl?

We've tried to find answers to those questions from some of the people who chose to talk

to us.

One Mrs. Bertha Murs, who lives in apartment 3B, front at this...

Hey, where's he going?

Who knows?

Where were you?

He's got one show going, he's got another.

I was just coming back from walking my dog.

I couldn't see them, they were on the other side of the wall.

Now he's just standing there watching the TV set.

And her voice sounded, well, intimate.

I suppose I should have paid more attention.

Yeah.

Gotcha.

They're watching the show.

As a matter of fact, he turned the set on.

That's a good start.

You're staking an awful lot on this, Chief.

But if I'm right, he won't be able to take the pressure.

And if you're not?

Well, young lady, I didn't want this television show.

We could have moved a lot quicker and cleaner without it.

But since it's going on, I intend to use the time.

He is an amateur, he is sweating, and he can be broken.

And now...

Try and help.

Well, you saw the papers last week, didn't you?

Nice fellow.

What did he have?

Three, maybe four kids.

You know the guy, I mean.

A good Samaritan, like the papers always say.

Somebody was being mugged.

Somebody tried to help.

What was it they stuck him with?

Nice pick, no less.

Well, I have started to go out, but...

If you had another chance, would you go out?

Young lady, standing here with you nice people, your cameras, and your lights and all, I say

I would.

But, well, our cities are becoming jungles.

I know that somebody's got to turn things around.

Somebody's got to be first.

Well, why me?

Three other tenants in that building wouldn't talk to our reporters.

However, in an apartment building on the west side of the park, Mrs. Martin Lucas in 2B

did open her door.

I didn't know what was going on at first.

I don't like to pry into the personal affairs of others.

I'm a very private person myself.

Well, according to the police records, you were the first person who actually did call

the police and said there was a girl in trouble.

Yes, I did.

But too late.

Were you alone at the time?

Yes.

No, my husband was home.

Yeah, I'll hold.

It was his photography darkroom.

It seems so ironic now.

I was trying to decide whether or not to open the darkroom door and perhaps ruin one of

his pictures.

And then there was that last scream and I reacted instinctively.

I guess I called the police.

I really don't feel comfortable saying anything else.

Regret is an easy, often cheap emotion.

I have a lot of it.

Too late, too late, too late.

That seems to be the theme running through these interviews.

Even among those people who did try to do something one way or another, like Mrs. Lucas.

It's also there, among other regrets, in the story of the one person who seems to have

tried the most to help Mary Bellmont.

This young man...

She just turned and stared at him when her part was finished.

He went over and poured himself another drink.

...busy on the football practice field of Montgomery High...

Now he's just standing there watching the TV set.

...but more importantly, because Chief Ironside specifically wanted the young man here.

This is Jimmy Sanders, young track and football star whose picture you also saw in the morning

papers after the murder.

He's the young man who did rush out into that park to answer Mary Bellmont's final scream.

Jimmy, I must say that by making a human response, you became the closest thing we have to a

hero in this tragic story.

One.

I heard that creep in the bushes.

I thought I heard him in the bushes and I went after him, but I tripped.

When I got up, he was gone.

And there she was.

Yes, yes, but you tried, Jimmy.

That's part of the reason for this program, to search into why most people didn't try

soon enough.

Why the one person who did, you, was the youngest.

Dr. Bartheim, is the age factor significant here?

Are our young people perhaps less embittered and inner-directed by the pressures of these

times?

Well, I wouldn't want to prove anything by a statistic of one.

There's no doubt that young people are less cautious.

Still, cynicism, with which this situation is rampant, is also a disease of the young,

unfortunately.

Jimmy, you've been encountered by some of these among your peers, I imagine.

If you mean by that, they think I didn't catch up with a guy on purpose, because I was afraid

or something.

Some guys, they think I'm chicken.

Now, I mean, I can run the 109.6 for crying out loud, but I have to ask myself, I mean,

I was afraid.

If it bugs me, I guess it always will.

Oh, I hope not, Jimmy.

That's one of the reasons I wanted you here tonight.

Now, you listen carefully to me.

Being chicken had nothing to do with it.

You couldn't help that man getting away, temporarily getting away, that is.

I doubt if it'll give Mary Belmont's killer much comfort, and you deserve it to be said

publicly.

We are convinced you couldn't have caught up with that man.

It's our working theory that he eluded you because he knew the area intimately.

He was able to lose himself in the dark and slip into one of the apartment buildings,

one of the apartment buildings surrounding the park, a few hundred feet in any direction.

Of course, that doesn't necessarily mean that the man lives there or is one of your neighbors,

Jimmy.

...aspects of this case, the dynamics of people's reactions.

For that, we again turn to Dr. Barton.

One who was personally involved in this crime, who knew certain things about the victim and

the man who killed her.

This young lady is a psychology graduate student at Creighton State College, a school where

Mary Belmont also was a student.

Now, they have a hotline on the Creighton campus.

Students can call a number, get a friendly voice at the other end of the phone to talk

to them or to listen to their problems.

Our next guest listened to Mary Belmont.

She heard a great deal.

It worked.

He's still on the hook.

Miss Weiner, we know that Miss Belmont spoke to you several times in the last month.

In fact, she phoned just a few hours before her last trip to this city.

Would you please tell us about that last...

Sir, I'd like to make a statement first.

Of course.

The hotline is supposed to be very confidential.

So I want people to understand that I didn't go to the police.

They somehow found me.

And besides, Mary was already dead, so I felt I could somehow help by telling what I know.

Oh, I can reassure everyone on that, Miss Weiner.

Getting you here was no small thing.

Well, from the first to the last, Mary Belmont only talked about one thing.

An affair she was having with some man.

A married man.

And lately, things had gone sour and the man's wife had become suspicious.

Mary thought the man was going to dump her.

And her last trip up here was supposed to be some kind of showdown with the man.

She never mentioned his name.

Oh, no.

He had drummed it into her about being super cautious.

She wasn't even allowed to have a snapshot of him.

But she, uh...

She did tell you she was bringing something to him this last trip.

Yes.

It was a drawing of him.

She had done it from memory.

Mary Belmont was an art student.

Yes.

She was a very good one.

And we can assume that a drawing would be a good like.

He's all ears.

Oh, I don't mean any drawing.

Right on.

A drawing of the man who was her lover and our prime suspect.

What did Mary Belmont tell you she would do with this drawing?

Well, there was some place in San Francisco.

It was a mailing address.

That's how they got messages to each other.

She couldn't call him at home, of course, or where he worked.

I suppose he was afraid of his wife finding out somehow.

Anyway, Mary was awfully upset.

And her idea was to leave the drawing there, wherever, before she talked to him.

It was pathetic.

I mean, it was so desperate.

She was going to leave a note with the drawing saying, how would he like it if she sent a

copy of this and a letter to his wife?

But honestly, I could tell that this was just some kind of game she was playing with herself.

All she wanted was reassurance.

She didn't want it to end at all.

She sounded so erratic.

And I tried to talk her out of going, but I couldn't.

And I couldn't leave the hotline either.

You did your job, Miss Weiner.

Now it's up to the rest of us.

cities long before the Mary Belmont murder.

Has anything you've heard here tonight so far affected your opinions?

Probably not.

I feel that the danger on the city streets has turned too many of us indoors.

Lude us, if you please, to our television sets, which is okay with the police because

that gets us out of their hair.

With few exceptions, this tragedy is a perfect example of how we're being trained to do nothing,

to watch.

This program proves it, too.

Crime has become another spectator sport.

Congressman, I'm sure, I'm quite sure the police department doesn't regard crime as

a kind of game or sport.

But if it has to be characterized that way, we do know the score.

I'm just fed up with these endless discussions of why there is so much crime.

Why the police don't do more, why the average man doesn't do more.

Right now, for instance, this pseudo-public way of investigating a murder.

He's taking his car, it's following him.

To the post office, I hope.

Chief Ironside, I'd like to quote back a word that you used earlier.

Isn't it likely this will become a circus?

We'll just have to wait and see.

Believe me, I don't want anyone to misunderstand my concern.

We know it, sweetheart.

We're off to get re-elected.

But what concerns me is a situation we have today that we didn't have 50 or 60 years ago.

The media, the impact of instant communications, particularly television.

People watch the news. Crime stuff is vivid.

It has an impact far beyond its relative position in the day's events.

I think television is correctly doing its duty.

It's hard to make the public understand.

I don't want to preempt the clergy's prerogative.

I have enough problems trying to maintain my own responsibilities,

but I do think this is all a matter of a national loss of faith.

It's a vicious circle.

The people see so much crime news, they've lost faith in themselves as a law-abiding people.

The overworked police in turn seem to have lost faith in their old ability to maintain law and order

because of the public's attitude,

because of this whole business of court decisions and the rest.

And finally the circle becomes complete.

A people reflecting the change in the police's attitude,

the growing anger and the cynicism,

losing faith in the police.

I have to differ with you, Congressman.

Young people like Sandy Weiner and Jimmy Sanders,

they didn't lose faith, they tried.

Dozens of policemen all over this city following a bleed you don't know about.

They haven't quit either.

And those people in our audience who are beginning to call us,

those who may have seen Mary Belmont at that mailbox or post office box,

it's no spectator sport to them.

They're trying to help.

I don't believe it's a circus.

People are looking.

Somebody's going to remember where he or she saw that girl,

near what mailbox.

that we've lost a faith in ourselves, a self-respect, whatever.

Ladies and gentlemen, we lose those things and find those things every day,

and have ever since man got off all fours and therefore was able to look up.

This case, the Kitty Genovese case in New York, a few others, have received tremendous publicity.

I've got to speak to Chief Ironside. It's important.

Well, the current anger and isolation of many of the people in our congested cities

so-called average citizens, aren't turning away tonight.

They're trying to help the police one way or another,

to help narrow in on that one particular mailbox or post office box.

I've been watching Chief Ironside and his staff.

They have two special phone systems,

one hook up just for police work and the other for the public,

that number that we've been showing you on the screen from time to time

and the number that you people have been using.

Obviously, we can't tell you the substance of these calls,

but we can report that they are coming in.

People are calling, seriously trying to help.

I didn't have the pleasure of knowing your late husband, Mrs. Powell,

but would you say that you and he were more or less

in conjunction with your feelings about this current crime situation?

Yes, I'm sure of it.

He's just crossing Geary.

It wasn't the drawing alone that would nail him.

It was catching him at that post office box, red-handed.

Chief, we'll get him eventually.

Who cannot visit the parks they visited as children,

and I feel that I must stand behind strong measures now

where the positive approach would be to say, I am strong,

and I think that's what we ought to convey to the people.

But I don't think, doctor, the networks treat everyone as an individual.

They take ratings of groups of people and schedule programs as such,

and I feel that includes crime shows,

I feel that the media does lead the people.

He's an iceberg.

...asking you for out there, for someone, anyone to come forward.

In this case, Mr. Martin Lucas.

Mr. Lucas happens to be a resident of one of the apartment houses

directly across the street from the park where Mary Belmont was murdered.

In fact, we saw Mr. Lucas's wife earlier this evening

in one of our film clip interviews,

and she was one of the first persons who called in to the police.

Isn't that correct, Mr. Lucas?

Yes, but unfortunately, as my wife said, the call was too late.

Mr. Lucas came to our studio because the sight of Mary Belmont,

the pictures we showed, triggered his memory.

I really don't know if it's important.

I know him. He always asks me about the team.

Well, this happened maybe, oh, ten days ago.

That's ten days or a week before that girl...

Well, that is before it happened.

And that also fit in when I started remembering.

You said she came to the city once a week.

That's right.

Well, anyway, I'd been aware of something going on in that park.

A man and a woman.

That night, you mean, a week before the murder?

Yes, but the thing was, it looked strange.

I mean, one came from one direction, one from the other.

I suppose it was their place to meet.

Now, this is embarrassing. I am not a snoop.

But there was something so...

well, secretive about the two of them,

about their talking quietly together and then arguing and then talking again.

I admit it. I watched them.

Everybody watches, Mr. Lucas.

That's how a great many police cases get solved,

as perhaps you yourself are proving right now.

Now, those snapshots of Mary Belmont did seem like the girl to you, I take it.

Well, it was dark and all that,

but the second time you showed those pictures,

one pose in particular, a serious pose, I knew it.

It was the same girl.

I'm sorry. I know I should have come to the police sooner.

But after all, I'd seen people in that park, couples, you know.

It's sort of dark. It's a natural...

Yes, they are bad.

If you saw enough of the girl to match her to our photos, Mr. Lucas,

you must have seen the man fairly clearly.

Not really. I mean, the light from the street was mainly hitting her.

But, I mean, I did see something. That's why I'm here.

Mr. Lucas, that drawing was made by our police artist.

Admittedly, very incomplete.

Now, do you think you could add anything to it?

Well, the man I saw seemed quite average-looking.

Perhaps a bit taller than average. Perhaps a bit thinner.

And as for features, it seemed to me his nose was longer than that.

He's almost describing himself.

Oh, that's cute.

If somebody else did see the girl in him, it'll seem to back up what he said.

I don't know. I'm trying to remember.
