while several others

And overall, the number
of trafficking victims

worldwide has... Doubled, sir. Yes.

I"ve seen enough.

We"re withholding aid
to all Tier 3 countries.

Mr. President, that could have
negative effects

on populations in need
around the globe.

The more fair move
would be to evaluate

each nation
on a case by case basis.

Fair?

800,000 people
are ripped from their homes

every year and
