If you got a good bargain
for a second-hand vehicle,

it could have been stolen
off the streets of Malaysia.

50,000 vehicles vanish from
the country every year,

then turn up for sale
as far away as Dubai.

Criminal syndicates have built fortunes
in this multi-million dollar industry.

Now, police are attempting
to shut them down

in a series of raids, arrests
and high-speed car chases.

Their aim?

To catch the biggest fish of all,

a mysterious criminal kingpin

right at the top of the
carjacking food chain.

Malaysia is home to some of the world's
most active carjacking syndicates.

Criminal organizations that
steal 50,000 cars a year...

...and make them vanish.

Detective Superintendent Guna

is one of the spymasters in the country's
fight against these criminals.

He's spent years building
a network of informants

and planting his own
men in the syndicates.

In 2011, one of those informants
passed on valuable information.

The criminals had chosen their base well.

In the middle of a vast
palm oil plantation

were several unmarked warehouses,

and one of them contained stolen cars.

Every day, stolen cars were driven in.

Once the warehouse was full,

the cars would be loaded into containers,
brought to the port and shipped out.

Beyond the jurisdiction
of the Malaysian police,

with false papers,

the cars would be nearly
impossible to recover or trace.

Guna had to beat the criminals to it.

Guna's task force had set up
a number of observation points

to monitor the criminal activities
that lead to the warehouses.

We needed to confirm which
warehouse the car is bringing in,

and we need to identify also

how many suspects
are operating in that place.

So, we tried to narrow down,

we tried to check with our number four OP.

He confirmed that the third is not empty.

As the warehouse filled up,

police desperately gathered
the intelligence they needed.

More than a month after
the initial tip off,

the operation was green lit.

I called all my personnel to
one place nearby the area,

I gave a briefing,
so I divided them a few groups...

...and altogether,

about five of our police
vehicles have been used.

So, during this point,

what we did we block with lorry...

...and police vehicles...

...and arrested three inside the car
and one with the motorbike.

We arrested four of them
at that particular place

at about 100 meters from the warehouse.

We went inside the warehouse

with the key that we seized
from one of the suspects,

and we managed to open the warehouse.

We saw plenty of cars inside there.

The entire warehouse was
covered up with a box.

And that's we believe that

they were trying to close
our view from outside

to see what are they doing inside.

Guna was just in time.

Five containers were already
fully loaded with cars

and ready to be towed to the port.

Eighty-six more vehicles
were still in the warehouse.

The criminals were waiting for
more containers to arrive.

Four men were arrested and charged.

Bail was set at over 600,000 dollars.

Each was eventually sentenced
to nine years in jail.

I think this is one the biggest charge
I think we made so far.

Some of the cars are still in
a very intact condition,

and just recently took place,

so that means we will call
all the owners to come

and collect the car from
that investigation officer.

It was a major coup,

but the four men arrested

were at the bottom of the
carjacking food chain.

Police wanted the man at the top,

so they started to squeeze
the four men for information.

At least one of them,

known as Ah Seng, seemed willing to talk.

Ah Seng didn't know much.

Things were deliberately kept that way.

All their orders came over the phone.

Ah Seng was paid every week
and then only by the container load.

In a day, he could earn up to 300 dollars.

Under-cross examination,
Ah Seng spilled one vital lead.

This was the lead the task force
had been waiting for.

Carjackers from different syndicates
were all whispering the same name.

Ah Hai.

Who was this mysterious man

and just how extensive
were his operations?

In Malaysia,

police are engaged in a battle
against carjacking syndicates.

Their aim has been to
decapitate the syndicates

by identifying and taking down
the man at the top.

As police investigated,

one name kept coming up, Ah Hai.

49-year-old businessman.

Full name, Nyo Ah Hai.

Street name, Robin Hai.

Last seen in Malaysia in 2007,
and wanted in at least three countries.

He's amassed a huge personal fortune,

built upon the trafficking of
thousands of stolen vehicles.

And our information says that
he's the main culprit.

Ultimately responsible for 80 percent of
pick-up truck and MPV thefts in Malaysia,

Robin Hai is the criminal mastermind
that police have been looking for.

November, 2013,
the police issue a statement.

As police investigated
Robin Hai's operations,

they found an organization
to rival any corporate empire.

Robin Hai receives stolen
vehicles from not one,

but several local syndicates,

each with its own manpower and structure.

Syndicates consist of three elements here.

Runner, middleman
and also the head of syndicates.

So, how would normally they operate?

Head of syndicates when they
get the order or demand,

they will pass to the jockey
or the middleman,

and the jockey will inform their runners

or car stealers to steal the car.

At the bottom of the carjacking
food chain are the actual thieves,

known on the streets as "rats".

Sham used to freelance for
a pack of four to six rats.

The rats became so good at what they did

that car manufacturers were
scrambling to keep up.

Then, in 2000, a new high-tech
rat trap hit the market.

Global Positioning System.

GPS.

As the technology
advanced over the years,

a parked car's GPS tracker
could sense when it was being moved.

It could send a text message
to the car's owner,

and even came with a kill switch
that could shut down the car engine.

At first, the rats were dumbfounded.

But soon, the rat packs
had a new position open.

Chief Technology Officer.

So, what the stealer will do,
they'll use a signal jammer.

You see, a jammer is a gadget
that can block signals

or whatever frequency signals,

so when any cars have been fixed with GPS,

when they on that signal jammer inside,
it'll block all the signals.

So, that means the
satellite cannot detect

where is your car and if you
drive away from that area,

the GPS cannot detect.

Stolen cars are first left in
a public car park overnight

to make sure they're not being tracked.

If the cars are still
there after a night,

they're driven to another car park.

The keys are left near the vehicle

and the rats collect their pay
in untraceable cash.

The vehicles and keys
are collected by the jockeys,

the second rank of criminals
in the carjacking syndicate.

The jockeys drive the cars
to a discreet collection point,

like a warehouse.

From there,

they're packed in containers and exported

as far afield as Africa
and the Middle East.

False paperwork completes
their transformation

into legitimate second hand cars,

sold for massive profits.

They can sell to especially
overseas market,

one car is about 80,000 to 90,000
Malaysian money.

So, if you times by three
vehicles in one container,

it's about 240,000 to 260,000,

minus with the capital 50,000,

I think more or less they can
make about 100,000 per container.

With syndicates making so much money,

even a rat can earn as much as a manager.

The biggest profits flow eventually
to the godfather

at the top of the illegal pyramid,
Robin Hai.

Operating as a businessman
rather than a car thief,

he doesn't need to get his hands dirty.

But the consequences of his business
filter down to individual owners,

sometimes putting their lives at risk.

In Malaysia,
one car is stolen every 24 minutes.

Some carjackers have equipment to overcome
even sophisticated security systems.

But others find it much easier
to resort to violence.

The other group, we can say robbers, okay?

what they will do they know that this type
of high-end car you cannot easily open,

or easily dismantle the alarm system
or whatever it is.

So, they will hijack,
so this is where violence will be used.

When you are complacent
and you are not really taking care

or looking around for any
suspicious characters.

Especially ladies
who are going into the car,

they're going into the car
with the door still open.

You're being observed.

Afternoon.

'Rina' was opening her car door
when three men attacked her.

It happened so fast I
didn't hear anything,

I didn't hear any footsteps
and I saw that there's more than one guy.

The men wanted Rina's car
but without any damage.

Stolen cars in pristine condition
will fetch carjackers higher prices.

When I was pinned against the car,

my remote was still in my
right hand and I was like...

I was struggling, I was actually
trying to use the remote to like,

try to attack him or something

but someone else came
and took the car key from me

and then I saw there's two other guys.

Rina was pushed into the car
and the group quickly split the scene.

But Rina did not give up

and put up a fight in the
best way she knew how.

When I bit him he was in pain
and I try to reach for the door,

I just want to escape,
so I try to open the door

and halfway through it,

I was kind of like
hanging through the door

with my left arm still at the door

So, I was like partially out of the car
and in the midst of it, I got pushed out.

Rina fell from the car,
knocking her head on the curb.

She was fortunate not to have suffered
any major injury.

Even though I lost my car,
my keys and everything.

I'm so lucky to be alive.

Like Rina, other car owners
are starting to fight back.

Mr Tan is the proud owner
of a Toyota Hilux.

But when his vehicle
was just one month old,

he encountered a nasty situation.

While driving, Mr Tan noticed
a black Mazda following him.

He thought nothing of it
until he reached home.

Two men armed with machetes
emerged from the black Mazda.

The two men fled in Mr Tan's Toyota Hilux

with the black Mazda
following right behind.

But Mr Tan shouted for his wife
to throw him the keys to her car.

The chase was on.

After 20 kilometers,

the robbers overtook a lorry
and made a right turn.

Before Mr Tan could react,

the lights had turned red,

the lorry had stopped
and the robbers had got away.

A nationwide alert for the
stolen vehicle was issued.

The very next day,

the vehicle was spotted at a roadblock,
300 kilometers from the crime scene.

The policeman who handled
the incident now works undercover

and his identity cannot be revealed.

Mr Tan got his vehicle back.

Mr Tan's Toyota Hilux
was a typical target.

Relatively new and foreign made,

it would have been easy to sell
to secondhand car buyers overseas.

But even cheaper,
locally made cars aren't safe.

Lately, we can say in Malaysia,

stealing of local cars started
increasing tremendously.

Reason why?

Because of cannibalization.

Cheap locally made cars
are worth more carved up than whole.

Cars that have been
stolen for this purpose

exist only as a collection of parts
soon after the theft.

Malaysian police continue to combat
all types of carjacking criminals,

from violent robbers to
sophisticated thieves,

from individual carjackers
to criminal masterminds.

Though car trafficking mastermind
Robin Hai remains at large,

police have already shut down
several local syndicates

with the help of Interpol,

they hope to capture Robin Hai
very, very soon.
