as to whether they'd had

convince a barrister

to take the case on
in the first place.

To do that, we need evidence.

We've got someone coming up
from London, Ed Fitzgerald.

He is one of THE best
human rights specialists around.

I was there for your Kevin's inquest
and, for me,

his is the case
with the most discrepancies.

I think once we explain
some of those anomalies to Ed,

there's no way
he can turn us down.

You know, I've been so lost,

since Kev's first inquest.

You know, up till then... Well...

I thought he'd died outright
in the crush.

And then we were told that he was
still alive on the pitch.

And then,

of course, the coroner ruled that
everyone was dead by 3:15, so...

It's a bit more complicated
than that.

What the coroner actually said
is that everybody had received

the injuries they died from by 3:15.

But my question is,

did they need to die
from those injuries?

Could any of them have been saved?

You know, I was shown a photo

of a police officer giving Kev
mouth-to-mouth on the pitch,

and then...
There's this police lady,

called Debra Martin.

Now, she said she heard him speak
in the gymnasium,

and that was well after 3:15.

That's it.

That's exactly the sort of evidence
I'm talking about, Anne.

We need to find those witnesses

and prove that Kevin
could have been saved.

and that's why I went down.

Cos I was convinced
I could still help him.

And then I looked for a pulse
in Kevin's neck.

And, yeah, it was only slight,
but there was something there.

It was around 3:35.

An ambulance went past
as we were assisting him.

Now... the inspector
from West Midlands...

he says the two ambulances both came
onto the pitch much earlier.

Inspector Sawers, yeah?

Yeah, he said the same to me.

But I told Inspector Sawers
what I'm telling you now.

There was a third ambulance.

The guy who was helping me
with Kevin tried to flag it down,

but it didn't stop.

In your first statement,
you said Kevin was convulsing.

But you distanced yourself from that
somewhat in your amended statement.

Can I ask why you changed your mind?

During the meeting
with Inspector Sawers,

I was put on the phone
with Dr Slater -

the medic who did Kevin's autopsy.

And he talked me through
what I'd seen...

and what the realistic
possibilities were.

And Inspector Sawers
kept asking me,

"Are you sure you saw him
convulsing, PC Bruder?"

How long was Inspector Sawers
with you?

Just out of interest.

About six hours.

All I knew for sure

was that I wanted to do everything
that I could to try and help him...

..because he was still alive.

against a police officer arising

has been dropped
by the Police Complaints Authority.

It means that no disciplinary
or criminal proceedings

will be brought against any
of the officers who were on duty

I could see his necklace
hanging out.

And what time was this, Debra?

Quarter to four.

That's half an hour
after the cut-off point.

I started giving him mouth-to-mouth

and some heart massage,

and...

his chest exhaled a few times.

I picked him up in my arms,
and that's when he opened his eyes.

He had long, black eyelashes.

I'll never forget the look
in that little boy's eyes.

He was only a baby.

And he just said, "Mum."

Oh, God...

Then carried on looking
for a few more seconds, and then...

I just had him in my arms.

And then... I'm so sorry,

Suppose Kevin had been killed

His inquest would have

including the after-care.

Yet with Hillsborough,

the coroner is refusing to look at
any evidence after 3:15. Why?

In doing that, the coroner
is denying these people

the basic understanding

as to whether their loved ones
could have been saved.

This is what this is all about, Ed.

This is why we're asking you
to take this on

and this is why these families
need new inquests.

Inquests are so protracted
and expensive, we have to show

that it's absolutely
in the interests of justice

to even stand a chance
of getting the thing overturned.

ED: 'My Lords, I can best summarise
the inherent injustice'

of these cases
by highlighting three key areas.

One, that the jury
in the original inquest

were not given a full picture
of the evidence of some witnesses,

whose statements were
partially summarised

at the many inquests.

How can an inquiry
reach a fair conclusion

if all of the relevant information
is not to hand?

Secondly, my Lords,

the coroner wrongly introduced
a cut-off time of 3:15

for the hearing of evidence,

with the result that no enquiry
was made as to whether the deaths

were caused in part by the delay
in calling emergency services,

and any shortcomings
in the response of the police

and emergency services
after the cut-off time.

And finally, my Lords,

it is our contention

that the coroner's direction

upon the elements of the offence
of manslaughter was wrong in law.

The offence of involuntary
manslaughter is established

if there is proof of a grossly
negligent act or omission

causing death, my Lords.

And I believe we have amply
demonstrated that there was.
