Step one, buy low:

Step two, with the help of

manipulate events so that
said company wins the bid.

Step three:
Create a bomb scare,

skyrocketing
Colombian oil futures,

and the winning company's
stock with them.

But what does this have to do

whoever controlled
Emil Kurtz and his killer,

also controlled

and I did what our own CCS did
