A car is parked at the corner of an intersection overlooking the Brooklyn
Bridge.
A bald man with tattooed arms and a blue checkered shirt sits behind the wheel of
the car, staring ahead intensely.
His eyes catch on a figure.
It's a teenage girl strolling the sidewalk.
She wears headphones and carries a backpack, unaware of his presence.
The bald man steps out of his car and approaches the schoolgirl from behind at
a quick pace.
He looks around.
Then rushes forward and grabs her.
Gotcha!
You scared the crap out of me.
His right eye is bruised.
What happened to your eye?
What, this thing?
It's nothing, don't worry about it.
Grandma says we're not supposed to see each other.
We're not.
It's just been tough is all.
I needed to see your face.
He strokes her cheek and she smiles.
And to give you... He gives her a stuffed bear.
This.
Actually? Yeah, actually.
I saw it at the gas station, I thought of you.
You know I'm like way too old for this.
Alright, well then every time you look at it, you can just think of how corny
your dad is.
Alright, get going.
Them nuns will give you hell if you're late.
Wait, um... She gives him her charm bracelet.
Here. For the next time things get tough.
Letter blocks on the bracelet read, Fierce. You know I'm like way too old
for this, right?
His daughter chuckles.
Just remember.
You were never here.
Don't you get so smart?
He strokes the side of her face.
Bye, Dad.
He squeezes her shoulder tenderly, and she leaves with her bear.
I love you, Ariel.
His daughter, Ariel, shoots him a parting smile.
She puts on her headphones and walks away.
Her father watches her around the corner with a heavy look.
He turns and trudges back to his vehicle.
Suddenly, a black SUV pulls up.
A masked figure shoots Ariel's father from behind the wheel, then speeds off
around the corner.
Ariel's father lies on the ground with bullet wounds in his chest.
A pistol tucked into his waistband.
He bleeds out on the pavement.
Title, FBI.
He should be here by now.
He's probably making sure he wasn't followed.
Yeah. Isabel and Maggie wait on a rooftop.
Hey. Hey. OA joins them.
You okay?
Yeah, I'm okay.
Listen, we don't have much time. Are we any closer to taking Inivorp down? No.
Whoever's providing her top coverage, she keeps her identity locked up tight.
She dodges my questions, keeps her phone on her at all times.
And it doesn't make mistakes. That's why she's still around.
So I was thinking I need to plan a bug. Something that'll let me listen to both
sides of a phone call.
The strike team has advanced counter-surveillance.
Standard listening devices won't work.
Do you remember that induction bug that Ian told us about a few months ago?
Low-frequency magnetic loop?
That could work.
But the more people we read in on this... We made it this far.
We can't stop now.
Maggie looks to Isabel with unease.
Later, she joins Agent Green.
Excuse me.
Sorry I'm late.
What do we got?
Vic's name was Clint Mathis.
33. He reveals Ariel's father.
Those are interesting tats.
Nationalists. Don't let the ink fool you. Clint was NYPD.
Deputized to a DHS task force. Which is why we're here.
He'd been undercover for three months, missed his daughter, snuck in to visit
to see her this morning.
Goes to school just over there.
Did she see the shooting?
No, thankfully.
Told NYPD she'd already gone inside, but a witness did spot a black Durango with
a broken taillight pulling up.
Driver put two in Clint's chest, sped off.
ERT found 245 ACP shells near the body. We're running up for prints.
Clint would have had to change up his routine to see his daughter.
The shooter would have only known he was here if he was followed.
I want you to put a bolo on the Durango and then contact the SAC who's in charge
of the task force.
I had to figure out exactly what Clint was working on.
All right, folks, listen up.
For those of you who don't know, this is Lieutenant Warren of the NYPD. He's
helped us out on cases before, and he is our victim's CO, so he will be riding
shotgun on this one. All right, you want to tell us about Clint?
Clint Mathis is... Was.
a decorated officer with 10 years of service.
He came up in the 27th precinct, turned heads in our gang unit before being
detailed to DHS.
Clint was more than just a cop. He lost his wife to cancer.
Their daughter is 12.
He was there for her, and we will do right by him.
All right.
You heard the man. Let's go to work.
by talking about the physical evidence. ERT found two 45 ACP shell casings on
the scene, no usable prints, and the pin markings don't match anything in the ATF
database. All right, so the gun is the first timer, and we don't know who fired
it. What about the video?
Canvas only turned up footage from a single surveillance camera.
Police pulls up street footage.
That's the vehicle, but the plates were stolen.
And there are thousands of black Durangos in New York. Right. All right,
let's talk about the DHS task force that Clint was loaned out to. They were
looking into active clubs. It's a new angle for us. Active clubs, MMA gyms
that recruit disaffected men by promoting self-improvement. In reality,
they're just fronts for white supremacist cells looking to radicalize
vulnerable members towards domestic terror.
Now, we know Clint Mathis infiltrated a Brooklyn club operated by this guy, Joe
Max Burns.
Did two years for assaulting a Pakistani bodega owner.
DHS suspected him of stockpiling firearms for an eventual terror attack.
Just got off the phone with DHS. It turns out that Clint did find a cache of
weapons in Burns' gym. Three crates of Army Surplus M1911 pistols chambered in
.45 ACP.
Same caliber as our murder weapon.
DHS planned to raid the club tomorrow, but they needed Clint to ID Burns' co
-conspirators first.
So this racist piece of garbage figured out Clint was one of ours and he killed
him just to shut him down.
War locks eyes with Jubal.
Later, Eva and Scholar join a team of agents raiding East River MMA.
They open the side door and enter in single file, climbing a dark stairwell.
They surge into the gym where men work out.
Federal agents, everybody stay right where you are. Keep your hands where we
can see them.
Eva sees Joe Max Burns in the cage.
Burns!
Put your hands in!
Burns makes a break for it.
The agents sprint through the darkened gym behind him.
Burns shoulder barges a punching bag on his way through.
Scola leaps over a low wall.
Eva is attacked by a member of the club, who throws her to the ground and
grapples her.
She twists her legs, pulling him into a hold.
Scola chases Burns to an office.
There are gun crates in front of him.
Step away from the crates. What's the matter? You scared?
Step away from the crates.
Now!
You got nothing on me.
Burns turns back to face him.
He's a large, muscular man with tattoos on his neck.
Nothing on you, huh?
Except 48 unregistered 1911s. It's like you're going to war, huh?
Our nation's under attack by foreign invaders.
If you look close, you realize the enemy's already jumped the gains.
Oh, I cannot wait to visit you on death row.
There is no death penalty on federal gun charges. Guns are the least of your
worries, pal. Okay, you're on the hook for the murder of a deputized federal
agent. Murder?
I didn't kill anyone.
Oh, no, not just anyone. A cop who was undercover at your gym.
Nah, nah. I know everything that's going on under my roof. There was no cop. No
cop, huh?
And who's this?
NYPD officer Clint Mathis.
Gunned down in front of his daughter's school at eight this morning.
Hey, hey, let them do their job.
Marcus, please.
You got this all wrong.
I like Clint. He was sharp, loyal.
At least I thought he was.
Come on, you're telling me that finding out that he was a cop didn't feel like a
big betrayal to you? You got salsa in your ears?
I thought Clint was one of us. I would never kill him.
I might be able to tell you who did.
Okay.
We're listening.
Slow your roll.
I got a solid alibi.
You give me immunity on those gun charges, I'll talk.
We could put in a word, but your story better check out.
I was going to tell Clint about the next stage of our mission.
But I had to be sure I could trust him.
So last night, I followed him.
Clint met up with some dude.
They get into it. Some punches were thrown.
The dude backs down.
We meet up later.
Clint says the dude was trying to shake us down. He knew about the guns.
So maybe this guy came back around and whacked Clint.
Well, we're just supposed to take your word on this?
Not mine.
My phone.
I took pictures.
All right, Ian, talk to me.
Yeah, that story checks out.
Burns took photos of a meeting under the Roosevelt Island Bridge. This is a side
angle, but I am pretty sure that is Clint Mathis.
All right, so who's the guy in the baseball cap?
That's Hugo Reyna.
Who's Hugo Reyna? Another one of my officers.
He and Clint were partners in the gang unit before Clint went over to DHS.
Yeah, Hugo Reyna, 12 years on the job.
About as many commendations as complaints, according to the property
database.
That's why P.D. issued him Glock 21.
Well, that's a .45 caliber pistol.
Same as the murder weapon.
What exactly are we saying?
We ain't saying nothing.
Well, not yet, but we follow the facts in here, and whether we like it or not,
right now the facts are saying Clint might have been killed by his old
partner.
Ian.
Do you have a minute? It's about Hugo Reina's internal affair files. We're
still waiting.
Um, it is not.
Listen, what I'm about to tell you cannot go beyond the two of us, you
understand? They walk along a hallway together.
Jubal watches them from behind.
Hey, Valentine.
Yeah.
Tell me you're not really buying into this rogue cop theory. Oh, well, our
victim got in a fight with his old partner hours before he was killed with
the same caliber gun the guy carries. We're just playing it as it lies, but
we're not there yet. We still need a motive. So why would Hugo Reyna want
Clint Mathis dead?
How about to keep from going to prison?
What's that?
Clint Mathis was subpoenaed yesterday to testify in the upcoming Kobe Harkes
trial. Remind me who Kobe Harkes is? He's a gangbanger turned drug
trafficker. He brings up a profile of a bearded man.
Did a bit at Southport on an assault conviction. Since then, he's been clean,
on paper, anyway.
Kobe Harkes is the biggest heroin dealer in New York.
Ruthless. Gang unit's been after him for years.
But he never got his hands dirty.
Until Clint Mathis and Raina pulled him over a few months ago.
Caught him driving around with two kilos of H in his trunk.
Except Hark's claimed Raina planted the drugs to make the arrest.
Criminals accuse cops all the time.
It's possible Raina's partner agreed. Clint Mathis was set to testify against
Raina on the stand.
Why would he do that?
The body cam footage.
Here's... Clint Mathis's. She brings up the footage on the monitor.
You can see he's searching Kobe Harkes' vehicle.
Doesn't find anything, so he turns to his partner.
There's nothing in there.
Let me look.
Oh, you know it. Harkes calls after Rainer.
Thank you for your cooperation.
Oh, really?
Rainer returns with two bags of heroin.
Oh, okay. So that seems pretty clear, guys.
Mathis holds Harkes back.
All right.
Let's look at Hugo Reyna's body cam and get a side of the story. That's the
problem. Reyna's body cam didn't record the search.
The footage reads body cam offline.
He claimed it malfunctioned. It happens.
Well, the day he finds two bricks of heroin in his white whale's car.
Come on, Valentine.
There's no proof Reyna planted those drugs.
No, but one week after this arrest, Clint Mathis asked to be transferred to
DHS Task Force, breaking up a multi-year partnership with Reyna.
Clint came to me, said he needed a new challenge.
All right, well, now he's dead.
And Raina doesn't have to worry about what his partner was going to say on the
stand. You're barking up the wrong tree here.
Listen up, everybody.
We've got to widen the suspect pool.
Look at offenders Mathis put away the last five years.
Let's stop at nothing. You know what? Let's go ahead and belay that.
Marcus, can I speak to you for a second?
Dupal pulls Lieutenant Warren aside.
The analysts share concerned looks.
All right, look, man.
You don't give the orders in there. I do. Clint Mathis, Hugo Rayner, those are
my offices. I understand that. And I also understand that your judgment might
be a little compromised because of it.
NYPD is a four-letter word these days, and I'm not going to sit on my hands
while one of my own is accused of murder. You know what? Don't sit on your
hands. Set up a meet with Rayner.
Help us bring him in safely.
You asking me to sell out my own guy?
If he is innocent, you can help clear him.
But if he is guilty, if he did murder his partner and we go in through the
front door, that could get ugly.
So help us get to the truth without anyone getting hurt.
What do you say?
Later, Warner's seated on a park bench.
His eyes sweep the area.
I'm in position. Let's get this over with.
Maggie sits on a bench opposite him. All right, stay sharp, people.
Raina should be arriving any minute.
Got eyes on Raina.
Approaching from the bridge.
Reiner has short dark hair and stubble on his chin.
Copy. Approaching the lieutenant.
Marcus. Marcus stands as Reiner approaches him.
The two men share a hug.
Maggie watches them closely.
Clint, man. Yeah.
Can't believe it.
How you holding up?
Me? It's been a rough day for everybody there.
Maybe mixed feelings for you.
But with, you know...
Clint asked him to transfer out and all that?
No, no. That was nothing.
Got over it.
Didn't the lieutenant say Clint Mathis transferred for a new challenge?
Yeah, he did. Sounds like he might have lied to us.
Something went wrong between these guys.
Any idea who did it?
Feds took the case. Not telling me nothing.
Wait. Feds are involved?
He's giving up the game.
Okay.
Let's move in slowly. Casey decides to run.
Copy. Maggie and Green both stand from their benches.
When's the last time you and Clint spoke?
You all right, LT?
You seem kind of tight.
Yeah.
Long day.
Bumped into Clint last week.
Said he was on the task force.
Yeah, how was that?
It was only last week you saw him.
Not last night.
It's an interrogation.
Marcus, am I a suspect?
No, no. Listen.
Hugo Reyna, FBI.
Look at me. Oh, Marcus, what'd you do?
Andrew, I can see him now. Get up.
Do what they say, okay?
Maggie pats Reyna down.
Block 21.
Put that into evidence.
Hugo Reyna, you're under arrest.
I'm gonna get through this.
I'm on your side. Nah, man.
You sold me out.
Lieutenant Warne watches the agents pull Rainer away with a pained expression.
At headquarters, Kelly and Jubal step out of an elevator together.
We got ballistics comparing Hugo Rainer's gun to the shell casings found
at the murder scene, so it should have results soon.
What about Rainer? Is he talking? Maggie and Eva are questioning him now.
Yeah, all right. Thanks, Kelly. Keep me posted.
Hey. Jubal puts his things down at his desk. He glances across the floor into
Isabelle's office.
where Ian hands her a small plastic box.
Isabelle lowers the box to her lap and looks inside, then puts the box into a
drawer.
Ian. Ian gives Jubal a tight smile.
Jubal watches him go, perplexed. He knocks at Isabelle's door.
Hey.
Hey.
Everything all right?
Yeah. Yeah, why wouldn't it be?
I may be way off base here, but if there's something going on... I'm the
guy you can tell, you know?
There's nothing going on.
Okay.
You're kidding me right now.
You think I killed Clint Mathis?
You had means?
Motive? I was a pallbearer at his wife's funeral.
That man was my brother.
That's not what we heard, Hugo. He transferred to a task force to get away
from you.
Because you were dirty.
Right? You wanted Kobe Harkes. That's why you turned your body cam off and you
planted the heroin.
Clint didn't have the stomach for it.
Lady, respect?
But you got no idea what you're talking about.
Oh, yeah?
How do you explain this?
You punched him in the face.
Disagreement among friends.
Well, we got a different theory.
Clint got subpoenaed in the Kobe Harkes trial.
And he said that he wasn't gonna put his hand on the Bible and lie for you. Clint
said some things.
Yeah, but I told him I did nothing wrong.
Maggie nods, unconvinced.
You know, I got one.
Maybe we all got one.
That one guy that we'd be willing to do anything to put away.
And it's tempting to put your finger on that scale.
But Clint knew you planted those drugs.
And you weren't willing to go down for it.
This morning, you watched Clint kiss his daughter goodbye.
And then you shot him.
Problem solved.
Rainer shakes his head and clenches his eyes shut.
His eyes fix on the security camera.
I know you're watching, Marcus.
You gonna let him do me like this?
Marcus shakes his head as he watches the footage.
You wanna know if I ever pushed up against the line?
Damn right I did. But I never crossed it.
Not with Kobe Hawks, not ever. Then where were you at 8 a.m.? Greenpoint.
There's a card game at a lamp store.
Started last night, didn't leave till 10 a.m.
you can check it out oh we will not dirty and i didn't kill my partner how
do we know for sure because i'm a cop clip me we didn't ride together no more
but that bond between partners that never goes away tell me you get that
he gives both agents imploring looks they avoid eye contact i didn't kill him
and it's obvious who did hugo reina insists kobe harks killed his partner
Reina's alibi checked out. His card game and ERT cleared his sidearm. Meanwhile,
Coby Hark's trial's right around the corner.
I mean, there's motive there.
Staring down a long sentence, he tried the dirty cops defense, but it stalled.
So if you're desperate, maybe you try to greenlight the cops who pulled you over.
Well, time to change our focus to Coby Hark's. Let's bring him in.
My client's no fool.
He knows you're looking to the murder of Clint Mathis, just like he knows the
NYPD is out for his blood.
We appreciate the opportunity to clear the air.
Pulled my little brother through law school.
Best money ever spent, huh? Why would the NYPD want to pin this murder on you?
Me and Tab, we grew up in the grant.
You familiar?
Mm-hmm.
When you get to where we are from where we came from, you realize quick
everybody wants to drag you back down to where you started.
I'm not mad.
It's human nature.
Your office is a where.
that the NYPD gang unit already attempted subterfuge on my brother last
March. Faked the traffic, stopped and loaded my car with H.
Kobe was about to pierce the veil of police corruption at his upcoming trial.
Now we know the NYPD would do whatever it takes to silence my brother.
Including graduate me the cop killer.
But it won't work. Clint was gonna testify against you. That's why you
killed him.
We live by three rules.
Family is everything.
If you wanna build something, build the best.
If you're going to fail, do not be the architect of your own destruction.
If I was who you say I am, carelessly driving around with my own product and
my own car, killing a decorated cop whose testimony might have helped my
case,
I would fall into that third category.
And you'd never break one of your rules?
I'd rather die.
Isabel, Jubal, and Warren watch as he's escorted from the station.
Guy hasn't left the parking lot and you're already clearing him. What? No
one's taking their eyes off Harkes, okay? I got the jock digging into his
alibi as we speak.
We both know it'll check out.
Man's got a hundred soldiers. Any one of them could have pulled the trigger.
Worst part is, FBI doesn't plan on doing a damn thing about it. The plan,
Lieutenant, remains the same.
Find the shooter. If we have to roll up our sleeves to tie him back to Kobe
Harkes, so be it.
You know what?
There's still something from before.
that we haven't turned over the daughter but yeah exactly if the mathis was
undercover for months right he never saw his family once and then on the day he
breaks cover he's killed maybe the daughter knows something later maggie
and green are seated in a lounge with ariel and an older woman you know if i
were to guess this was all pretty scary for you your dad leaving for months at a
time Not knowing when he's going to come back. I'm sure he worried a lot.
And then today, he shows up before his job is even finished.
Has he done that before?
No. Did he tell you anything about what he was working on?
No. Was he behaving out of the ordinary or weird?
No.
He was just being himself.
What does that mean?
Well, I didn't see him in months.
Then he shows up with a...
Stupid bear, like for a little kid.
It was corny, but... I should have said thank you. I
should have told him I loved him.
And now... I'm sorry, Ariel.
Has your dad given you gifts like this before?
No. Do you still have the bear he gave you today?
Ariel sighs, then stands and leaves the room.
She lifts her school bag and opens the zip.
Maggie stands and watches as Ariel withdraws a light brown teddy bear.
Stupid thing doesn't even sing like it's supposed to.
Maggie investigates the bear and finds a zip on its right-hand side.
She reaches in and finds a small black rectangular case.
Maggie opens the case and finds a memory card inside.
Later, the senior officers are with Ian. They go through photos from the card.
This is the memory card from Clint's undercover phone. Let's see what we got.
Photos from the active club that he was investigating.
And then... All right, there are some pics that he took last night.
Yeah, what is this? Like a still from a security camera, yeah? Someone buying a
burner phone at a bodega.
Judging by the time stamp, it was on March 10th.
What's the significance of that?
That's the day before Colby Hart's traffic stop. Yes, so maybe he was
investigating the traffic stop one last time before the trial.
And I think he found something and then visits his daughter to pass it off.
Right. Well, we can assume he figured he was in danger and he didn't want this to
get in the wrong hands. So who is this guy? Yes, that is...
Fernando Balboa, 34.
He did time for robbery, attempted murder, recently beat a weapons charge,
and he is a known member of the Latin Kings street gang.
Yeah, the Latin Kings.
That's Kobe Hart's rival in the heroin gang.
They've been at war with each other for years.
All right, I think we've been in the dark long enough. Let's get a team over
to Balboa's last known address.
Yes, ma'am.
Later, Eva and Skola arrive at Balboa's home.
They step out of their vehicle wearing Kevlar vests.
He lifts a tarpaulin on a car.
They duck at the sound of
gunfire.
They enter as a fistfight spills into the hallway.
Rainer and Balboa are locked in a brawl.
Balboa throws Raina through the doors of a cupboard. Raina kicks back, throwing a
punch.
Raina holds
his pistol.
Go ahead, tell him! Tell him about the drugs! And tell him how you killed
Clint! Raina, you need to put it down!
Look at me!
Now! Come on, Raina. We're just trying to put the pieces together, Sam, as you.
You haven't crossed that line yet, so don't you make a decision you can't walk
back from.
Wall Street weapon.
We'll take it from here.
Sweat beads on Raina's face.
His pistol is at Balboa's throat.
Raina clenches his eyes shut with an anguished look.
Come on.
He reluctantly withdraws the pistol.
Get up.
Skola pulls Balboa to his feet and pushes him against a wall.
He cuffs Balboa's wrists behind his back.
I'm gonna get a lawyer.
Gonna own all your houses.
Eva finds a gun on a couch and picks it up.
I got a Sig P220 in .45.
Same caliber that killed Clint. Eva sniffs the gun.
It's recently fired, too.
Eva locks eyes with Rainer, who grits his teeth.
Reina paces in the interrogation room.
So, do you want to explain to us what in the hell happened back there, Reina?
Clint got killed and I couldn't stop it.
Least I could do was find the bastard who killed him. You definitely found
him. The RT just confirmed.
Valboa's weapon is the one that killed your partner.
Told you.
Problem is, we're left asking how.
Okay, how'd you make Valboa for the shooter? How'd you find him?
How'd you know he planted the drugs in Kobe Hark's car?
Hugo, we're not IAB.
Okay, we're not here to jam you up.
But you need to come clean.
Everybody thought me and Clint hit the jackpot when we rode Kobe Hawks at that
traffic stop.
But it wasn't just dumb luck.
So what are you saying? That you knew those drugs were going to be in that
car? Yeah.
Not because we planted them.
We got an anonymous tip.
From a burner purchased by Fernando Balboa?
Yeah.
We didn't know who tipped us at the time.
I just got a text.
It said, Kobe Harkes is having dinner at Via Corrada, and he'd be leaving in a
blue BMW.
Message ended with, check the back.
Clint, he thought it was too good to be true. I wasn't about to pass up on a
chance to take down Kobe Harkes. Okay, so you acted on the intel, and then
what? I posted up across the street, eating some slices while Harkes wolfed
down a $500 tomahawk. Sure enough, he leaves in a blue Beamer.
We pulled him over for failing to signal a turn.
He consented to the vehicle search?
He did.
Clint looked in the back.
Didn't find nothing.
Then I looked. I checked the subfloor where the spare's supposed to be.
Boom. Two kilos.
Made the arrest.
I was riding high.
Clint, he started questioning the bust.
Too easy.
Accused me of planning the drugs. Of sending the tip to myself on a burner. I
told him to get his head on straight.
He shakes his head with disbelief.
Your own partner?
Accusing you like this. Couldn't even look me in the eyes.
It was like... It was like I was one of them.
So you're saying that before today, you never tried to figure out who was behind
that anonymous tip?
Clint let that out of the report.
I guess he figured he was doing me a favor. Until Kobe decides to fight the
charges, go to trial, subpoenas go out, now Clint's got to testify.
And that's what the fight was about last night.
Clint said he didn't want to lie for me no more. I told him he didn't have to
lie for me in the first place. The tip was legit, and if he didn't believe me,
he should chase down who sent it once and for all. So Clint finally starts
digging for the answer, and he gets killed.
Because of me.
Well, you didn't point the gun at him, Hugo.
When I heard he was dead, I realized, damn, Clint figured out who sent the
Hark's tip.
Hernando Balboa, Latin King.
Clint told Balboa he was going to put it all on record.
Balboa panicked, followed him this morning, and took his shot.
But how does a known rival of Koby Hark's get two kilos into his trunk?
The agents share a look.
Jubal and Warren watch the interrogation.
Oh, it seems like you guys had a pretty serious falling out.
All this time I was sure I knew what was going on in my own house.
Jubal stiffens as he listens.
Come on, Fernando.
The evidence is piled against you, my man. We know you killed Clint Mathis
this morning.
Now, we can help you avoid the needle, but you gotta help us. Help you how?
Tell us why you planted the two kilos of heroin in Kobe Hark's car.
You guys got it twisted.
Straighten us out, then.
I didn't plant those bricks.
You really think a Latin king could get anywhere near Kobe Hark's?
You're the one that tipped off the NYPD that the drugs were in the BMW.
Okay, yeah, whatever.
That's it.
That's all.
After that, everything was supposed to go back to normal.
One more war, both sides making money, instead of losing it.
And I'd finally be even.
Even with who?
Fernando, who are you protecting?
I'm done talking.
Y'all gonna get my family killed too.
All right, folks, listen up. So, we now know that Fernando Balboa sent the text
that led the NYPD to finding drugs in Kobe Harkes' vehicle. We also know it
was not his idea, which means whoever set today's events in motion is still
unknown and at large.
Yeah, so the real question is, who does Balboa work for and who had enough
leverage on him to get him to text the tip?
I dug deeper into Balboa's legal history.
Last year, he was arrested for illegal firearms possession.
Would have been his third strike.
Right, leaving him staring down some pretty serious time. Except the case was
dropped after Balboa's counsel won a long-shot motion that got the search
tossed. He must have had a hell of a lawyer. He did. Ready for this?
It was Tab Harkes, Kobe's brother.
Wait, the Harkes hate the Kings, right? Kobe hates the Kings. They tried to kill
him when he was locked up at Southport. Kobe never forgot, but maybe his little
brother did.
Are we suggesting Tab Harkes arranged a heroin bust to frame his own brother?
To what end?
How about to end the war?
Harkes' organization has been bleeding money fighting the Latin kings. A truce
would allow them to focus on what they really care about, getting paid.
And the only person standing in the way of that truce is Kobe.
So we think Tab Harkes staged a coup because it was good for business.
It's a hell of a theory.
The only problem is Balboa's not talking, and without proof... Tab Harts
wouldn't get away with his partner cop's murder.
There's a way to get Tab Harts to confess to all of it.
The frame job?
Clint's murder.
It all depends on how street you feds are willing to get.
Elise glances back and forth between Isabelle and Jubal, who both stare at
Warren.
So, we were able to bring Tab and Kobe in separately. Neither brother knows
that the other's in the building.
Good. Now we got a better shot at playing them against one another.
Exactly, yeah.
Here we go. Hope y'all can make this quick.
Only came down here as a courtesy to the Bureau. My time is precious.
Got clients to tend to.
Funny you say that.
We got one of those clients here right now.
Across the hall, actually.
Care to tell me which one?
Your brother, Kobe.
If that's true, I need to be in that room with him.
As you know, I'm my brother's lead counsel.
We do know that.
But after he hears what we have to say, I doubt he's going to want you
representing him, Tobias.
In fact, I don't think he's going to want you anywhere near his operation.
All right, I'm just going to be straight with you.
Okay, you're a drug dealer, Kobe, and we're the FBI. So on any normal day, we
would be on opposite sides of the law. But today, our interests align.
Well, it turns out that you were right.
Someone did plant those drugs in your car last March, but it wasn't NYPD.
Kobe narrows his eyes.
Your brother, with drugs that he acquired from the Latin King.
I ain't gonna sit through this. I know my brother.
Tab wouldn't be caught dead doing business with them.
We thought the same thing when we found that.
He passes Kobe a deposition.
His brother Tab is listed as Balboa's lawyer.
Your brother Tobias represents the top Latin King's lieutenant, Fernando
Balboa. This is his deposition from December 28th.
So,
last year, Balboa got snatched up on a weapons charge.
Things were looking pretty grim. It was his third strike.
20 to life.
That was until you intervened, which meant that you got his case thrown out
before he'd even made it to court.
That was good for you.
Now Balboa owed you, big time.
You intended to cash that in.
We have a professional obligation to provide pro bono services to New Yorkers
who can't afford legal counsel.
I feel the need.
What kind of attorney's fees would your brother charge to do a case like that?
$100,000?
$120,000?
That's roughly the value of, what, two kilos of China white heroin, like the
kind found in your car?
Fernando Balboa paid your brother with his own product.
Your brother, Tab, then took those drugs and planted them in the trunk of your
Beamer and enlisted the help of Fernando Balboa to tip off the NYPD from a burner
phone. That's how the gang unit knew to pull you over that day. And it's exactly
why you're still looking at 20-year minimum for possession with intent to
distribute.
Your own flesh and blood sold you out.
Toby stares back with a wry smile.
Once you got your brother out of the way, you could finally do the one thing
he would never sign off on.
Partner with the Latin Kings.
Except one of the cops who pinched your brother put it together and confronted
Balboa last night.
Balboa panicked, called you.
You gave him an ultimatum.
Silence the cop or the deal is dead.
That sound about right?
That's a hell of a story.
But without Mr. Balboa's cooperation...
These allegations will never stand up in court. They don't have to.
All the FBI has to do is convince one person, and that's your brother.
She puts a tablet on the table in front of Tab.
It shows footage of Toby from the other room, with a look of deep indecision.
Looks to me like we've accomplished that goal.
So, you have one move left, Tobias.
You confess to setting up your brother and ordering the hit on Clint Mathis.
And then you're going to let us arrest you and take you into custody.
Because we both know, you walk out those front doors, you're not going to last
one night on the street.
You broke two rules.
Never be the architect of your own destruction.
And the most important, family is everything, Tab.
You know why my brother calls me Tab.
It's not because my name is Tobias.
It's because that's how he sees me.
When he gets up and leaves, I'm the one that picks up the tab, cleans up the
mess. The man treats me like the help.
But he's nothing without me.
And he knows it.
You sure you want to test that theory?
He swallows, then gives Maggie a steely look.
I'll take my chances.
Tab turns away dismissively.
Maggie blinks, then shrugs.
She looks to Agent Green, who follows her out of the room.
Lieutenant Warne watches the interrogation, grinning.
Okay.
I did my part. Now it's your turn. You don't want to hang out? See what comes
next.
I got to meet with my unit.
We're going to apologize for everything that went down today.
Get my house back in order.
Don't understand.
You're a good cop.
I appreciate that.
He pats Jubal on the shoulder, then leaves the room.
Later, Jubal and Maggie escort Tab down a flight of stairs.
Maggie leans in to Jubal.
This is a gamble.
Tab walks out those doors, he's never going to pay for setting up his brother.
We're killing a cop.
Tab leaves his visitor pass with security.
Toby slams his pass on the desk next to him. Need a ride, little bro?
He turns face to face with his brother.
The two brothers share a lingering look.
Toby's eyes are dewy.
Tab's resolve cracks.
He swallows.
and looks to a car outside with tinted windows.
Yeah.
I do.
The brothers stare each other down. Then Tab turns and raises his hands.
I'd like to confess the conspiracy to murdering a police officer.
Yeah, USA's waiting upstairs.
You can tell her the whole story.
Tab walks off with an officer.
Toby watches him go, then nods to Jubal and leaves.
Jubal stares as Toby marches out the front door.
He turns to Maggie behind him, who grunts with surprise.
Oh, I bet Kobe never expected someone in his inner circle to betray him like
that. Outside, a driver opens the car door for Kobe.
Yeah, well, I guess you never know.
Jubal's eyes turn misty.
Later, it's nighttime at the docks.
Isabel walks along a waterside chain-link fence below a bridge.
She climbs a flight of stairs.
then emerges onto a rooftop, where OA waits, staring ahead.
He stands as she arrives.
Hey. Hey.
Ian built what you needed.
Inside are two small devices and a white rock.
Is this supposed to look like this?
Yep.
Don't worry, I have a plan.
Good. Now use it to take Anavork down and close the circle before it gets any
bigger. Yes, ma'am.
You were followed.
No, I wasn't. They hold their guns at the ready.
then slowly lower them.
Dupil steps onto the roof with raised hands.
Isabelle and O.A. both holster their guns.
Somebody want to tell me what the hell's going on?
Dupil is shaken and emotional.
Isabelle and O.A. both take ragged breaths, then look back to him.
