Today, in Bermuda, tourists cause
mayhem on the roads...

...and a cruise ship passenger
is under suspicion...

They found some sort of powder
substance on their person.

Can you just... ..and police keep
watch on the capital's nightlife.

Open up! Hello! Can you hear me?

Bermuda's turquoise waters attract
180 cruise ships and thousands

of visitors each year, all keen to
explore this subtropical paradise.

Tourists arrive en masse,
you know, on cruise ships

and that swells
the population of Bermuda.

And with so many visitors from the
US, they quickly learn

that driving on the left is all
part of the Bermuda experience...

They don't always remember which
side of the road to be on.

...which is an accident
waiting to happen.

Police Constable Jason Ming is on
patrol in the west of the island,

travelling in convoy with fellow
Police Constable Rajiv Bailey

and Deforest Evans.

A native of Bermuda, Officer Jason
has been with the police

service for 35 years.

Good times, bad times, but all
in all, I love the police service.

A day can't go by where you don't go
out and smile, so I'm that

person that's going to try to make
you have that smile for the day.

A call comes in reporting a road
traffic collision on the far

side of the island.

All officers head to the scene.

Accident with injury on Trimingham
Hill. So, you never know how

bad the accident is, so you try to
get there as soon as you can.

On Bermuda's narrow, winding roads,
only officers with advanced

driver training, like Officer Jason,
are cleared to drive at high speed.

We tell our people
when they're driving

not to get too involved in it,
so that they

don't think about what's down there,

you think about your drive,
you know.

Two American tourists, a husband
and wife from a cruise ship,

have crashed their rented
motor scooter.

Officer Deforest Evans was
one of the first on the scene.

So, ma'am, how you, how you doing?
I'm doing well.

My name is Constable Evans
from the Road Policing Unit, OK?

If you could just explain
what occurred, to me, here,

that you can recall.

Well, we were making a U-turn...
Mm-hm.

...and trying to go back
into the direction where we were

headed to, and the scooter hit
the kerb a little bit and rolled

over slightly, and my husband kind
of got caught up underneath of it.

OK, but you're not hurt at all,
right? I'm not. OK.

He protected me.
That's, that's a great husband.

That's a great husband. The best.
He's mine.

Pulling out here in traffic
and it hit the side of the kerb

and couldn't... couldn't get
away from the kerb and down it went,

and she went on top of me.

He complained of injuries to,

or soreness to the
left side of his ribs

and then he had a little bit of what
we call road rash on his left knee.

He seems OK now.

I had a conversation with him
and asked him

if he feels confident to hop
back on his cycle.

Shaky. A little sore.

That's the major part.

Officer Jason directs traffic round
the accident scene.

You don't want to get
a backup of traffic and,

and have something else to deal with
that's getting out of control,

so you want to be able to take care
of that situation

as fast as you can.

You guys, are you guys going to call
a cab or how are you thinking?

You think you're going to be OK with
riding? If not,

we will call delivery company to,
erm, to come and collect this cycle.

After their traumatic experience,
the tourists are keen to swap

roadside chaos for
cruise ship luxury.

There's a nice steak and, and
lobster. You get it tonight, right?

You, you deserve it tonight, yeah?

You deserve it.

Shaken but not seriously injured,

they decide to get
back on their bikes.

Sad to meet you.

Sad to have had to meet you.
No worries.

No sooner have the officers
wrapped up one crash,

when another call comes in.

That's where he's going.

Another accident occurred, er,
a few miles down the street,

and it's some more tourists on,
on rent-a-bikes, and they struck

a wall, so we're going down there
to sort out that one as well.

This time it's more serious.

The former naval dockyard is
Bermuda's busiest port,

receiving over 300,000 people
each year.

That means checking hundreds
of passengers for controlled

substances to keep the island safe.

It is a very rewarding job to know
that you're here to protect

your borders and the island that
I love and where I live as well.

To protect our community.

Officer Angela Simmons has
worked for Customs for 25 years.

I have seen practically every
drug there is.

A lot of it actually
is personal use.

And it's often the most dangerous
drugs that passengers attempt

to bring in.

We're seeing fentanyl here,
we're seeing crystal meth,

we're seeing, erm, heroin,
we're seeing cocaine.

If it's cocaine or any hard drug,
there's an automatic arrest.

People, especially
when they get caught,

they go into flight mode and you see
a whole different person.

We have emotional...
We've had everything here.

With 4,000 passengers disembarking,

Officer Angela's on the lookout
for anything suspicious.

Really it's like picking a needle
out of a haystack.

And without disrupting
the start of their holidays.

We're just observing passengers
as they're coming out of the ship.

The majority of the first lot of
passengers off the ship

have excursions,
on some tours around Bermuda.

We're looking for THC,
the marijuana vapes.

It's illegal here in Bermuda
cos it's, it's cannabis-based.

You two are travelling together?
Yes. Yes.

What is this?
Chewing tobacco.

Any vapes?

Are you carrying $10,000 in cash?

Yeah. I just can't... I'm scared!

Any prescription drugs?

You got any fresh foods in there?
No, no, no.

You all right?

Any drugs of any kind?
Any THC products?

I vape. What type of vape is it?

Nicotine. Nicotine? Yes. OK.

It's a scorcher today.

My feet are hurting.

I'm ready to sit down.
Hang in there, girl, hang in there.

With half the ship
still to come, Officer Angela

and the Customs team face a busy
morning ahead.

Officer Rajiv Bailey had earlier
attended an accident involving

a scooter rented by American
tourists from a cruise ship.

The police have now been
called to the second accident

just a short distance away.

We get tourists from Canada
and the US, and then our roads

are a lot smaller, right? So they're
not used to winding roads.

You know, them being on a scooter
can just be a recipe for disaster.

They don't know what they're doing,

or they didn't get the right
instruction in the beginning.

A woman who crashed her scooter
is not only from the same

cruise ship as the couple earlier,
they're close friends.

But they were from the same
party of people. So they've had

a collision further west, they've
tried to turn around

cos they found out that their mates
had a collision and in that, they

themselves then had a collision
with the wall

whilst trying to do a U-turn.

For them to find out that
their mates were in a crash

and then, they then turned,
tried to turn around

and then get into a crash,

you can't, you can't write that.

You can't script that, can you?

She's come off worse than
her friends with

the impact of hitting the wall.

Ouch.

When you get to a collision
like that and you take a look,

and you ascertain what the injury's
going to be like,

she initially said she may have
bumped her head, erm,

she's wearing a helmet, the helmet's
still fastened, so initially

you're not thinking the worst.

And the group of friends
are determined not to

let their accidents
ruin their holiday.

Really sad. I mean,
we're on vacation.

So, yeah, it was just an accident,
she's going to be OK.

We're going to get on the scooters
again and get them back.

Yeah, we'll be all right.
Oh, wow. OK.

It's a positive outcome.

The group are a little bruised,
but very grateful for the help

they received from Officer Rajiv
and the team.

You guys were phenomenal,

You want to make sure that people
are OK at the end of the day.

At Dockyard, Customs Officer Angela
continues to keep a close watch

over thousands of cruise ship
passengers arriving in Bermuda,

alert for anything suspicious.

Are you travelling with any
weapons of any kind?

Any drugs of any kind?

Meanwhile, in the south
of the island,

Police Constables Tyler Kendall
and Jameelah Sabir are on patrol.

I usually would go, erm,
camping growing up.

Nice. Go to St George's off of, er,
Hen Island there.

Oh, cool, cool. Yeah.

Oscar, Whiskey...

They receive an urgent call to
go to the cruise ship

terminal in the far north-west,

12 miles away.

Ten four.

Hours of checks on cruise ship
visitors have finally paid off.

Customs Officer Angela now
has a detainee.

So, we just received
a report of a person being

detained at Heritage Wharf,
on one of the cruise ships.

They're being detained

because they've found some sort
of powder substance on their person.

All right, what are we thinking, cocaine?

I'm thinking it could be.

So, we're, we're just at
Heritage Wharf now.

Erm, it's one of the ports of entry
for the cruise ships.

So the Customs Officers have
seized that powdery substance

and detained the person whose cabin
it was found in.

So, right now,
what we're looking at is probably

an arrest on suspicion of possession
of a controlled substance.

The Customs team hand over
the evidence

they've seized to the police.

Officers Tyler and Jameelah then
arrest the man.

So, we just came from dealing with
the gentleman inside

and we've arrested him
for suspicion of controlled drugs.

So, we have some powdery substance

and also, this looks like some
sort of vape.

The suspect has been found in
possession of a suspicious

white powder and a cannabis product,
which is illegal in Bermuda.

So, he said that he actually brought
it to Bermuda.

He wasn't aware that it was
illegal in Bermuda,

so he bought it in the US
and then brought it with him.

Sometimes tourists don't
understand that these

types of drugs could be
illegal in Bermuda.

The officers now take
the man to the main police

station across the other
side of the island.

That was the holiday over for him.

Nothing's really going to be
the same after that,

after you've been
kicked off a cruise ship.

With a 15 mile journey,
there's plenty of time to talk.

Right. Security?

Mm.

Mm-hm.

Mm-hm.

Right.

The suspect's nerves kick in.

He wants to know exactly how much
trouble he's landed himself in.

It happens unfortunately, yeah.

If it had just been the vapes
and stuff like that,

it's likely that it would've just
been a formal caution

and you'd have been
out of here by this afternoon.

But, unfortunately, with the...
what's suspected to be cocaine...

It is still a criminal offence to
have that in your possession.

He quickly learns that the offence
he's suspected of carries

greater weight in Bermuda than
it might on home turf.

Erm, it depends. It depends...
It does depend on the amount.

I didn't get a good chance
to take a look

at how much was found on yourself.

At the end of the day,

it's going to be the Department of
Public Prosecution that

has the final say and all.

It's not the start of the holiday
he planned.

His first day on the island will now
be spent in custody,

facing a possible serious
drug charge.

With the two tourist bike
crashes behind him, Officer Rajiv,

joined by his colleague
Police Constable Rachel Benedict,

is spending the last part of his
shift on crash prevention duty.

I've seen tourists...

And you can't blame them, right?

Because most of them are from Canada
or from the United States,

and they're so accustomed to
riding on the right side of the road

that their brain instinctively
tells them to come out of a gate,

or come out of a junction
and stick to the right.

So they're heading to visit
a scooter hire company

to see how well they equip
rookie riders.

You've got to reinforce that in
their head, because it's almost as

if they're pre-programmed to look
the opposite direction.

His colleague, Officer Rachel, moved
here from London just a year ago

and has experienced being
a learner rider herself,

albeit on the same side of the road
that she's used.

I rented a scooter for, like, three
months when I first got here. Yeah.

Which, actually, was fantastic cos
I got to see all of the island,

like, it's quite a freeing
experience,

but I would say it was mildly
terrifying to start with.

With each household in Bermuda
only allowed one car,

scooters are often
the vehicle of choice.

But to be fair,
in comparison to a car,

it's much more convenient,
wouldn't you agree?

Absolutely. It's lovely.
Really, like...

The only thing is the rain. If the
rain comes down... That was it.

I didn't have any waterproofs
for the first however long,

so I was just getting drenched.

To keep holidays accident-free,
the officers are making sure

first-time scooter riders are being
given safety advice.

Yeah, so in Bermuda,

this is one of the companies that
rents scooters on the island.

Livery cycles, they're capped
out at 50cc for a visiting tourist.

At the end of the day, you want
people to come here, you want

people to be able to get around,
but you want them to do it safely.

We had just gone to get an idea of
what kind of knowledge

they're imparting to their drivers
before they hire their vehicles.

We're constantly called to
road traffic collisions, and some

of them are really horrific, and if
that can be minimised by making sure

that tourists who hire bikes are
aware of the rules of the road, then

I think the rental companies do have
a responsibility in that respect.

You, you ready? Do you want me to
give you a rundown? All right.

This company is making sure tourists
understand the safety features

of the bike, with obvious prompts to
keep the road rules front of mind.

Officer Rajiv likes
what he's observed.

So, it was just coming down to
the safety of

what instruction they're getting.
And you did a prime,

great example just now with
giving them the instruction on how

to use the cycle, and that's what
I like to see. OK.

Yeah, erm...

Officer Rajiv and Rachel know
that despite proper instruction,

accidents with new
arrivals are inevitable.

My mum hired a scooter and literally
went straight into that bit of bush.

Oh! I went to her and I said,

"Mum, give it some welly
going up the hill,"

and she went, vroom, and straight,
straight into the bush!

There's always the risk of someone
giving it a little too much gas.

Officers Tyler and Jameelah arrested
an American cruise ship passenger

with what's suspected to
be a controlled substance.

Unfortunately, with the...

...what's suspected to be cocaine,
it is still

a criminal offence to have
that in your possession.

Officer Tyler learnt at an early age
how rewarding policing can be.

I am Bermudian born and bred.

My grandad was a police
officer in the UK first,

and so I kind of grew up
hearing all his stories.

As I kind of grew a bit older,
I kind of saw, erm,

more of what the police do and,
and I could picture myself

being there with them and, erm,
just, kind of, trying to make

a difference in the community
and give back.

The passenger arrested
claims that he was

unaware of the different drug rules
in Bermuda compared to the US.

Because he will be here for possibly
an extended amount of time,

it's good to just have
all his belongings,

as the cruise ship will be leaving
before he is likely to be let out.

They search his bags for any more
controlled substances...

So, we just take
all his stuff with him.

...but nothing is found.

Just wiggle.

Perfect.

So, you have a right...

The American tourist is
booked in by the custody sergeant.

Do you require
a lawyer at this time?

I can't tell you whether you should
or shouldn't, that's up to you.

Ignorant of Bermuda's drug laws,
he's now facing the legal system

as a foreigner,
and it's a daunting task.

OK, so what we can do,
we can allow you to speak

to our duty council, which is
free of charge.

That way you can speak to them

directly, instead of third-hand
information coming from your wife.

OK. That's good?

The custody rules in Bermuda
mean that the man must remove

all jewellery for safety reasons.

Can you take that off for me?

Yeah.

And he's far from happy about it.

Yeah.

It's not negotiable.

Sorry.

It'll be protected.

It's been a disastrous first day
of their holiday for the man

and his family.

His wife and children were also
removed from the cruise ship,

and with the ship due to depart,

they must now
remain on the island in a hotel.

Once checked, the suspect is allowed
a phone call to his wife.

He also speaks to his child.

So, I'm sure there's a lot of
emotions going for him

and also his family.

When I do see people getting
emotional, it can be one of the more

difficult aspects of the job.
You know, you do have to balance

that police officer with just,
you know, a human being aspect.

Now what we do is we take
the evidence that was seized,

and we input it into our system,
and then we're going to get it

taken to the analysis to confirm
exactly what it is,

and then a file will be prepared,
and then he'll be going to court.

While the officers wrap up
the shift, for the suspect,

the reality that his holiday is over
is finally sinking in.

Around the corner from the custody
suite is the harbour area

where tourists and locals
are experiencing a much more

enjoyable slice of island life.

Illidio Francesco

and Sherry Tucker
are on patrol for the event.

Harbour Nights is a street fair that
happens every Wednesday

for 18 weeks from May until August,
and it's for all of our tourists.

There's food, there's entertainment.

It's a big street fair
and everyone has a good time.

The three officers are all
reserves who work

as volunteers for the
Bermuda Police Service.

Officer Sal moved to the island 20
years ago and works in insurance.

I come out here on my nights
and weekends when I have free time.

You know, this is something that
I've been doing for the last

four and a half years now, and this
is something that I, I love doing.

During the day,
Officer Sherry Tucker

works in admin for the police.

I became a reserve officer to give
back to my community,

to serve and, and make Bermuda
a safer place.

Just take... Just one picture,
just one picture.

Officer Illidio, like 10% of
Bermudians, has Portuguese heritage.

I, I know all these people here,
for the Portuguese words,

these people working here,
right behind.

It might be fun on Front Street,

but for the three volunteers,
there's still work to be done.

Lots of bikes.

Oh, we got these two bikes.

Er, if there's any cars or bikes
that are parked,

we give 'em out parking tickets.

I like to write right on the ticket
as well, put, "Harbour Nights",

just so there's no question
on why this ticket was issued.

Even though he's giving out
a parking fine,

Officer Sal approaches ticketing
in his unique way.

The ticket used to be $50,
now it's $75.

And it's very sticky, so it's best
to put it on the handle,

cos sometimes
when they take it off,

it leaves some residue behind.

So you don't want to really stick it
on the mirror or right here,

cos you don't want to
ruin their bike.

Visiting tourists are sometimes
to blame,

but the officers can often exercise
a bit of discretion.

We are a bit more conscious because
these are people from another

country, who do not know,
so sometimes we give them a break.

Tonight's Harbour Nights.

You probably don't know
cos perhaps you're maybe a tourist.

So, you have five minutes to move
this bike off the closed

section of Front Street. All right.

OK, have a nice day.

While Officer Sal gives
the tourist some grace,

locals get much less leniency.

Is this your vehicle?

OK, this is a taxi stand right here.

These two vehicles cannot be here.

You can't go any further...

They told me I could park here.
No, you cannot.

I am telling you,

Front Street is closed,

Well, sometimes they get a little
argumentative cos,

at the end of the day, he knows

Officer Sherry hears over the radio
that there's a medical emergency.

driver just informed me that they
have one of the, erm...

who is dehydrated.

and on hand to help.

task of clearing the crowded street.

including its volunteer reserves,
continue to work to keep

the islanders and the thousands
of tourists safe from harm.
