For over two decades,

two nations have chosen to grow together.

Not through

transactions, but through trust,

through the exchange of knowledge,

experience, and the kind of

understanding that only comes from

working side by side.

This is what that commitment looks like.

In the beginning, the courses were

grounded and direct,

IT skills for a

country getting connected,

financial management for institutions

rebuilding from the ground up,

trade and logistics for an

economy ready to step forward.

Singapore brought what

it had learned across

its own decades of nation-building.

Cambodia brought the drive and the

readiness to put it to use.

I recently had the opportunity to attend

a course on speech writing

and public speaking at

Cambodia Singapore Cooperation Center.

I gained invaluable insights into

structuring impactful speeches,

mastering audience engagement,

and refining my delivery techniques.

In 2018, the center was reimagined,

renamed the Cambodia

Singapore Cooperation Center.

It became the very first Singapore

Cooperation Center to begin

operations in Phnom Penh and the first of

its kind across the region.

In 2022, it found its permanent home at

the ICON Professional Building.

But the learning never

stayed within four walls.

Participants also

traveled to Singapore itself,

experiencing firsthand the institutions,

systems, and ideas that have shaped one

of Asia's most remarkable stories.

Through CSCC and SCP program,

I have gained my valuable insight into

how emerging technology can

shape the future of Cambodia.

The knowledge acquirer is applicable

directly to parliamentary modernization

and SME policy discussion.

Inside the CSCC, the courses reflect

where Cambodia is going,

using technology to

strengthen food security,

empowering micro, small, and medium

businesses to thrive

in the digital economy,

strengthening public governance and

leadership at the most senior levels,

driving innovation in

policymaking that works.

Over the past decade, the Cambodia

Singapore Cooperation Center

has been a cornerstone of Singapore's

partnership with Cambodia,

supporting the development of Cambodia's

public service through

targeted training programs.

Evolving from foundational skills

development to cutting-edge digital and

governance programs,

the CSCC has grown

alongside Cambodian's ambition.

Since 2002, more than 19,000 participants

have participated in capacity building

under Singapore Cooperation Program.

Every number is a person who went back to

their desk, their team, their community,

with something new to offer.

I am confident that the

skill I learned from the course

will significantly contribute to my

professional performance

and the effective representation of the

Ministry of Commerce.

That's how I realized that what I've

learned from CSCC does help me a lot

in improving my skill in

making a better communication,

and it really worked

very well with my work.

With the continued

support of CSCC and SCP program,

I would like to encourage my colleagues

and other government officers

to benefit from the programs.

In here, we are not sharing only the

license, but we are sharing the future.

A partnership that

started with a shared belief

that knowledge passed

between people changes everything.

It still does.

CSCC is inspiring collaboration for today

to build a stronger

collaboration for tomorrow.

As we look ahead, we are committed to

strengthening our capacity building

programs to meet the

evolving needs. I hope that this

partnership will be the cornerstone of

our enduring friendship.

The training has strengthened my capacity

in evident best policy analysis, which

enabled me to provide more informative

parliamentary research to

the Specialized Commission on

Economy, Finance and Banking, as well as

Investment and Commerce. With the

continued support of the

SCC and SCP programme, I would like to

encourage my colleagues and other

government officers to

benefit from these programmes.

One of my best memories is in the course

of media management and public diplomacy.

At that time we had to choose a role to

act in the class, in the discussion.

At that time I have been

chosen to be a spokesperson,

where I had to face many media people.

They are doing

strike, demanding the land.

I have to choose with active, I have to

confront with activists, with people,

the local people in the community to

handle those land disputes at that time.

And back then you know what?

So until now what I was working is I had

to handle those media management

and I found it very useful.

But until now I have become a

spokesperson of the Ministry,

where I have to handle a lot of problems.

I have to answer questions to many

people, to media, also the public,

about problems related to

legal and judicial matters.
