as I see it, our problem is not determining whether
the fires are incendiary or not, or how they're set.

Our problem is in anticipating the next move.

The Commissioner warned that even though
a pattern of terror has been established,

policing the areas that must be covered
presents a formidable problem.

Transportation, warehouses, power plants
and water pumping stations are all potential targets,
and may be struck next.
