As far as this case
is concerned,

the court has concluded
from the proceedings

that the main defendant,
Kamran Haider,

has committed the heinous
crime of rape

under Section 376 of
the Pakistan Penal Code.

Based on the evidence presented,

the circumstances,
and the facts of the case,

the defendant's guilt has been
proven beyond any doubt.

The court also finds
that in this case,

the roles of the other defendants,

in addition to that of Kamran Haider,
cannot be overlooked.

Before passing judgment on
the main defendant, Kamran Haider,

this court will issue its ruling
regarding his five employees

and Inspector Shafiq.

Mureed Anwar,

Maqsood Bhatti,

Shakoor Ahmed,

Dilawar Khan,

and Farzana Kulsoom did
surrender to the police

in the final stages of the case

and subsequently confessed
to the truth in court.

However, during the investigation
and proceedings,

these defendants aided
the defendant Kamran Haider

in covering up his crime.

Defendants Mureed,
Maqsood, and Farzana

knowingly committed perjury
in this court.

Therefore, the court finds

that these defendants are
deserving of no leniency.

The defendant, Dilawar Khan,
committed a dual offense.

He not only committed perjury
before this court,

but was also complicit in
concealing evidence

and covering up the crimes of
the primary defendant, Kamran Haider.

The defendant,
Shakoor Ahmed,

also aided Kamran Haider
in concealing evidence.

The defendant, Inspector Shafiq,

not only committed perjury

but also obstructed justice by
concealing facts during the investigation

and attempting to mislead
this court with fabricated evidence.

The court has been informed

that the police department
has initiated

its own proceedings
against Inspector Shafiq.

However,
in a case of this magnitude,

departmental action
is simply insufficient.

Therefore, on the grounds of
concealing evidence,

committing perjury,

and contempt of court,

this court orders proceedings
against all defendants

and issues a notice under Section 194
of the Pakistan Penal Code.

Your Honor, my only crime is
that I haven't committed one.

Furthermore, the defendant,
Kamran Haider,

not only committed the heinous
and unforgivable crime of rape,

but he also employed various
tactics to evade capture,

repeatedly breaking
the law in the process.

With these actions,

the defendant deliberately attempted
to mislead both this court and the public.

This court, under Section 376 of
the Pakistan Penal Code,

sentences the defendant,
Kamran Haider,

to 25 years of rigorous
imprisonment.

And the fourth woman is Kiran.

She may have acted
at the eleventh hour,

but she stood by the truth by presenting
evidence against her own husband.

But as a man,

I am now addressing all of you.

The responsibility also
lies with us men.

It lies with our entire society
to change our mindset and our attitude.

A society where women are already
hesitant to report cases of rape.

They already face victim-blaming.

“Why did you leave the house alone?
Why did you get home so late?

Why were you dressed like that?

Were you wearing a scarf or not?
Were you wearing a burqa?”

This victim-blaming becomes
so intense

that the victim herself begins
to wonder

if she was somehow at fault for
being harassed or for being raped.

We have to stop thinking
and saying that

the accusations are false because
the men in our society deeply respect women.

People can lie,
but the facts don’t.

From 2021 to 2024 alone,

174,000 incidents of violence against
women were reported in our country,

and who knows how many
more went unreported.

5,948 women were murdered.

8,799 women were
physically assaulted.

2,304 women were victims
of domestic violence.

127 women had
acid thrown on them.

16,135 women were raped,

and 1,636 women
were gang-raped.

Moreover, in most of these crimes,
the perpetrator was not a stranger,

but someone the women knew,
often a relative.

One woman wrote in
her suicide note

that she was taking her
own life due to the abuse

and mental torture from
her husband and his family.

She died, but her husband
and his family were acquitted.

While acquitting them, the judge
raised a poignant question

that our country’s law lacks a robust
legal framework against abetting suicide,

especially in cases of
domestic violence,

even though our neighboring country
has already enacted laws on this matter.

In domestic violence cases,
only 1.3% of abusers were convicted.

Since there are
no real consequences,

an average of 67 kidnappings,

19 rapes,

6 cases of domestic violence,

and 2 honor killings are reported
every single day.

Yet, despite having 480 gender-based
violence courts across the country,

a backlog of thousands of
cases remains,

and only 0.5% of those cases
end in a conviction.

If a woman refuses to
speak to you, no means no.

If she refuses to meet you,
no means no.

If she refuses intimacy,
no means no.

You don’t get to move forward.

You stop, right there.

Because it is her life,
her choice.

With the hope that all survivors like
Sehar receive justice, I take my leave.
