by the worst heat wave

New York has experienced
in the last 25 years.

say that blackouts are imminent.

And I just wonder at what point

it all comes tumbling down
on us.

I keep thinking we've exceeded
our capacity to maintain order,

but somehow we still manage.

Remember that old rule of thumb
in the police department?

The worst time in this town
used to be

a Saturday night in August.

That was when the heat drove
everybody from the Ghettos

out into the streets
till all hours of the night.

Why, we'd have more knifings,
assaults, rapes,

robberies and murders
in one night

than any other month
of the year.

Well, you can't go
by that rule anymore.

Look out there, every street
in the city is a Ghetto

because we have
chronic power shortages.

They turn off the lights,
the crime rate goes soaring.

Shut down the air-conditioners,
tempers go flying.

And law-abiding citizens
become mobs.

we'll have the officers
move the body to the trauma room

Guess we got no other choice.

Bunch of robbers
holding about ten hostages.
