12th, a security guard at the port of

finding a rigging knife containing a
piece of microfilm, immediately reported

to port authorities.

The knife was believed to have been
dropped by William Gates, a seaman from

United States freighter Tucson Queen.

Checking with the captain of the Tucson
Queen, authorities learned that there

was no crew member aboard by that name.

The Tampa FBI office was notified.

And while the security guard assisted
with an artist's conception of Gates,

special agent in charge Jim Russell
received a call from the harbormaster at

port of Tampa.

It seemed that the captain of the tanker
San Lucas reported a missing crew

member by the name of Leon Albanus
Ortega.

Ortega's description matched that of
William Gates.

liaison representative in Brazil.

Authorities down there located Leon
Albanese Ortega in Balagua.

He was a merchant marine and hasn't been
to sea in five years.

And his papers were stolen.

He lost them about three months ago and
simply failed to report it. It could be

the papers that Gates used to sign
aboard the San Lucas.
