This is Tal.

- Mikhail Vassily Tal, 49 years old,

former Russian SVR agent,

and one of the greatest threats to America today.

In 2015,

he carried out the bombings of Flight 6175 in Boston.

Twenty-one people were ripped apart

when the bomb was detonated

while the plane was at its gate.

Had that plane been airborne,

the death toll would've risen to include

every single one of the 283 passengers aboard that flight.

What most of you don't know is that the bombing of Flight 6175

was a trial run for 20 more bombings just like it.

Thousands of American lives were saved by the intel

that was gathered by the CIA.

But months later, Tal retaliated,

Forensics are still working on the cause of the explosion.

I mean, it could be tomorrow morning

until we get anything useful.

would need to be within ten feet of the target's cell

in order to rip it remotely.

- Which means we're looking for someone who was within

ten feet of Sebring at 3:28 on the 13th.

- We've got her.

She's a hacker named Ines Nguyen.

We caught her on security footage

at a café with Sebring.

ripping the cell phone of a Treasury Official.

An official who was killed in an office explosion yesterday.

of a children's hospital in Paris?

It's called a location cutout.

It's been decades since they were used.

They were common spycraft for the Soviet nations

during the Cold War.

Correspondence was constantly intercepted back then.

So operatives couldn't risk sending a map

of their actual location.

So they would send a section of a map

from a different city that looked like theirs.

A cutout.

Most cities have similar features, right?

Roads, bridges, parks.

In this case-- - An island.

Nemec was last seen in Brooklyn.

- The Governor's Island is closest to Brooklyn.
