to sign the peace settlement
that has eluded all parties for over a generation.

This peace treaty has been made available

through the initiatives
your Prime Minister was able to set in motion

and follow through in some of
the toughest and most intricate negotiations

in recent years.

And thanks is due too
to my Right Honourable Friend,

the Secretary of State
for Foreign and Commonwealth Affairs

who has, of necessity, been loaded down
