Sometimes I
feel like looking for Christina Whittaker

is the one constant in my life.

It's seen me through
apartments and jobs.

And relationships and deaths.

It's always there.

She's become such

how to let her go too.

It's been six weeks since
Darin committed suicide

and I still cannot believe it.

I've spoken to his family
and friends and...

no one seems to know
why he's taken his own life.

Like, I was supposed to be at his
house, like drinking beer right now,

like, talking about like, "did
you see another HPD car go by?"

Yeah, are they coming for us?

I may never know
why Darin did what he did, but

I know that I have
to keep pushing...

to finish what I started.

Christina Whittaker has been
missing for nearly 11 years.

And I feel like at this point,
it's do or die to find out.

What happened to her?

Over the past eight weeks,
I've been chasing

two promising leads from
the prison informant,

who I discovered
within HPD's records.

The first centers around
new information that suggests

Christina was working as
a confidential informant

for the Hannibal PD.

I've suspected she was involved
with the PD for a while now.

And the Intel I've gotten from
him so far, has checked out.

The second lead I'm pursuing is
coming from the same informant.

He appears to have
in-depth knowledge

regarding the whereabouts
of Christina's remains.

And he promises
to lead me there.

Proving Christina was
recruited by HPD

and was working undercover on
their behalf would be a game changer.

CIs regularly find
themselves in dangerous situations.

And if Christina's cover was
blown, that could've given someone

a strong criminal
motive to harm her.

I've been sending
aerial photos to my informant

and exchanging calls with him to hone in
the exact location he claims she's buried.

Across the river from Hannibal
in Pike County, Illinois.

He said when
you're coming down this road,

you'll see a house on the left

and there's like a little
path on the right.

I've been consulting with
the Pike County sheriff

to help identify the correct
section of the riverbank

my source is describing.

It's imperative to pinpoint
the exact location

before we bring in the resources
needed to conduct an official search.

As for verifying whether
or not Christina was a CI,

it appears we are on the verge
of finally discovering the truth.

Hey, we got the records.

The probation records?

Yes, probation records.

The judge released them to
give me a copy of the whole file.

And Christina was
listed as a CI.

No way!

We were
absolutely right.

Okay.

Yeah, we'll have to get
together and we'll have to go over these.

On June 3rd 2008,

a year and a half
before she goes missing,

it says that Christina was pulled
over for driving while revoked.

Her license had been revoked
because of other traffic incidents from before.

According to these
probation reports, the officer says

she can get out of it if
she works for the DA.

It looks like the probation officer
told Christina "to think about it."

- And the long-term effect of being a CI."
- Yes.

It doesn't say

what they wanted
her to do as a CI.

But, one of Christina's
friends told me about

this incident
of getting pulled over.

But she said she got
pulled over because of drugs.

- Christina gets pulled over at 1:00 p.m.
- Yes.

At 2:00 p.m, the probation
officer was called to HPD because

a girl said that Christina
came over to her house

and dropped a pound of
cocaine on her table.

Where the hell did she get
a pound of cocaine from?

Right, we... we
don't know the answer to that.

Because HPD denies that
Christina was ever a CI for them.

Denies it.

Ah, now let me ask you this.

If Christina was pulled
over for buying drugs

from an undercover
or another CI,

would it be in their interest
to not write up a ticket,

to say that we caught
her with drugs?

could have been used as
probable cause to pull her over.

Well, if they charge her with driving while
revoked, the penalty is not that great.

So, it's not a big surprise
that she didn't go to jail.

They'd also been a CI for HPD.

And her HPD officer advised her
to not be around Christina Whittaker,

because she was probably
wearing a wire.

For a police officer,

Despite HPD's denials,

Christina was working as a CI.

And the implications

And that gives me a lot of
confidence that his Intel

about the location of
Christina's remains is solid.

And they have
a couple dogs.

So, they'll run the dogs

each other out.

to concentrate and do his thing.

The way those dogs were right
here, I really feel confident that

have a chance with HPD.

If it was in their hands, they probably
would have solved it in like two weeks.

I found out that the reason that

Darin committed suicide,
which was kind of murky to me

when I found out it had happened

was because he was caught
with child pornography.

I trusted him with my life.

To me the shining star
in Hannibal was this person.

I started thinking...

what am I doing?

I can't trust this family.

Sometimes I feel like I doubt
myself when I'm with them.

But then I... I anchor
myself in people.

That I would have never thought
would've done something like this.

And that's a lie.

literally don't know what's up
or what's down right now.

The people that I thought
were the good guys

and the people that I'm afraid
are the predators like,

what if that's all screwed up?

You know? Why am I doubting
Cindy and trusting Darin?

Darin turned out to be
a freaking pedophile.

So what am I supposed to do?

I don't know who to trust.

you hear about Darin?

the Sheriff's Department

because they were corrupt.

He was forced out because

me that they found out

that he had hard drives full of

of these alleged photos
or if he took them himself.

to trip out about

his motives for helping me.

If he's got all of these

photos and stuff of young girls,

like, who knows if like,

Christina could've been
one of those girls.

At this point I have to
question everything.

When I heard that
he did what he did...

And I thought, "Bet they
got him on child stuff,"

because when my daughter was
younger, he was always trying to

photograph her in
bikinis and stuff.

I said, "Dude, she's like 15.

And she's not gonna go over there
and parade around in her little bikinis

so you can take pictures of her in
front of these balloons and stuff."

He was a freak.

My mind couldn't have been
any more blown and I'm like...

Oh, it is such a bigger problem
than anybody even realizes.

So, I'm telling you, those hard
drives... He's worried about something.

I can almost guarantee you

that there is tons
of photographs

on them hard drives
what he's worried about.

You know, just a mere
possession of them

is going to get you
thrown in prison.

So... and then if you
transmitted them over the lines,

the feds are going to have
a heyday with you.

It's been a lot.

Just it... less than 24 hours
since that broke to us.

- And we were just like...
- I didn't know you guys had used him.

He was a... he became
a good friend of mine,

you know.

I think he's got this
personality of...

he isn't going to do anything
for you just to help out the cause.

I'm sorry your friend
turned out not to be such

a great person, but it happens.

It's the 11-year anniversary
of Christina's disappearance.

Normally, I'd be calling Cindy on
this day to ask her how she's feeling.

Um... but...

I haven't known what to say
since I saw those home movies.

Cindy may have plenty of reasons

why she hides things because

she may feel that mistakes
made in the past

have no relevance
to Christina's disappearance.

And why set herself
up to be judged

for things that
happened a long time ago?

Everyone's made mistakes.
I know I have.

I emotionally attached
myself to a family

that I really wanted to help.

Investigators are warned not
to get too close to a victim

or their family members.

It'll cloud your judgement.
I get that now more than ever.

And seeing those home
movies made me realize

that if we don't put every
possible clue and potential

motive on the table,

it leaves us trying to solve a
puzzle without all the pieces.

We're never going to get
the full picture.

Which may mean we won't
ever find Christina.

Over the years, Christina's
friends told me that she left

after an intense
argument with Cindy.

And I've wondered all this time,

could that claim be true?

And what could be so serious

that Christina would be
motivated to leave because of it?

Many people who claim that
Christina and Cindy fought,

insist they know the reason why.

Seven people...

some who claimed
first-hand knowledge

have told me...

that Christina was being
sexually abused...

by her step-father, Alex.

I heard something about Alex.

Christina, she
brought that stuff up.

What did she tell you?

Said he...
molested her, younger age.

Her and her daddy had a little
falling out and she brought that stuff up.

She came home drunk. He told
her to come home drunk or whatever

and she came home drunk
and he had his way with her

the way I understood it.
I don't know.

Alex did a lot of bad
things to Christina at a real young age.

And Christina learned that
if she allowed it...

as she caught on eventually

she could start getting
things in return.

I first heard the Alex
accusations years ago.

And I wanted to dismiss them
as nasty, unfounded rumors.

As time went on, the list
of accusers grew.

I'm just at the point right now
where I can't ignore these allegations.

But I'm not
a trained investigator.

I don't know how to even begin

to question somebody who is
accused of sexual abuse.

However, as
a police investigator,

Gina learned how to approach
people accused of sex crimes.

And we thought it would be more
appropriate for her to talk to Alex.

So, there was
never any...

No.

Well, me and my wife
split up one time.

We wasn't split up very long.
We got back together.

But you think
that's where the rumor started

is when you and Cindy
split up for a little bit...

That's about the time.

I think. Yeah.

I left and then Christina got
kicked out just for short time too.

And that stupid-ass
rumor started.

You know, that we staying
together and she was only...

- 17 or 18, so...

Why would people
say that though, Alex?

I mean, when we had parties
and stuff she would

come over and flop on your lap

that people even think that.

Alex categorically denies
these allegations.

He says that they are nothing
more than ugly rumors.

And since no one that has come forward
with these allegations can offer any proof,

I have nothing to go on.

Since I joined
the search for Christina,

I've always felt two entities have
withheld important details about the case.

The Hannibal PD and Cindy.

I now know that the HPD
has had plenty to hide.

And while Cindy hasn't
always been honest,

I believe she loves
her daughter very much

and wants her to be found.

However, if she holds
back information,

it makes it that
much more difficult

for those trying to assist her.

Marita Malone, who was
a special agent for the FBI

for nearly 30 years

has become an advisor to me.

And she believes that she can get
Cindy to open up in ways that I can't.

I feel like this is it.

My best shot to make sure
I'm getting the truth.

Once and for all.

There aren't
too many missing person's families

that have kept the case alive
as much as you have.

I mean, you have really
done an outstanding job.

We need your honesty.

We're trying to help you

and I have to ask you
some difficult questions.

might be covering up something

I was raised in a family
where, you know, violence...

He had been in the war and you
know, he demonstrated violence.

- You know, toward my mom and I was raised with brothers.

You know what I mean? Somebody
hits me, I'm gonna hit them back.

- Yeah.
- You know I never initiated fights and Brian...

My son Brian never... He's never
been barely the one to initiate fights.

But if somebody hits him,
he's gonna hit 'em back.

I mean honestly, I raised
my kids like that.

I raised Christina like that.

- Somebody hits you, you know, take up for yourself.
- Yeah.

You know they'd argue amongst each
other, they'd feel very guilty about it.

And it sounds like
Brian felt really bad

about when he beat Christina.

He felt so bad he tried to
kill himself over it.

So, yeah, he took it pretty bad.

I don't think when she went
missing... they may not have been like

- where they was, you know, before that fight.
- Yeah.

Some of the people
we interviewed

felt that she ran away because

she was tired of being
sexually abused.

Alex had cheated
on me with an ex.

The next morning I kick
him out of the house.

Well, here comes Christina in,
high after she had been out all night.

And I kicked her out.

After that, that's when
those rumors started.

I appreciate you're

For it to have grown into that,

I mean, it's ridiculous.

It is absolutely ridiculous.
It never happened.

Yeah.

Christina, had evidently
a sexual relationship

with some of the
police officers.

Yeah.

They'd had some of them
that were investigated

because she was
a minor, you know?

-Yeah -And her and
her friend had, uh...

They'd had parties and had
them come to, you know,

their parties and stuff.

Me and Alex, we were pretty,

you know,
pretty shook up about it.

Do you know who
those officers were?

I think was one of them
and I don't really remember.

- Yeah.
- I really don't remember.

You know, any of
the other's names or...

She also was, as you probably
know, a confidential informant.

- I believe that.
- Was one of her handlers?

I'm not sure.

I know she got into
an accident and got tickets

for driving on
a suspended license.

And she had told me
she had worked it out.

You know and had it
where she's, you know...

She's going to go to court
and get her license back.

- Mmm-hmm.
- It was actually ,

car was parked in front
of his house, I guess

and that's the car
she had hit it and ran.

She did have something going
on with that accident, I think.

- To get the ticket straightened out and...
- Yeah.

I don't know what it was.

And could it had something to do
with her going missing? Definitely.

I tried to put evidence
behind everything that

I'm telling you here.

Maybe Darcy Morris picked her up

and took her and pimped her
perhaps in Peoria.

Then perhaps based on what
we saw, maybe killed her.

You know what? I know that
was one of the first things they said.

Even after they took her,
I heard that in December.

- Mmm.
- After she went missing.

You know, they killed her and
got rid of her body, whatever.

I don't believe it for a minute.

I just don't think they
wanted us to search for her.

I believe she's still in Peoria.

I can stand out there
with them fliers,

always get leads on her.

Always people recognized her.

I have had them tell me
that girl's not missing.

She walks around here.
I've seen her.

She's not missing.

I said maybe not to you,
but she is to me.

Christina's not dead,
I'll never believe it.

Looking back, I may have not been
there for like she needed me to be.

She was using the street drugs
and, you know, I just beat myself up

because I feel like
I let her down.

She was vulnerable
and Hannibal Police just

denied to me that she was
ever an informant about anything.

Now, I mean that I know,
of course I'm gonna be upset.

I just, when it comes to Christina,
I'm so drained and I'm so tired.

I'm just tired.

There's a... there's
a in town...

Deputy officer.

Whatever they call him...

Completely stable...

...got Christina, when she was
17, her and Breezy using cocaine.

She had never used drugs.

Police introduced her
to alcohol and drugs.

I could just shoot one
of them. That deputy ,

when I stare him down, he gets so
uncomfortable, he's gotta leave the room.

He can't look at me.

And I feel like going up to
him, you have no idea...

I just wanna put
my hands around his neck.

Stuff like that makes you...
makes you want to hurt somebody.

Like everything I've done over these
years, I've failed Christina because

I've not brought her home
and I've failed Alex

and Brea 'cause I can't bring
her mom home to her.

In the 11 years that
I have known Cindy,

she's never been so open
about who Christina was

and what her life
was really like.

And today,

she made it clear that she

blames men sworn
to protect Christina's life,

for destroying it.

Her anger, frustration

and resentment towards
the Hannibal PD

is finally boiling over.

I've requested on-camera
interviews with

representatives of
the Hannibal Police Department

numerous times.

Those requests have all been
ignored or declined.

In April of 2021,

I sent a list of more
than 80 questions

to HPD Chief, Lyndell Davis.

I offered the chief or any other
officer from the department,

the opportunity to provide
written responses.

So far, HPD has not replied.

Here's a sampling of the questions I
was hoping the HPD would answer.

How did Christina come to be
a confidential informant

and what type of charge
was she facing

when she was enlisted as a CI?

As a CI, was Christina tasked
with extracting information

and/or buying Narcotics
from known drug dealers?

Was Christina's work as
confidential informant for the HPD

tied directly or indirectly
to her disappearance?

I then asked Chief Davis
if he was aware

Christina had a sexual
relationship

with any member of the HPD?

And if any HPD officer
had been disciplined

because of their relationship
with Christina.

No current employee of
the Hannibal PD has answered

a single one of my questions.

But after a year's long search

I've located a former
member of the force,

who is willing to talk about his
experience working for the HPD.

Out of fear of retribution,

he has asked that
his identity be concealed.

When I first started with the
Hannibal Police Department,

it was pretty ideal.

A river town.

It was different and exciting
at the same time.

I worked with good
officers at that time.

I had been on for several years

when there were some chiefs
that were changed.

That was when things kinda
started to go downhill.

The leadership had
their own agenda.

Good officers
either were manipulated

or forced out eventually.

I know through what I had heard

that there were
officers that were

sleeping with confidential
informants and possibly

placing evidence on people
to make arrests.

I was approached,
when I was a detective,

that I needed
to develop more CIs.

The problem with that was a lot of my CIs
were people that I didn't put on the books

I didn't want anybody
else to know my CIs.

I wanted to protect my CIs.

If you're going to change
the corruption in Hannibal,

there needs to be

an investigation of
the Hannibal Police Department

by the Department of Justice.

Back in 2008,

I started this project,
not about Christina Whittaker,

I started it about

missing adults and the
families who are trying to

carry on but still carry hope

that they were going
to find their loved one.

And I got so wrapped up
in one of those families...

I'm Cindy Young. My daughter
Christina's been missing nine months today.

When I met
Cindy in 2010...

That's me and her
last summer acting goofy.

...I made a promise to her.

I was going to do everything in my
power to help find Christina Whittaker.

To say that I was naive
when I made that promise,

is an understatement.

But I dove in, head first,
with the best intentions

and for the past 11 years,
I've rarely come up for air.

But the answers
I've been searching for,

remain out of focus.

And out of reach.

Christina Whittaker
is still missing.

And her family still
doesn't have answers.

and walk away completely,

I'm going to miss my chance
to solve this.
