who told me information

that they really thought
Christina was dead.

"She got what she deserved."

People are just too afraid
to come forward.

Yes. It is understood,

but what's also understood
is just how far these people

would go to continue
their lifestyle.

If there's not a body
there's not a crime, really.

It's been nine years

that I've been on
Christina Whittaker's case.

Nine years.

It's surreal that it's been
this long for me personally.

I feel like we'll get
a long breaks

in the case where there's
nothing happening

and I kinda sort
of get back to my life.

When I met Cindy,
she told me that people

would help,
and then they'd, you know,

get bored or realize that is
too much and they'd leave.

And they'd abandon
the case and her.

And I promised that
I wouldn't do that.

Are you
counting your eggs

- before they're hatched?
- Yep.

It's easy
to get lost in the details

of the case and forget
what it's really all about.

Christina Whittaker
is someone's mom.

She's a daughter
and she's a friend.

Christina deserves to be found,

and that's the point
of all this.

To find Christina.

There have been a lot of stories

and leads thrown at me

over these years,
but I'm trying to focus

on things
that I can prove or disprove.

You know, Darcy Morris
has always been

the number one suspect.

But he's not the only person
that I hear about.

Being around Hannibal,

there's actually a bunch of
names that get thrown around.

It's a small town,
there's a lot of rumors.

But there is one name
that keeps coming up

and coming up and coming up.

It is a man
named Glen Ledbetter.

Glen Ledbetter
is a registered sex offender

living in Hannibal.

According to law
enforcement officials,

he's considered a person
of interest

in the disappearance of a man
named Dale Yarbrough

who went missing
from the area in 1999.

I've been told
by multiple sources

that Christina is buried
on his property.

People in town
are describing Glen Ledbetter

as a really dangerous
individual,

and according to investigators,

Glen Ledbetter is also a part
of a criminal organization

in Hannibal
that goes back centuries.

For nearly 150 years,
this little river town

has been a home based
for organized crime families.

According to law enforcement,

many of these clans have ties
to Romani immigrants

who came to Missouri
from Eastern Europe

to escape centuries
of prosecution and slavery.

In the Hannibal area,
most Romani identify

with the sub-group
known as the Romanichal.

The Romanichal, commonly known

by the derogatory term "Gypsy",

lived by an unwritten code,

speak their own language,

do everything they can
to preserve their traditions

and frown on associations
with outsiders.

But investigators say
there are individuals

within this close-knit group

who command criminal
enterprises.

Everything from simple fraud
to narcotics trafficking.

While Hannibal's crime families

may not be as notorious
as the Italian mafia,

the cops say they're
every bit as ruthless.

Hometown hero, Mark Twain,
wrote about the early days

of the Hannibal crime
families way back in 1870.

In an article called
"Political Economy,"

Twain detailed
an encounter with con men

selling fake lightning rods.

Today, most of the Romanichal

have fully assimilated
into the community,

but many clans continue
to run fraud scams

from coast to coast.

A favorite is posing
as paving contractors

to con homeowners
out of thousands.

The scam is so common,
the locals refer

to the families
as the Asphalters.

Now the question becomes:
what is the connection

between Glen Ledbetter
and Christina?

To try and figure that out,

I realized that I need
investigative help

from professionals
who have experience

working in Hannibal

and understand the town
and these crime families.

I came out here in 2005

as the FBI assistant special
agent in charge.

It's not just
about the disappearance

of Christina Whittaker,

but it's also about the
environment in Hannibal.

There is organized crime,
criminal activity,

drug trafficking,
and there's a certain group

of people who, uh,
control the city.

You don't know who to trust,
and that's a big challenge.

Having Steve
join my team is amazing.

But he also
recruited Gina Bradshaw,

who has worked in Missouri
law enforcement

for over 25 years,

including at the county's
Sheriff's Department

that works with Hannibal.

And Marita Malone,
who spent years investigating

Romanichal crime families

during her decades
long career at the FBI.

Ferrin Elzea was actually
giving this tip

that Christina
may have been buried

either on or near Glenny
Ledbetter's property.

Glen Ledbetter,
he was a top man.

- He was. Senior was.
- And of all the Asphalters.

But then, if I recall,
his son tried to, you know,

- kind of takeover, didn't he?
- Yeah.

If I recall. So this would be
the one you're talking about.

Yeah.

There was a hierarchy,

but the Ledbetters
were right up there.

- Oh, very much so.
- Yeah.

Very high up there
'cause there was a lot

of money there with Senior.

When I bring up,
you know, his name,

"Oh, he's dangerous."
"Oh, don't mess with him."

I've been told,
um, that they, like, um,

sexually exploit girls.

- Oh, yes.
- There's, like, maybe these sex videos

- that are made and, um...
- Yeah, yeah.

- Really?
- Without a doubt.

Yeah.

- This is based in Hannibal?
- Yes.

And this wasn't on your radar
in the beginning, right?

No.

Ferrin even said it in one
of these phone calls that,

"Yeah, that Dale Yarbrough
is buried around here too."

Let's just say somehow
they were involved

with Christina, too,
like people are saying.

Dale Yarbrough
was our case.

Marion County case.

We know that Dale Yarbrough
went missing

from his family farm
on September 16th, 1998.

And that's all that we know
for a fact happened.

When you say
that there were specific people

that know what happened to him,

were you talking about,
like, these guys,

the Asphalters, right?

'Cause he was an Asphalter.

He was a hired man,
and what they think happened

is that he saw something
he shouldn't have seen

or knew something
he shouldn't have known,

and they got rid of him.

Did you ever
have enough to wanna

maybe get a warrant
to search property?

Oh, yes. Our biggest problem
was loose lips.

Mmm-hmm.

What does that mean?

- Leaks?

Leaks.

Would that involve law
enforcement, like, in general?

Would it be specific
to Hannibal PD?

Yeah, everybody.

'Cause they're all...
They all grew up together.

These guys all went
to school together.

These guys play sports together.

These guys
are friends or family.

My concern
is there's a reason

why they're
looking the other way.

I guess I'm just nervous,
you know? Who do I talk to?

You're talking about who
to trust and who not to trust?

- Yeah.
- Be very, very, very careful

when there's Asphalters there.

I mean, be very,
very, very careful.

I would not...

I feel like I'm
followed when I'm in town.

- There's been a number of

These guys are
really, you know, dangerous.

It's funny
because I've been in Hannibal

for years now,
and it's not like people

are just bringing up
the Asphalters to me.

But once I found out
about them from investigators

and started asking around,

everyone I talk to
seems terrified of them,

you know?

Like they have some sort
of hold over Hannibal

where everybody just gets
really hush-hush, you know?

Like, they know exactly
what you're talking about

and they don't wanna speak
about it.

Now, Gina Bradshaw,

she's put a lot
of the Asphalters in jail

over the years,
so there's bad blood.

But she's also cultivated
some relationships

with these guys,
and she's being told

that within the Asphalter
community it's an open secret

what happened
to Christina Whittaker.

You know a girl that was
there when Christina Whittaker

was murdered?

And would she talk
to you about this?

Yes.

What's her name?

You started to say it, though.

I understand, okay.

Oh, my gosh.
She was with baby ears?

With Glenny Ledbetter?

So they were gonna try
to get her too? Kill her too?

down there

come from the outside.

And when I was going to college
in Kirksville or Truman University,

my landlord said,
"You don't wanna work there."

- Yeah. 'Cause I told them I was moving, I got a job.
- Really?

"Where are you working?"
I said, "Hannibal,"

he goes, "Man, you
don't wanna do that."

He says, "Don't go work there."

And why is this
reasoning? What did he say?

He was trying to say
that the cops are crooked.

That stuff came about Hannibal.

Everybody say, "Oh, big towns
is where all the action is."

I'm telling you right now,
these little towns like this

got more going on in them

than you'll find
in any big city.

Yeah.

Oh, yeah.

There's no doubt years
and years ago,

probably before I came here,
that there was probably a...

...pretty good intermingling
of the police

and that group of people.

When I come on, I seen that,

and I never cut an
Asphalter break in my life.

And anybody
that worked for me knew that.

What happened?

I don't know how much
of this you're gonna air

'cause it's gonna get ugly.

Well, we need to stay.

'Cause I gotta be careful
what I say

'cause I've still got a lot
of friends down there, but,

but, uh, we had officers
that were good friends

within that
Asphalters community.

And the bad thing about it is,
now, there's...

You got those certain
last names in town,

and there's family members
that are fantastic people.

They're great people, but they
can't shake that name here.

They're cursed
with that name here

because everybody knows,
they get them,

so they gotta actually probably
prove themselves to the locals

to get, you know, where
they're trusted or they...

- That they're clean or legit.
- Yeah, that they're legit.

You gotta remember
that these Asphalters,

they're good at deception
and they'll give you something

just to throw you
100 miles off the path.

And the bad thing about
is you gotta pound every one

of them leads out.

Cindy doesn't wanna
hear it if it's lead

that comes
in that puts her as deceased.

And I've been having those.

So, I mean, Cindy doesn't
even know I'm here.

She doesn't
want me talking to people here.

big Asphalters, yeah.

behind us in the parking lot,

and we pulled over to the side

and he did, like, a U-turn,
but he was, like,

looking at us,
and then he saw me look at him

like, when you're in this town

you start feeling
like everyone's following you.

If he was coming to watch us,
he would either pull

into that parking lot

or he would position himself

somewhere over there
to wait for us to leave.

This... There are a lot
of people coming in here.

town does to me.

I literally feel like
everybody is out to get us.

So, apparently, HPD gave Cindy
a timeline of leads

they looked into

because she called them
to tell them

that they're not taking
the case seriously.

It's only one page.
There's a couple vague leads

of things that they looked into.

No descriptions.

And it says in 2015,
Hannibal Police

were giving a tip to look
into Ledbetter's property,

but, apparently, Ledbetter
denied them access

to search his land,

and it doesn't look like
they took it any further.

Now, even though HPD
couldn't get

on Ledbetter's property,
I figured out

that he doesn't own the woods
behind his property.

So, there's two pieces of land
that are connected to Glen.

One of them is this,
uh, land that's over here

which there's
a close-up over here.

This is all woods owned
by a private business.

On this side of the creek,

this is where Glenny
has property.

His other property
has no access to it,

so this is our best bet.

So, I got one of my sources

to hook me up with a local
named Darin Logue,

who used to work
for the Sheriff's Department.

That area back there,
how far back does he own?

He's offering
to use his connections

to get us access to the woods
next to Glen Ledbetter's place

so we can search
for Christina's remains.

Darin used to work
as a deputy under Gina

at the Sheriff's Department,
so I feel like I can trust him.

We're gonna drive by our
search area to make sure

that it falls within the
property line of Darin's contact.

that he had pointed out to me.

I decided
to just go for it

and bring in Jan Meyer
who's a search dog handler

to see if her dog
detects human remains.

If it does, it would be
enough for me to go

to Hannibal Police
to investigate further.

Her job is
to tell me if there's odor.

Mmm-hmm.

Bad guys don't dig real deep
holes unless they have

- a packer or something.
- Yeah.

But the other problem
is in an area this large,

what we do is try to narrow it.

Mmm-hmm.

After this many years,
it is gonna be

kind of like
a needle in a haystack.

If you bury something
or some, something,

there's usually
a divot after a year or two,

and rather than a mound.

So if they'll just hit it
with a few holes,

that opens up in your way.

but she's like,

it doesn't mean that it's there

'cause the dog
is trained to get odor.

Like, to signal
that she smells the odor,

and it's the handler's job
to figure out where it is.

owns this side of the creek
and the other side of the creek.

I'm like, "I was told
that this land was public."

He said, "No." He's like,

"Well, I don't know what you guys
are doing, you're scaring my dogs."

somebody from Hannibal Police

This dog handler, Kyle,

of the best with forensics

cadaver dog searching.

I mean, it's pretty amazing
what the dogs

can sense and smell and...

They said that they weren't
gonna need a lot of time.

It'll alert.

If they can pick up the scent

of human remains, it'll bark.

We're pretty much standing
on the spot

that the dog hit yesterday.

and he's gonna put it
in her mailbox.

just like, "No one's here."

Like, he's just like a guy
sitting behind the desk.

He's not a police officer.

I left a message for Grote.

I feel like we walked away
from it.

we've gotta get out of here."

to run the dog over it.

off our evidence

to some dude behind a desk.

At first, she admitted
that she led me to believe

that there was nothing there

because she wanted to

she was saying

that I misheard her

what they do with the dig site.

have been accused of having
a sexual relationship

There are also accusations that
a local law enforcement official

introduced Christina to cocaine.

some questionable things going on.
