A city with many problems.

One problem, shocking and growing worse.

Gangs of homeless boys
roaming the streets,

stealing by day, looting by night.

Boys, abandoned by parents on
the way to the gold fields.

Boys, apprenticed to the Regulators,

feeding on crime and growing on violence.

Boys, beginning to frighten a
city where crime and violence

were almost taken for granted.

I knew the problem.

As a reporter on the Star,
I'd written stories about it,

but they were stories about
what had happened to others.

(suspenseful orchestra music)

- Hello, Martha.

Where's the McGivern?

- Well it's a good story I guess.

- I wonder if you

these desperate urchins,

- I don't expect the Vigilantes

to do anything to these kids.

teach 'em how to steal.

(pensive orchestra music)

for the boy that day,

Fred and I hit places one
man didn't dare to go alone.

Narrow, dirty alleys littered with trash.

Forgotten corners for forgotten kids.

Human rubbish the city had tossed away.

When we found 'em we asked
and we got no answers.

Billy Kilgore, they'd never heard of him.

How do ya make kids like this open up?

Tough kids, trained to lie and deceive.

Hardened criminals still
too young to shave.

Every turn we took led
us up a blind trail.

We almost gave up hope, then we saw him.

(laughing)

(somber orchestra music)

- Well where'd you learn to
handle a knife like that?
