What they tried to do in my case
was to break me emotionally. Yes.

For a child the Netherlands is
a fantastic country to grow up in...

if you have a carefree life as a child.

But so much happens behind closed
doors or is swept under the carpet.

It is about time
they find a solution for that.

'...recommended to warn at an early
stage that they are violating the law.'

It's an awkward sentence,
but it is telling.

I have not seen
my daughter in ten years...

and after fifteen years I now have
a pleasant contact with my son.

And with one daughter
I have no contact at all.

So you might say that I have lost
45 years of my children's lives.

At work they would ask me,
do you have children?

But I hadn't seen them in six years.

And you want the earth
to swallow you up, thinking:

What will they think of me? Try to explain
not seeing your children in six years.

Then something very serious
must have happened.

But that was not the case,
so you feel quite uncomfortable.

So many parents don't talk about it.
They are ashamed about something...

that they mustn't be ashamed of,
but which is awful.

But they don't know how to deal with it.

I did file a police report once.

It's odd, because I work for the police,
only now I'm on the opposite side.

So you end up in the awkward position
of writing your story.

Then it goes to the Public Prosecutor.

Before you know it the case is dismissed
and you think, I don't believe it.

It is a strange realisation
when you yourself work for that side...

how easily they reach the conclusion
to dismiss the case.

So Bas and I started investigating
many of these cases...

and it didn't take long for us to see
how parents got into trouble...

with Youth Care, among others,
and that a lot of things went wrong.

Often one parent refuses to recognise
the authority of the other parent.

If that happens on an international level,
they act on it...

but the odd thing is: if it happens
within our own border, they do nothing.

And the children are contacted
by Youth Care because somehow...

they are sent a report by someone.
It could be a worried teacher...

the neighbours, a parent,
the police could send a report.

And based on a one-sided story,
Youth Care takes all sorts of steps...

that often lose track of reality...

and Youth Care very quickly chooses
sides, for the father or mother.

It throws off the balance,
and a parent...

often the father,
loses touch with the children.

You end up in
an astonishing horror scenario...

where you might be allowed to see your
child for an hour under supervision.

Discussions arise over whether you can
give your child 3 or 4 tomatoes.

That's where you can show that you
are a nice father, if you get that far.

The first seven years I had almost
no contact with my children.

Every time the mother would thwart it,
even if I had visitation rights.

And on Child Protection advice...

Youth Care got involved
and I could visit under supervision.

You lose your children from one day
to the next, and the first weeks...

you are living in a haze:
this can't true, it will be fixed.

People around me would say,
let it be, it will sort itself out.

Then the chronic pain
of missing your children sets in.

Responsible mothers,
and fathers as well, have chronic pain...

when you can't give your children
the care and guidance they need.

You want them to have a bright future...

and you want
to rid yourself of the chronic pain.

Today you see children do strange things
like cut themselves to get rid of it.

But I am amazed that
there are so few family tragedies...

because I did think at times,
why don't we all stop and end it all?

As you can see, I am still not in touch.
Ben has no contact with one child.

I have no contact with my daughter,
we never reconnected.

She remains stuck in loyalty issues.

She now has two children,
so I am a grandfather now.

I have never even seen
my grandchildren.

I have a foster daughter who has been
living with me for three years now.

A weekend foster daughter
and the thought has occurred to me...

that Youth Care didn't think
I could take care of my own children...

but I am allowed to take care
of a more complex situation.

Apparently I am capable of doing that.
It doesn't make any sense.

We know various colleagues
in various positions...

who had the same thing happen to them
and they too are stumped.

Even judges.
When this occurs in their private life...

you often see that they stop working,
because they can't deal with it.

That's when they are faced
with this enormous injustice.

It's so bizarre that people who haven't
been through this can't imagine it.

It looks like a witch hunt.

If you see how many children
are removed from home here...

compared to other countries
we score really high.

Have you ever heard of telephone taps?
The telephones of parents are tapped.

That is a punishable offence.

A magistrate must give permission
to do that. It's a criminal procedure.

And it turns out, and I can prove it,
that Youth Care...

has access to the reports
of the telephone taps.

The reports typed by the police
were forwarded to Youth Care.

With all the information in it.
There is no division of power.

Youth Care admits it,
they call it chain partners.

Let's go back to the separation of power:

The judicial and legislative powers
must be separate.

But if the judicial power says
that Youth Care is a chain partner...

the balance is lost. A judge must treat
Youth Care the same way...

as the parent defending him or herself.

But now it turns out that Youth Care
is already a step ahead in the process.

I ask for help
and the whole system turns against me.

And I feel like I was backed into a wall
at gun-point and told to cooperate.

If you don't, you will lose your children.
And that's exactly what happened.

I'm in a meeting at home with colleagues
in India, Marseille and Estonia...

and they ring me, a private number:
'We collected your children at school.'

I didn't know what hit me.

I'm disqualified as a father,
but I've done nothing wrong.

I have no addictions,
no debts, I have a job, OK?

I have a huge network,
I come from a close-knit family.

What they tried to do in my case
is to break me emotionally. Yes.

But not just emotionally,
financially as well.

When your income is higher
than a certain level, like mine is...

and I'm not complaining,
but I don't qualify for allowances.

Or for subsidised legal aid, so I am
paying 200-300 euros an hour.

If my solicitor takes 15 minutes
to send an email, you do the math.

I paid nearly 100 grand in legal fees.

In this country
that calls itself constitutional state...

I simply tried to protect my children.

And I experienced enormous opposition
from a child protection institute.

That's madness.

If I had known what I know now about
Youth Care and Child Protection...

and about 'Veilig Thuis'
and how that whole system is set up...

I would never in my whole life,
my biggest mistake ever...

have asked Child Protection
to start a safety investigation.

Ata is an honest man
who is genuinely worried.

And I don't want to let him down,
so the first thing we do...

is to collect all the documents...

to see what happened and where the
leak is and what mistakes were made.

Ata's children were placed out of home
just like that.

Based on a report
that was not meant for it.

Even the investigator stated: 'We did
not consider placing them out of home.

I do not appreciate you
misusing our report in this way.'

But we only discovered it
in the file six months later.

It is not in this folder.

After much searching at the agency
that performed the investigation...

we unearthed that email,
but Youth Care withheld it.

Youth Care should not be involved
in complex divorces. Why?

They do not have the knowledge
and expertise for that. They don't know.

The scope of a child protection officer
is limited.

She must investigate
and asses a situation.

But what does she do? Starts providing
assistance, which is against the law.

Article 3.2, paragraph 2 of the Child
Care Act states that certified agencies...

may not provide assistance.
But it happens on a massive scale.

Now my children are under supervision
for three years by Youth Care West.

The no-contact rule was violated
multiple times, and was not enforced.

They did not offer to help my children,
they only focussed on me.

I wrote to the board of directors.

The big boss of the Youth Care centre
that supervises my children.

I wrote the board of supervisors
that supervises the board of directors.

They all know about it.
I have had discussions with this lady...

I'm tempted to name her,
and two members of parliament.

I also wrote the director-general
of the Ministry of Justice and Security.

But no answers.

Or a polite form letter stating that
they will use it to improve the process.

It doesn't get me anywhere.

Look at the parents in the tax scandal.

How is it possible that
all those parents accused of fraud...

were suddenly visited by Youth Care?

Did the red light
on their door start flashing...

to warn everyone that
these people have committed fraud?

They made life miserable
for these people.

But how did that information
end up at Youth Care?

Well, the tax authorities also shared
the fraud list with the public prosecutor.

And they in turn are linked
to Child Protection.

I hope there will be a parliamentary
inquiry to investigate those links.

How is it possible that 'Veilig Thuis',
Child Protection and other agencies...

knew what was going on?

Those parents suffered a great deal,
but the children as well.

A child protection officer can lie,
documented lies, and no action is taken.

I cannot act against
a lying child protection officer.

I reported her, but it was rejected.
I had to file a disciplinary complaint.

So I filed a disciplinary complaint,
now get this:

The SKJ, which handles complaints,
has sealed itself off.

They work with the tax authorities
to discourage parents to file complaints.

They limited the grounds for complaints.
They don't investigate the facts either.

So everything the child protection officer
says is accepted as the truth.

If you look at youth and family law,
you have no rights.

You have no rights.
On paper you do have rights. On paper.

In practice you must deal with network
corruption and a misleading chain.

They cover each other.

We pump billions into the system,
but the system is not safe.

It is prone to errors. It's perverted.

Things happen
that cannot stand the light of day.

As a judge I have many years
of experience with Youth Care.

You see that children are often caught
in a jam with the parenting situation...

where an intervention is necessary.

What we see now,
which is different from before...

is that youth care in general
is having huge problems...

in finding enough manpower
to give assistance.

And the availability of youth care
services is extremely fragmented here.

Since 2015 some 1500 new institutions
have opened...

that deal with minor forms
of youth care.

In their own way
they all attempt to do something...

but all use different methods
to solve the problems.

So there is an agency
for almost any problem.

But if an agency cannot deal with your
problem, you must go to another one.

Yes, these are all commercial agencies.

Some say
they are the cowboys in youth care:

People who think they can make money
with few means.

They start a foundation or a business
and say, we offer these services...

but often the problems
they can treat are quite limited.

I think the fragmented availability, and
state secretary Van Ooijen saw this...

prevents young people and parents
from getting the help they need.

And that has to change,
but that's what one faces in youth care.

And judges deciding on someone being
placed out of home also faces that.

Does the child get the care,
do parents get the help they need...

to ensure that the family
can function normally again?

And that's the big problem.

In the Netherlands there are cases
where mistakes have been made...

by agencies or foster parents
or relevant institutions.

We had to deal with
a case of abuse in a foster family.

We had situations where foster parents
put their charges to work.

But I must say that as
a juvenile court judge, I've seen...

cases of children with broken bones,
brain damage...

with burns caused by
being held against a hot kettle.

Yes, inflicted by parents
or the person raising the child.

Those situation are unacceptable
and should not be allowed to exist.

It is very important that if parents think
that their child is in an institution...

and isn't getting proper care,
that they report it.

They can report it to inspectors,
to the juvenile court judge.

There are several options.

We must ensure that the revenue model
that some municipalities use...

namely that the municipality authorises
the least expensive agency...

to offer assistance,
that is something we must avoid.

There are always profiteers and nasty
agencies that only do it for the money.

Families with many foster children
where parents think, really?

But there are also foster families
with many children that flourish.

So it depends on so many factors...

but they must look at those factors
critically, that is important.

I think it's like this:
that money, politics...

and the market, the healthcare market,
are so entangled...

that they cannot possibly stop doing this.

Too many interested parties,
that's dangerous.

That is why most people feel
threatened in their personal life...

and are afraid to talk.

And what I'll say now is dangerous.

Me and a few others have recently
discovered that there are councillors...

city councillors, who manage
foster family homes where children...

They make decisions about youth care
in their foster family homes. Now really.

That is corruption, yes.
Many former politicians...

have become directors of care facilities.
That's how the system is set up now.

Once a child is placed out of home,
the money starts rolling.

I read many annual reports
of various youth care institutions...

and what I notice is that the Salvation
Army has a number of entities...

including the Salvation Army
Welfare and Care...

Youth Protection and Probation,
as well as the Salvation Army church.

And in several annual reports I see...

money from the juvenile law budget
goes to the Salvation Army church.

So money for juveniles is used
to preach the gospel.

I don't understand how
that is allowed in the Netherlands.

And their assets show that the Salvation
Army church is their wealthiest entity.

I believe that their assets add up
to more than 39 million euros.

Where does it come from? Donations
and such, but juvenile law...

adds to the church's coffers.

It's impossible to check.
I cannot imagine...

the city than must supervise it and is
responsible for its implementation...

that it can verify all those amounts.
The money flows in every direction.

I'm Maaike van der Aar, I work
for the FNV union as administrator...

national administrator Youth Care.

I look after the collective interests
of the employees at Youth Care.

Many things go wrong at Youth Care.

Over time we realised that it has to do
with the way it has been set up.

We have come to the conclusion
that the way Youth Care was set up...

people call it 'the system'...

is the cause of all the problems,
we can firmly say.

In 2015 Youth Care was relegated to city
councils, hailed as 'decentralisation'.

It meant that the 12 provinces...

relegated Youth Care
to 355 local councils.

There are two ministries:
Justice and Security...

handles youth protection,
the compulsory side of the care...

and probation for youths
who committed a crime, and youth aid.

They give assistance
to families and children.

Justice and Security and the Ministry
of Health, Welfare and Sport...

and they fund 355 local councils.

The councils are 'in the lead'.
They must ensure that...

children get the right care,
which they must purchase...

and they are responsible for the money.

So with the money
they get from the government...

the council must decide how much
they want to spend on youth care...

what must we purchase for that
under what conditions...

and then comes the Youth Care
organisation that does the work...

and then, after a layer of managers,
come the Youth Care workers...

who do the actual work.

There are so many layers above them
who all determine what they must do...

while we, as a society,
hire Youth Care workers...

to work with children we no longer know
how to raise or how we can help them.

And the person we hire to do it
is at the very bottom of the organisation.

We feel that the multi-expertise team,
that has many expertises...

should be at the front of the
organisation. A weighty expertise.

Because they can investigate
what is happening...

and with their expertise
they can form a clear picture.

With educated people
who have the knowhow at the front...

we can implement
the correct care much faster.

We want that highly-specialised
youth care and youth protection...

to be funded exclusively
by the government...

and no longer by 355 councils. No.

The care for children
who really need it must be ensured.

Meaning it must be available
at all times.

And to do that you need one responsible
party and that's the government.

Youth Care workers said long ago that
the system is failing and must change.

Youth Care workers say that.

Employers are almost on board,
they are hesitant.

Councils say that it needs to be better,
but they are not as determined as us.

But now they are arguing with the
government about power and money.

It's not about youth care and children
and how can we let people do their job.

The arguments between
the local councils and the government...

are about who pays for what,
who has the authority over what.

We do our job as best we can, but
we must accept that it is not working.

The quality is deteriorating...

and we can no longer offer professional
and quality youth care.

They have been saying it for seven years,
and my problem is:

Now that it's gone this far,
and it's collapsing and it's code black...

children get no help,
the quality is tanking...

not enough child protection or care
workers, children on waiting lists...

now that it's come this far,
they get the blame. Sorry, no.

They have been saying it for seven years.

The ball is in the Cabinet's court.
The minister for child protection care...

and the minister's state secretary
for youth care...

are the two responsible parties
and they need to act...

change things, show courage, break
through, change laws if necessary.

The only option left now is simply that
they must do what must be done.

And at this point we and all the child
protection and care workers say:

If The Hague, employers or anybody
higher up who are responsible really...

for the system, and letting these lists
and friends and things happen...

if no-one takes responsibility to change
things, we must do it ourselves.

The problem is so big, so problematic...

you might say that the wound
has been festering for so long...

that you're tempted to say,
tear it down and start over.

Is Youth Care a revenue model?
I wouldn't say it's a general term.

Eighty per cent of Youth Care
in this country are large foundations...

of at least 100 people.
We call them the system institutions:

Large institutions united
under the banner of Youth Care.

That's the employers' association,
which is eighty per cent.

That leaves twenty per cent. They are
one-person businesses, freelancers...

small businesses, private companies,
care cowboys in it for the money.

Unfortunately this sector also has them.

A lot of money is spent on them.

But we worry about that twenty per cent,
because hardly anyone supervises that.

But if your organisation
is only paid for slept-in beds...

you must still pay for your building, you
need groceries for the children, a staff.

But if you don't have a steady income...

your organisation must make sure
your beds are slept in to survive.

But what we want,
from an idealistic point of view...

we don't want children
to sleep somewhere else.

We want them
to sleep in their own beds.

So it is a perverse and strange system
if slept-in beds is how you pay for things.

There have been studies
into the rising care costs.

They say: the first 1000 days are crucial
for the start of the child.

At one point former Minister of Health
de Jonge came up with an action plan:

To invest in the first 1000 days of a child.
If something goes wrong then...

such as poverty in the family,
or lack of parental skills...

or if the child is not developing properly
for whatever reason...

we must be there those first 1000 days.
They are crucial in its development.

But you must be stupid to come up
with that. If this is already too much.

This is the phoney risk...
-But you're already overextended...

and then you add more to your workload
with prenatal care.

He should solve the problem first.

Soon there will be 200,000 workers
at Youth Care. All checked off.

And that's the system
we feel must be torn down. Yes.

And I cannot understand why
the sense of urgency is not present...

and wants to tackle.

That is good news,
but how long will that take...

because this problem
has been going on for years now.

And administrators of Youth Care have
sent urgent letters to the ministry...

for years now,
but the letters were virtually ignored.

So what do you think
will happen this year?

The reform agenda is due this fall,
so after the summer.

It will contain the details of the plans...

and then the implementation
will take place.

For some items it could mean
that the law must be changed...

and implementation will take longer.

Others only need new agreements with
providers, councils and professionals.

And that can have a direct influence
on the everyday reality.

And all this is a consequence
of the signals we have received...

from all the parties,
like the urgent letters you mentioned...

and reports in the media
which we have also read.

Many signals indicating that things
are not going well at Youth Care.

That is the reason
reforms are on their way.

So they actually admit
that things are not going well...

and that there are investors
that have a financial interest in it.

Things are going really well
in the Netherlands.

I feel personally involved
with the fate of the children.

I was also a child once
and things in my family...

weren't always a bed of roses.

That has had an influence
on who I am...

and who I have become
to this very day.

My sister and I used to live
with a foster family.

I was seven or eight
and my sister was still a baby.

I was picked up at school,
I don't remember what form I was in...

I believe it was in the second form,
by the police...

and they said I had to go with them
because we're taking you someplace.

That was quite traumatic,
because you are at school...

you don't know what's going on,
the police is there.

As a child
anyone wearing a uniform...

is scary, you feel a bit ill at ease.

I quickly realised
that something was wrong.

So they took me with them
and at the police station...

I saw that my sister was there too,
then we went into a police car...

and they took us to a foster family.
They had told us that...

but all I did was call for my mother.

And I remember that we stopped
in front of that house...

and in my mind I thought,
I'll never forget that, if we stop...

once I'm out of the car I'll run away,
I didn't want a foster family.

So I started running,
but they caught me.

They weren't rough or anything, but
I was in hysterics and I was crying...

because I wanted my mum. I didn't want
to go to a foster family or to strangers.

But it was short, I was there
three weeks, only I do know...

that there was no need for them
to place us out of home.

I did not have a nice childhood.

A childhood with plenty of misery,
a lot of traumatic events.

My sister's father physically abused
my mother, not us.

He never abused me or my sister.

It was a dark period for me,
I was working as a prostitute...

and doing things
that weren't good for me.

But I was very young
when I started doing that.

I believe in the universe
and I believe in God...

and two nights before that I cried a lot
and prayed to God...

to give me something to help me
get out of this. I didn't know how.

And when I was nineteen I was scouted
and taken off the street...

by a Parisian modelling agency.

That was a turning point and I thought,
I was given this chance...

and I'll never let this slip away,
so I worked really hard on my career.

And everything my mother taught me:
'Become independent.

That is the most powerful thing
I can give you.'

I tried to do that and I think I did
rather well, if I say so myself.

It was quite a rollercoaster.

It certainly formed me,
of course it also damaged me.

I'm processing all that now,
because I am a mother...

and look at my child and think...

I got such a primal feeling
of having to protect my child.

Hello, gorgeous baby.

Yes, they are delicious.

I now feel called upon...

to try and contribute my part...

to make sure things do change,
because it's important for the children...

who really need Youth Care's help.

And it's important for the parents
who need help...

because that's where it goes wrong.
I believe that...

the parents who are in an unstable
situation due to a divorce...

or financial problems
need someone to guide them through it.

That doesn't mean that a child should be
placed out of home right away.

We've been together 6.5 years?
-Yes, and married nearly 4 years.

Yes.

You fall in love with a man
in the process of a divorce...

and you expect that it will be sorted.

And then Pandora's box is opened.

It's been seven years
and today I had session number 22.

And this year there will be at least three
or four more. Yes.

The session today
was about a continuation...

of one of my daughters
being placed out of home.

I can accept that it will be continued...

but the way the certified institution's
approaches care...

leaves a lot to be desired.

Youth Care's involvement
has nothing to do with the divorce now.

They were at first,
when we could not communicate.

But at some point you find a way.

Children aren't too bothered
if parents don't communicate.

It's tough at first,
but everyone finds a way.

The fact that Youth Care
is involved in my situation...

kept getting bigger
and bigger and bigger.

And Youth Care
has damaged my children.

So at one point we filed
a complaint against the Salvation Army.

At the time
we thought it would have results.

And the commission literally said
that the family guardians...

have endangered the health
of my children. Literally.

But then what happens next?
Absolutely nothing.

The LJNR, the Salvation Army Youth
Protection and Probation, I believe...

must have a complaint commission.
There's probably a law somewhere.

An independent complaint commission
that files an annual report.

So the day before the sessions, I was
given the name of the chairman...

and I googled her and found
a few annual reports instead.

Her name popped up
with the name of the Salvation Army.

And to my amazement in the past
five years 9 of my 10 complaints...

were already dealt with
by the same commission.

And there's the glitch:
yes, they must have a commission...

it must be independent
and file a report...

the director must comment on it.
And that's where it ends.

The law does not state: you must act
on the recommendations...

stemming from complaints. You must
act on them, change procedures.

You must ensure that what happened
does not happen again.

No, there is no such obligation.

So a complaint commission
is totally useless.

Truth-finding is also not required.

It's what you run into time and again:
truth-finding is also not required.

So even if you have proof of how things
happened, it doesn't matter.

They don't do truth-finding.
And judges will not do it either...

because they assume that the
information from a certified institution...

is accurate.
So judges rule based on that.

It is a money machine. Children are
no longer seen as vulnerable...

but as numbers, figures
and a way of making money.

Not one of the files was in order,
the report showed.

Everybody knows that
Youth Care is a huge, stinking mess.

But we don't take action.

I am trying every way I can
to be here for him.

I started studying Law, because we
couldn't afford the solicitor anymore.

So I started writing the legal drafts.

Also because the time we spent on that
was time not spent on the children.

It was important to me that he spent
time with the children instead of me.

So I wrote the drafts to give the solicitors
the input they needed for the case.

I want to say that people
should be careful with cases like this.

Especially with the contact with

terrified the press would pick it up...

since we are reasonably press-worthy.

So I told very few people about it,
because I was terrified...

it would leak to the media,
not by me, but someone else...

causing Youth Care to accuse me
of breaking the media clause.

So how did they manage to do it?

For instance by saying
that I was emotionally unstable.

But the thing is, I was accused
before I was able to prove the opposite.

So I had to go to a therapist to get a
declaration that I was fine emotionally.

But at that point London was already
taken. So what did Youth Care do then?

They imposed penalties on me.
I received a 25,000 euro penalty.

Youth Care sent debt collectors
and they froze my bank accounts.

In many cases
parents cannot afford a solicitor.

I spent hundreds of thousands of euros
on solicitors.

So all my money went to solicitors
to protect my child.

And Youth Care is not used to that.

Because that's what it is: the state
kidnapped my child. No more, no less.

As a solicitor I've handled many cases...

in the field of youth care.
But these events...

eventually led to a person's death.

It's very hard for me not to...

You obviously get professionally involved
in each case that crosses your path.

But the way this situation unfolded,
is heart-breaking. Just horrible.

Look how small you were.

We saw each other
once a month back then.

That one is cute.

I was at school,
and I was sent out of class.

I lived somewhere else. Suddenly I saw
counsellors approaching with the police.

I saw my guardian and thought:
What are they all doing here?

They wanted to talk. I thought I was
in trouble for disrupting the class.

So we went into a room.
They didn't even break the news gently...

by saying something was wrong.
They just told me my sister had died.

Just like that. I said:
'No way. You're messing with me.

It's not funny.' I was in shock,
I didn't know what to say.

I was so confused.
I went completely numb.

When I arrived at home,
my father rang me up in tears.

He said: 'Chal, I'm coming for you.
I'm getting you out of there.'

My father was there in a heartbeat.

We drove to Delft
and went to the mortuary.

A team of twelve police officers

for a party on Saturday.

I remember,
because I had to work that day.

I decided to let her go with her brother.

She was apprehended on the train
by the police and train guards.

What was it like for you
after your daughter had passed away?

I was very depressed.
I honestly just wanted to...

It sounds harsh, but I wanted to die,
just so I could be with her.

She's my youngest baby.

It was very difficult.

Yeah... I even tried an attempt.

I tried to drown myself, thinking:
This is the end for me.

I remember having flashbacks.
I saw my whole life flash before my eyes.

A police officer pulled me out.

I just didn't want to go on anymore.
But I'm glad he saved my life.

I was also struggling.
It was just so hard to accept.

I was put in a secure facility
somewhere in Noord-Holland.

Suddenly I was all alone,
with Mum living all the way over here.

I was completely distraught.
I was just so over it.

I tried to commit suicide
by hanging myself.

By the time they came
to collect everyone for dinner...

I was already hanging there.

They tried to resuscitate me...

because I had already lost consciousness.

I woke up clear-headed
and just pretended nothing had happened.

They stayed
at a very decent facility before.

But after certain incidents, such as...

So they have a financial interest

She had a scar of sorts
when I last saw her.

She told me she was roughed up
during her last visitation.

They forcefully pushed her head
and knee against the floor.

Gruesome incidents like these
seemed to be everyday occurrences.

There were only two foster parents.
That's when things went completely awry.

It's a bit creepy going back
to the place where all of this happened.

This foster-brother was
doing things with more than one girl.

He was doing dirty things,
but we didn't know what sex was.

I couldn't believe it. She said:
'Just come and hide in my room tonight.'

At midnight,
I heard someone open the door...

and crawl into bed with my sister.

of the abuse in a diary.

The things I read in her diary
almost gave me a heart attack.

This is an aspect worth looking into.

of conflicts of interest.

Just look at the careless way
Public Prosecution handles these cases.

There's no supervision.

Parents can't really report malpractices,
because there's usually no follow-up.

Children have rights, but simply lack
the opportunity to exercise them.

Legal aid falls short miserably.
Solicitors aren't properly trained.

Even the Education Programme
is largely inadequate.

Most cases rely
on government-funded legal aid...

submitting solicitors
with a most modest budget...

when case like these are highly complex.

So the quality of their legal counsel thus
comes under severe pressure.

These are only a few issues.
The problem is far more expansive.

With all of these issues, it's no wonder
Youth Care is so chaotic.

I would have long suggested
a parliamentary inquiry.

Next we have a father talking to
the Health and Youth Care Inspectorate.

He complains about a foster carer
of some other group home in Friesland.

He reports a case
of sexually inappropriate behaviour.

It seems the carer keeps coming into
his twelve-year-old daughter's room.

This obviously upsets him,
so he decides to report the incident.

Just have a listen
at the Inspectorate's response.

It is absolutely not true
your information is disregarded.

It would have been different if...
We sometimes act on individual cases...

of physical abuse
or sexually inappropriate behaviour.

Let me just pause here for a moment.
So what she's saying, is:

'It would have been different if...
We sometimes act on individual cases...'

Only sometimes. Depending on
whatever they feel like doing.

Some cases of child abuse
call for intervention, and others don't.

Utter madness.

That's what happened.
This foster carer...

goes into my daughter's room
even when she's getting dressed.

That's not considered
sexually inappropriate behaviour.

I see. She has to have the full experience
for the Inspectorate to say...

Worst case scenario,
this could be penetration by a carer...

or teenagers having sexual relations,
resulting in pregnancy, and such.

These are considered forms
of inappropriate sexual behaviour.

So the Inspectorate wants the situation
to get terribly out of hand first...

before taking steps to protect
